The goal of the text is to check if advancement in implementing modern tools of public management is helpful in the time of fiscal adjustment. We assume that the most important role of a performance approach in conducting fiscal policy is the ability of government to implement active policy meant as structural changes in the composition of public expenditures. In the case of the need to cut general levels of public spending, public sector managers who have knowledge of performance effects of public policies should be able to conduct fiscal adjustment in such a way as to minimise negative outcomes of spending correction on society. The structure of the text is as follows. First, we present some insights on the economic effects of fiscal adjustment. Then, we discuss the concept of performance management presented in the theory and policy agendas of international institutions such as the European Union or the OECD (Organization for Economic Cooperation and Development). Finally, we present the result of an empirical exercise that is designed to combine the level of advancement in implementing performance budgeting (PB) and the social cost of fiscal adjustment in eurozone economies. The most important finding of the research is that PB tools seem to have very limited usefulness in a time of fiscal adjustment. The aim of the article is to explore the diffusion of budget explorers, that is, a budget transparency innovation extremely popular in the Czech Republic, and to evaluate their impact on voluntary budget information disclosed. Careful mapping of the diffusion using a survey of budget explores in 72 former Czech district towns and media analysis shows that the key success factor was its convenience for politicians, as it is attractive, easy to implement and up-to-date demonstration of their transparency. Budget explorers are nowadays a standard extension to accounting software, and their usage is evaluated in several government transparency competitions. The major benefit of the budget explorers is that they made for the first time publicly available detailed public financial information, changed the standard of best practice and drew some public attention. This implies the risk of cascading failures to society in the case of power shortage. The creation of a resilient and sustainable power energy system is therefore crucial. Equal crucial is the preparedness for the event of power shortage. As a part of the Swedish crisis management system, the Swedish Energy Agency (EM) has developed a planning system, STYREL, to identify social important objects in order to ensure important social functions in the case of power shortage. This article examines STYREL as a policy network and as a planning system to ensure a sustainable and resilient power supply. The study focus on the design of the system, the implementation of the system based on the results from the two rounds completed in 2010 and 2014. Using interviews with coordinators at the local and regional level in three counties and a survey including all 21 coordinators at the regional level, it indicates that the design of the planning system reviles opportunities for improvements of the planning system. The study also indicates that the coordinators at the local level lack trust in the planning system depending on both the lack of resource and the lack of feedback. This article sheds light on the role of the media in legitimising anti-refugee policies by analysing the politicised discourse on refugees in 900 articles published in Czech newspapers between 2014 and 2016. The findings indicate that refugees were depicted as a security threat and an administrative burden partly imposed by the European Union. We do not see the invisible hand of the market, he remarked, because either it ‘simply doesn’t exist’ or ‘at least [...] it is palsied’ (Stiglitz 2001). In the basic dichotomy between free market and state interventions, Stiglitz stands as a strong critic of neoliberalism and is entirely on the side of state interventions. This view also forms the essential character of his (so far) latest book Euro – How a Common Currency Threatens the Future of Europe. The monograph thus does not discuss the origin and development of euro, establishing the monetary union or monetary integration during the Great Recession but is primarily ‘about economics and economic ideologies and their interactions with politics’ (p. 42). For Stiglitz, the ideology against which he speaks out is the ‘unwavering faith in markets’ (p. 47), that is, neoliberalism or market fundamentalism (both terms are virtually used as synonyms). For Stiglitz, as an American economist, the common European currency is only an academic opportunity to speak out against the individual aspects of neoliberalism, based on a specific and rather dramatic European case. The book is divided into four parts. The first part (Europe in Crisis) describes the theoretical expectations for the common currency and essential arguments in favour of its adoption; in the third chapter, he provides a concise overview of the development of the eurozone’s basic economic markers in comparison to the development of (predominantly) the American economy. In the second part (Flawed from the Start), he explains the conditions under which euro could work. He emphasises that despite the expectations, or rather wishes, of the founders of the monetary union, euro did not lead to higher and more profound integration, but, on the contrary, it contributed to numerous divergences. The last chapter of the second part is devoted to the criticism of European Central Bank’s currency policy. The third part (Misconceived Policies) criticises the crisis programmes proposed by the ‘Troika’ (European Central Bank, European Commission, International Monetary Fund) during the Greek economic crisis. In the final fourth section (A Way Forward?), he outlines three possible ways of solving the problems of the eurozone. The first (and, in Stiglitz’s opinion, the most suitable) way is implementing his proposal of the seven structural reforms of the eurozone. The second option is an ‘amicable divorce’, illustrated by Greece or Germany leaving the monetary union. Finally, the third option is his concept of the so-called ‘flexible euro’. He got his first academic degree from Masaryk University Brno (at that time University J. E. Purkyně) – graduating in 1973 –and received the title PhD in Philosophy and Sociology in 1976. In 1989, he got a PhD degree from the University of Economics in Prague, focussed on management and planning. Habilitation in sociology (1992) and inauguration in public and social policy (1998) at Charles University in Prague were next in his academic career. Moreover, Martin Potůček holds an M.Sc. in European Social Policy from the London School of Economics and Political Science (1991). After the first graduation, he worked as a researcher in the department of complex modelling at Sportpropag, and later on, in the Institute of Social Medicine and Healthcare Organisation. From 1990, he worked at the Faculty of Social Sciences, Charles University in Prague. In the period 1994–2003, Martin Potůček was the director of the Institute of Sociological Studies, and from 2000 till 2018, he held the post of the head of the Centre for Social and Economic Strategies (CESES). He went for many medium and long term study visits at prestigious universities, like Oxford (1993, 1994), Konstanz (1997–2008), Institute for Human Sciences Vienna (1998), Central European University in Budapest (1998–2000) and Hertie School of Governance, Berlin (2014). He is a member of university scientific councils and editorial boards of many journals. Martin is the author, co-author or editor of 86 academic books, 7 textbooks, 90 peer reviewed articles and about 120 research reports and policy papers. His achievements made him a Laureate of the Sri Chinmoye Award ‘Lifting Up the World With a Oneness-Heart’ and a Holder of the ‘Alena Brunovska Award’ (NISPAcee). He was recently awarded a Silver memorial medal from the Charles University in 2018. They represent socio-technical landscapes and evolving pathways, suggesting the underlying or otherwise supportive metaphorical patterns and narrative structures. For the same reason, however, roadmaps are problematic assemblages: they can simplify and distort reality, and filter things that don’t fit. The presented study combines cognitive linguistics with narratology to scrutinise the European Commission’s nanotechnology roadmapping as a discursive formation. It targets the systematic metaphors in approximately two-hundred news and reports on nanotechnology, compiled ad hoc from the CORDIS database (between the years 1999–2015). It is argued that the identified metaphors correspond to a discourse topology of ‘locations’, ‘events’, and their structures, especially as regards to the dilemma of ‘path dependence’, overcoming ‘knowledge gaps’, and reaching ‘nanoworld’. These are accompanied by a narrative climax of developing mature science policy model, in the arrangement of actions and roles for the European governments, science (nanotechnology), policy, and the public. The study demonstrates how systematic metaphors engage all the actors in the narrative of ‘innovation journey’ to form stabilised structures of meaning, that is, spatio-temporal consolidation of nanotechnology policy. Professional traineeships were one of the possibilities for suitable offer to young people within Youth Guarantee in the Czech Republic in 2014 and 2015. First, we conducted a process evaluation (document analysis and interviews) to uncover the design and implementation aspects of the program. Next, we followed the counterfactual impact evaluation approach towards the estimate of returns to unemployment (competing risk analysis) based on individual administration data from public employment services. We have found that professional traineeships were successful in attracting the interest of both young people and employers. Mainly young people with middle and high level education have entered the program. Most of them have been provided with on-the-job subsidies in the private sector. When considering the impact of the program on the unemployment of participants and a control group, it was shown that after two years, the measure was effective only for young people with long pre-program Employment Office registration. Staroňová","doi":"10.2478/cejpp-2018-0004","DOIUrl":"https://doi.org/10.2478/cejpp-2018-0004","url":null,"abstract":"Abstract In the Slovak Republic, a number of internal ministerial advisory bodies, intended to provide high-quality analyses and evidence based policy making for national policy, have been established over the last two years. We have studied how the rational technocratic model of scientific policy advice as a specific mode of governing, acted out through these new institutional sites of expertise, survives in a highly politicised environment of the Slovak public administration. Central to our study was the reconstruction of an intersubjective account central to the work of organising on which the analytical centres and their staff, as well as their patrons, participate. Complementary to this, we focused on intersubjectively shared elements of the analysts’ community and subculture within the dominant CEE public administration culture. The vision of governing with expertise shared by analytical centres rests on the principles of transparency, orientation on professional merit (primarily econometric, analytical skills), voluntarism, conflict avoidance, political opportunism and institutional autonomy. Analytical centres identify themselves as a distinct professional group – in fact, they form a distinct organisational subculture around traits such as demographic characteristics (predominantly young males with economic or mathematical/IT background), symbols, hierarchies, working culture, humour, as well as artefacts.
