Considering the problems of land forces organizational structures in tactical operations it is important to refer to the theory of organization and management which may constitute a point of reference to properly devise and forming up of land forces structures assuming that such forces make up an organization - since this is a team of soldiers including their resources, shaped into an adequate structure and predestined to perform a definite task. On this occasion President Dalia Grybauskaitė stated that ‘speaking with one voice, Lithuania secured a historic victory without using arms. [...] This event is a history lesson on how much countries achieve when during a critical moment their citizens are united by principles one cannot violate, sell and betray’ (the Lithuanian Tribune 2013). This statement symbolises the fascination of the President with the political unity of that time and the non-military path towards Lithuanian independence, but on the other hand it illustrates the anxiety towards the lack of similar political mobilization in contemporary Lithuanian politics, and this true of Ukrainian, Moldavian or Georgian politics as well. Since the collapse of the Soviet Union, the Kremlin has lost direct political and military control of the region, but it started mastering the tools of non-military influence by exploiting the lingering weakness of post-Soviet societies: growing internal political splits, social and economic discontent, ethnic minorities, and prevailing energy and media dependencies. This new kind of Kremlin strategy paved the path for the Russian campaign in Crimea and Eastern Ukraine. Commonplace today are Multinational Brigades, composed of staffs and subordinate units representing almost every NATO Country and Partner, participating in training exercises or actual operations in both the European and Southwest Asian Theatres. Leadership challenges are prevalent for the Multinational Brigade Commander and his staff, especially those challenges they face in achieving an effective level of brigade interoperability in order to conduct successful operations in NATO’s present and future operating environments. The purpose of this paper is twofold: to examine the major interoperability obstacles a multinational brigade commander and his staff are likely to encounter during the planning and execution of brigade operations; and, to recommend actions and measures a multinational brigade commander and his staff can implement to facilitate interoperability in a multinational brigade operating environment. Several key interoperability topics considered integral to effective multinational brigade operations will be examined and analysed to include understanding partner unit capabilities and limitations facilitated by an integration plan, appropriate command and support relationships, compatible communications, synchronized intelligence and information collection, establishing effective liaison, and fratricide prevention. Thankfully for the reader, Berardi is not criticising the quality of Heroes, but rather the subject matter covered within. As Berardi goes on to exclaim, ‘crime, mass murders, suicide – these are not subjects for a good natured guy’ (p. 199). Berardi is here trying to explain – perhaps more to himself than to the reader – the ‘mixture of repulsion and perverse fascination’ (p. 1) which he feels in response to the spectacular acts of violence perpetrated by the likes of James Holmes, Adam Lanza and Anders Behring Breivik. Peacekeeping missions have had an international character since their beginning. Internationalization of operations provides legitimacy to a mission and greater international support. However the combined operation causes significant challenges, especially for commanders, who have to lead these types of military units. The paper presents the benefits as well as challenges which faces the international leader in multiethnic environment. In the context of rupture - sudden, unprecedented asylum flows as well as the historical context of the fear and experience of losing the state’s freedom, we pose the following research question: Where do insecurities and fear come from and how are spaces of security and safety carved out through public discourses? We argue that, instead of singling out political discourses in Eastern European as filled with hatred towards other ethnicities and races or an inability to show solidarity with human suffering, we have to open up a far more deep reaching debate on the interplay of fear and the willingness to create safer, more secure futures.
