To sodi v našo zgodovino, prav tako kot vanjo sodijo življenje Slovencev pod Habsburžani in vse, kar se je zgodilo na našem ozemlju in je vplivalo na takratno življenje tukajšnjega prebivalstva, razvoj Slovencev kot naroda in Slovenije kot države. Zgodovina je nekaj celovitega in ne nekaj, kar nekomu danes ni všeč, kar je treba iz nje izpustiti, spregledati ali pa prikazati kot nekaj skrajno negativnega. To vsaj pri določenih političnih subjektih sedaj velja za Jugoslavijo. Zgodovino želijo prilagoditi svojim političnim pogledom in potrebam. Zgodovinopisje se temu ne sme ukloniti in Jugoslavija, prva in druga, morata imeti v slovenski zgodovini svoj prostor. Podoba prve in druge Jugoslavije je v zgodovini slovenskega naroda lahko le takšna, kot jo izriše znanstveno zgodovinopisje. In the summer of 1997, a group of intellectuals from the Nova revija circle published a public letter \"An Hour of European Truth for Slovenia\", in which they criticised the social and political situation and the government's poor policy of EU and NATO approximation. The signatories of the public letter perceived the then rule of the Liberal Democratic Party (LDS), which was the successor of the official youth organisation under socialism, as undemocratic rule by former communists who held all the strings of power. In approaching the EU, they opposed the agreement with Italy on the purchase of Slovenian real estate (the so-called Spanish Compromise). Although they were in principle in favour of EU membership, they also collaborated in their activism with a group of outspoken Eurosceptics. In the first part of the paper, the author presents Slovenian politics in the 1990s, while in the second part he briefly describes the process of Slovenia's accession to the EU and NATO. In the third part, the author describes the background and activities of the group of intellectuals in question. The fourth part analyses the public letter and the public reactions. In the conclusion, the author poses a question whether the actors mentioned were Eurosceptics. In his opinion, the concept of Euroscepticism does not help to understand the complex and ambivalent attitudes of political actors towards Europe and the EU. V skladu z državno politiko so že sredi 60. let potekale polemike glede plovnosti večjih ladij na reki Dravi vse do Maribora. Toda ideja je bila kmalu opuščena, saj je bilo pomembneje zaščititi bregove, posesti in predvsem prebivalce ob reki. S prvimi regulacijami so začeli v 70. letih 19. stoletja v Spodnjem Dupleku, dela pa nadaljevali proti Loki in Ptuju. Ob močnejših padavinah se je pretok hitro povečal, zato je reka redno poplavljala. S sistematičnimi regulacijami dolvodno od Maribora so se začeli ukvarjati pred prelomom stoletja in strugo na več mestih uravnali (oziroma skrajšali). V tem času je šolstvo predstavljalo enega od stebrov procesa italijanizacije, preko katerega so italijanske oblasti želele uničiti Slovence za Rapalsko mejo kot etnično skupnost. Izrazita ideologizacija šolstva se je odrazila pri pomenski zaznamovanosti šolskih stavb. Slednje niso predstavljale zgolj nevtralnega fizičnega okvirja, v katerem je potekal šolski pouk, temveč so bile pomensko nabit prostor, ki so mu različne narodne in ideološko skupine na Goriškem pripisovale različne pomene. Pomenska nabitost šolskih prostorov se je vzpostavljala na različne načine. Najpomembnejši vlogo so pri tem imele značilnosti in namen šolskega pouka, poleg tega pa so številna šolska poslopja bila tudi dodatno simbolno zaznamovana, predvsem preko poimenovanj, pa tudi državnih in fašističnih simbolov, s katerimi so bili opremljeni šolski prostori. There is a general belief that the EU is a giant bureaucratic structure and as such distant, colossal and suspicious, which creates a growing distance between the EU and its citizens. Such ambivalent sentiment towards the EU could be noticed also in Slovenia after it gained independence from Yugoslavia and started the process of joining the EU. The general public opinion about the EU was rather low – people were generally sympathetic about the EU but never completely enthusiastic about it. What attributed to such attitude was also the fact that politicians adopted several regulations without properly informing the public therefore leaving people uninformed about potentially important issues. In this paper, we argue that the threat to representative democracy is not so much in politicians not keeping their promises but rather in politicians not telling their constituents what they are working on and adopting more regulations than communicated with public. Our analysis of election manifestos, public opinion and press releases uncovers two fundamental problems of the Slovenian government between 2000 and 2004. The first one is an almost routine adoption of EU regulations without serious public debates and the second government’s failure to communicate relevant matters with public in a timely manner, problematize them and bring them closer to people. The first focus is on the establishment of party political structures in the five new German states after the system transformation in 1989 and the unification in October 1990. It is trying to analyze the different expectations in East and West Germany and the competing influence of the established West German parties, which extended their organizations into the territory of the former GDR, in building what soon was seen as an “East German party system”. Also, the effects and repercussions of these processes in eastern Germany on the all-German party system will be examined: Was there a sort of co-transformation occur in western Germany? Did the reunification perhaps even accelerate the fragmentation of the “old” federal German party system that has been evident since 1983, when a new, young party, the Greens, succeeded in entering the German Bundestag for the first time?

The discussions were accompanied by vocally articulated anxieties by those factions that were oppositional to the President and the Government but had a strong foothold in the parliament, such as the conservative Communist Party of the Russian Federation (KPRF), the rightwing populist Liberal Democratic Party of Russia (LDPR), and the rightwing Rodina (“Motherland”) Party and its predecessors. These anxieties pertained to Chechnya, Yugoslavia, Ukraine, and the Baltic states as the spaces of contestation between Russia and the EU. The projects of (re)building the Russian (Soviet) imperial formation on the basis of the Commonwealth of Independent States (CIS) or the Union State (of Russia and Belarus) were presented as alternatives to Western European integration based on the EU and the North Atlantic Treaty Organization (NATO). The anti-EU rhetoric in the Duma, which came hand in hand with the denunciation of NATO, provided a discursive foundation for the eventual shift of the President’s and the Government’spolicy. The members of United Russia, the Government’s party without a clear ideology that won a constitutional majority in 2003, adopted elements of conservative and rightwing rhetoric of the formal opposition in 2004. This happened in the context of the EU enlargement when the issues of the accessibility of the Kaliningrad Region and the rights of the Russian speakers in Latvia and Estonia were discussed in the parliament.
