Usually, in order to get a better allocating form, a great deal of computing price has to be paid. And also, because of the complexity of the computing, an optimized allocating form is unable to be acquired frequently in fact. A method of optimized allocation of resources is presented in this paper. It's based on the neural dynamic system. Via this way, the optimized allocating form is generated fully dynamically and there's no need to enumerate all kinds of allocating forms. The computing efficiency is improved quite greatly. At the same time, the neural dynamic system can be processed with thread technology. Cells in each group are able to function concurrently. The correlative network information is collected by mobile agent. The delay and cost between any two nodes of network is set to be random variables. The minimum model with expectation of cost and delay value is presented in a stochastic network. The optimal solution of mobile agent route from service provider to content provider is computed and using genetic algorithms. The approach consists of two processors: incident analysis and dispatch advisory. Given a specific operation incident description, the proposed approach enables the identification of underlying problems in the incident and the suggestion of appropriate dispatch strategies that can be implemented to prevent repetitions of similar incidents. Software engineers do not understand organization's value creation objectives and their influence on software production and structure. For this reason software does not fulfill the requirements of business and software quality is inadequate too often. The objective of the authors in the service-oriented software engineering project (SOSE) is to develop methods and tools to improve quality and profitability of software development. In this paper the authors described SOSE framework and clarify with examples its phases, utility, and application in pilot projects. SOSE framework's first activity is to create a well-defined business case. Then, business processes and data concepts are identified, to meet business requirements of the business case, and modelled with informal diagrams like UML and BPML. Finally, the refinement continues with use case maps, system-level services, and business service components. It is proposed that service, process, entity, and utility components are used as design elements of the business service component. In implementation platform independent and platform specific models were utilized. The service quality of inpatient department is an important aspect of the hospital quality management. This paper constructs the evaluation index system of medical service quality for inpatient department, and employs the analytic hierarchy process to determine weights of forces based on the judgment of the specialists. Ten public & nonprofit hospitals in Nanjing have been studied; the result of evaluation of their medical service quality for inpatient department is gained, by using TOPSIS method and cluster analysis method. And basing on an empirical research, motivation factors that make knowledge workers share their tacit knowledge in universities are obtained and it is also found that the importance of these motivators is dissimilar for different types of knowledge workers. Then a fuzzy chance constrained programming model is presented to denote the problem further. The ways to convert chance constraints to their respective crisp equivalents are also discussed. To speed up the process of solving the problem, a heuristic method is combined with conventional branch and bound algorithm and satisfactory results have been achieved.
