A functional health system which connects citizens to doctors and pharmacists is hence the core to efficient healthcare which is part of e-government approaches. Through technology, government services are easily delivered and citizens empowered through easy access to information and other government management systems. Unfortunately, in Kurdistan-Iraq, there is no functional e-government system to enhance healthcare services to its citizens, which makes it impossible for citizens to access quality healthcare services. Currently, there is no secure database system to hold patient records to be accessed centrally by doctors, pharmacists, and other practitioners. As a solution to this problem, this paper presents an e-government project which will computerize the current healthcare system in Kurdistan-Iraq into an intelligent computer system.
