However acquiring or using less data to reconstruct an image increases the noise level in the image. Thus, image denoising has been one of the most active research areas due to the noise existence in most medical imaging modalities. Due to its virtue of edge preserving, Total Variation (TV) has been actively used in medical imaging. Non-Local Means has recently been proposed as a filtering to suppress the Gaussian noise and preserve fine details in the image. In this study, the total variation (TV) minimization, is combined with Non-Local Means (NLM) filtering to increase the noise reduction. Visual and numerical results show that an important improvement in image denoising has been achieved in the sense of Structure Similarity (SSIM) and RMSE. In this work, infrared palm images which contain the palm vein information are used and after contrast enhancement based preprocessing the corresponding region of interest is extracted. The one-bit transform is used to obtain the binary image containing vein information in a novel approach. To obtain the vein data perceptibly, morphological processing is used in the final processing step. Due to the coupling between resonators placed in proper distances along the propagation direction, two mode of radiation has been shown by numerical calculations. Changing the distance between SRR couples shifts the resonance frequencies and affects return loss values associated with resonance frequencies. During this work, mutual information transfer between two groups of users which can not directly communicate with each other is provided by a relay and the PLNC technique. Each user in each group transmits its own information to all other users. Analytical outage and bit error probability expressions for the considered system are derived and obtained results are supported by computer simulations. The most important feature of the proposed method is its local peak detection filter. While heterogeneous network access technologies allow operators to offer next generation services to their customers at an affordable price, providing dynamic and seamless handover between these networks to minimize service interruption is a research problem. IEEE 802.21, which defines a set of standards for media independent handover, is capable of realizing both horizontal and vertical handovers. In this paper, a new algorithm is proposed to provide energy efficient handovers between UMTS and WLAN networks. The proposed algorithm is implemented within the IEEE 802.21 framework and its performance analysis is performed using the NS2.29 simulation tool. There have been physical and empirical studies for modeling the ionosphere. International Reference Ionosphere extended to Plasmasphere (IRI-Plas) is the most recent model developed for this purpose. However, IRI-Plas presents a model about the ionosphere and its compliance with the instantaneous state of the ionosphere does not provide the accuracy needed for engineering purposes. One of the important information sources about the instantaneous state of the ionosphere is GPS signals. In this study, constructing the ionosphere which is compatible with both the instantaneous ionosphere measurements and the physical structure of the ionosphere is presented as an optimization problem, and solved by using the particle swarm optimization technique. Similar to many dictionary learning algorithms, the proposed algorithm alternates between two stages. First, sparse coding stage uses the current dictionary to obtain the sparse representation coefficients. Herein, the orthogonal matching pursuit algorithm is used for sparse coding. Second, a dictionary update stage that employs the calculated coefficients to update the dictionary and is based on iterative least squares method. The autocorrelation and the cross correlation between the sparse coding coefficients and the training data are estimated recursively by applying a forgetting factor. The variable step size which depends on the forgetting factor and autocorrelation function is derived. The simulation results indicate that representation ability of dictionaries designed by the proposed method has improved SNR compared to those designed with existing state of the art algorithms with faster convergence.
