This paper presents a safe new method to transfer medical images by hiding them within a speech signal file, and this is done at three levels: First, a scrambling algorithm proposal to ensure a change in the original medical image based on the binary representation of the image values and using the Zaslavsky map, the second level is encryption the scrambled image relying on DNA coding and a series of keys generated by a proposed hybrid algorithm based on (Tinkerbelle map and 3D Henon) that provided us with good image distortion and provided difficulty in retrieving it by any intruder. The last level is to hide the contents of encrypted medical images in a speech signal depending on (integer wavelet transform and LSB algorithm), then using the proposed algorithm based on (fuzzy c-means clustering algorithm and short-time energy) to determine the locations of speech to hide in it. The results of this paper showed that using statistical measures of hiding and encryption were good in maintaining the confidentiality of medical image information compared to previous researches. Consequently, the use of encryption and hiding techniques together has provided double protection against the problems of malicious manipulation and privacy leakage on the internet as well as lack the hospital's intranet to security tools.","PeriodicalId":388584,"journal":{"name":"2020 2nd Annual International Conference on Information and Sciences (AiCIS)","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131649034","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A functional health system which connects citizens to doctors and pharmacists is hence the core to efficient healthcare which is part of e-government approaches. Through technology, government services are easily delivered and citizens empowered through easy access to information and other government management systems. Unfortunately, in Kurdistan-Iraq, there is no functional e-government system to enhance healthcare services to its citizens, which makes it impossible for citizens to access quality healthcare services. Currently, there is no secure database system to hold patient records to be accessed centrally by doctors, pharmacists, and other practitioners. Community detection problem can be modelled as an NP-hard combinatorial optimization problem. Many optimization algorithms (both single -objective and multi-objectives) have been implemented to address community detection problem, where the first objective is usually representing the maximization of the internal connections, while the second objective represents the minimization of the external connections between the communities or clusters. In this research, an enhanced mutation operator is proposed for improving the search performance of multi-objective evolutionary algorithm with decomposition (MOEA/D), based on the types of the connections between the nodes. The proposed algorithm was evaluated based on a set of five benchmark datasets, in terms of Normalized Mutual Information (NMI), Weighted NMI (WNMI), Signed Modularity (Qs), and Error rate (Error). The results showed that our proposed enhanced algorithm has attained the best position as compared to the standard version of MOEA/D, and other state of art research papers.","PeriodicalId":388584,"journal":{"name":"2020 2nd Annual International Conference on Information and Sciences (AiCIS)","volume":"52 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122267770","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This means that, the DC output voltage of the DC-DC Push-Pull converter associated with this panel must be more than 537V at least to feed the inverter required to synthesize the 3-phase output voltage. This means that the panel DC voltage raised about (20 times), so, a high step-up voltage DC-DC converter with such a Photovoltaic (PV) system is required. Hence, the contribution of this work is the design, simulation and implementation of this converter, because it is the key point in such a system, while the 3-phase inverter is already known. The most important element in the practical implementation is the ferrite transformer, which has a special mode of operation according to its position in the converter circuit. This leads to use a special procedure in its design to produce the required output voltage, keeping the efficiency as high as possible. To track the maximum power point (MPPT) from the PV panel the microcontroller has been used for determine the suitable pulse width of the converter to keep the generated power at high as possible. The proposed converter will be reduce the effect of the shading problem by connecting all of the panels in parallel instead of the traditional series parallel method. A three-phase inverter simulated and implemented to transform the DC voltage from single photovoltaic panel to three-phase sinusoidal AC voltage source to feed three-phase balanced load. A microcontroller used to generate sinusoidal pule width modulation conduction mode for this purpose.","PeriodicalId":388584,"journal":{"name":"2020 2nd Annual International Conference on Information and Sciences (AiCIS)","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125610614","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
