TNCs are currently one of the most important actors in international economic relations. The investment activity of transnational corporations has a direct impact on the balance of payments, production volumes, foreign trade turnover, employment, and the competitiveness of the host economy. The key features of political risk management of TNCs are identified and characterized. The political risks of TNCs are related to their interpretation, classification and methods. The means of reducing the degree of risk include: risk avoidance, retention, risk transfer. Ways to reduce the degree of risk include: diversification, acquisition of additional information, limitation, insurance, hedging. It has been proven that the main advantage of risk communications as an effective ancillary way to manage the political risks of TNCs at the state level, especially in the early stages of public policy making, is that it allows decision makers to better and timely inform stakeholders about risks. and to effectively exchange data between different parts of the public administration system, including effective mitigation measures. The main directions for TNC investment in 2018 are analyzed. In this regard, the purpose of the study is to substantiate the theoretical provisions, scientific and methodological approaches and develop practical recommendations for improving the mechanism of formation and management of business integrated structures of the eastern regions of Ukraine. The essence and content of the terms \"business integrated structure\", \"development of business integrated structure\", \"mechanism for managing the development of business integrated structure\" are specified. The international experience of development of cluster structures is analysed and generalized and offers concerning its possible application in industrial regions of Ukraine are given. Based on the generalization of research, analytical materials of research and consulting companies, regional development agencies, statistical analysis, the main barriers that hinder the effective economic development of the eastern regions of Ukraine. Strategic documents concerning the socio-economic development of Donetsk and Luhansk oblasts in terms of creating cluster associations were analysed. Methodical bases of logistical support of management of development of business integrated structures are defined. A comprehensive approach to evaluating the effectiveness of cluster formations is proposed and tested. Proposals on normative-legal regulation of cluster structures development in the national economy of Ukraine are given. The conceptual approach to the formation of the cluster as an element of the innovation infrastructure of industrial regions on the basis of smart specialization is substantiated. The organizational and economic mechanism of functioning of business integrated structures is improved and the algorithm of its realization on the example of the eastern regions of Ukraine is offered. It is proved that the development and implementation of the proposed algorithm for implementing the organizational and economic mechanism of business integrated structures (clusters) will create appropriate conditions for increasing the volume and quality of transport services, intensifying innovative development, as well as implementing a qualitatively new regional model of sustainable development that will meet modern management requirements. The article substantiates the theoretical principles of personnel management in large industrial enterprises in order to improve the mechanism of ensuring its efficiency. The study found that personnel management is to comprehensively assess the relations in the workforce, which are related to the hiring and supply of labour, its pay, staff turnover, trends and prospects. The purpose of personnel management is to provide employees with the necessary quantitative and qualitative parameters and the organization of their effective work. It is transformed into more specific goals, which are determined by the goals of the enterprise. It is revealed that it is expedient to apply an integrated approach to personnel management, the essence of which is to combine and interact process, system, situational and strategic approaches. The article clarifies the list of functions and tasks of personnel management in a large industrial enterprise, the difference of which is that it includes the entire list of management functions (forecasting, planning, organization, control, analysis, accounting, regulation) a single interconnected set of processes in management staff. One of them is poverty. The purpose of the article is to study the problem of poverty and determine the priority directions and forms of overcoming it in Ukraine based on the study of world experience. Poverty is a multifaceted socio-economic phenomenon inherent in any country in the world, regardless of the level of its economic development. The compulsory social insurance mechanism, which provides for high pensions, unemployment benefits, childcare and quality medical care (including volunteer), is widely used in the world to fight poverty. The problem of overcoming poverty requires further theoretical and methodological substantiation. It is important to take into account the peculiarities, interconnection and experience of economic, social and political solutions to the problem at the international and national levels. The study of the forms of overcoming poverty and the negative consequences of the impoverishment of the population and the influence of these processes on the development of the economy and social life requires special attention. In the course of the study, the essence of the category of poverty, its causes, concepts and indicators for the study of poverty, which are used in world practice, are considered. It is shown that the positive role of social integration in overcoming poverty is determined on the basis of identifying and analyzing the possibilities of introducing effective mechanisms of public administration in Ukraine to prevent the negative consequences of poverty on the basis of foreign experience. The level of poverty is considered and the ways of solving the problem of poverty in modern conditions are substantiated. Poverty indicators are assessed in the EU and Ukraine. The directions of poverty reduction, which Ukraine should achieve, are considered, namely: economic growth; updating the minimum wage and minimum wage, pensions to realistic values; GDP growth and an increase in the human development index; reduction of inflation, taxes, unemployment. It is shown that with the introduction of a visa-free regime, citizens of Ukraine have the opportunity to work in European countries. This increases the income of Ukrainian families and reduces the level of poverty in the country. Another area of overcoming poverty is non-traditional forms of employment, including online work, the performers of which, as a rule, spend less time on assigned tasks and earn more than the minimum income. The analysis of practical and theoretical approaches and the comparative analysis of indicators of efficiency of port are carried out. Measuring efficiency plays a significant role in assessing production in its current and future state. With the appropriate performance measurement, the system in the organization can be set up to move in the desired direction by analyzing behavioral responses and understanding the impact of different performance indicators on port performance. However, incorrectly defined performance indicators will lead the organization in the wrong direction and cause unforeseen negative consequences. Port efficiency can have a major impact on the region's economic growth, as ports connect maritime transport and inland transport. They are also important suppliers for ships, cargo and inland transport. Port performance analysis gives operators a clear idea of how much port resources are being used and helps them compare their strengths and weaknesses. Measuring port efficiency improves port development and maintains its competitiveness in an increasingly competitive commercial environment. Therefore, it is important to first conduct a comprehensive study to determine the performance of the port, relevant to the activities of ships, cargo and terminals. By assessing the efficiency of ports using certain indicators, you can get an idea of comparing their efficiency, even internationally. A review of practical and theoretical approaches to the comparative analysis of port efficiency indicators over the past three decades and summarized the main differences in these studies found the lack of a systematic and unified approach to measuring the performance of ports with different properties. Recent studies have aimed to analyze the performance of port terminals, as they are the most important component of ports, operations for the transfer of berths and court operations in the terminals fundamentally determine the efficiency of the port. Port bandwidth is one of the most widely used indicators of port efficiency. Productivity growth is seen as direct evidence of port activity. One of the most important aspects of measuring seaport efficiency is performance, and the popular database analysis (DEA) method is commonly used to evaluate it.
