However, the mechanism is subjected to many difficulties in handover decisions, thus resulting in low throughput and high latency. This paper overview mobility management and downlink handover procedure being adopted in the LTE/LTE-Advanced downlink. A new proposed Multi-Layer Network Selection Function (MLNSF) has been proposed to improve the handover performance by using other secondary network presence such as Wi-Fi or WiMAX to select the network access. VANET can be either infrastructure based or simply lacking any. In our paper, we have dealt with an exemplary network that requires the presence of no such agent. VANET acts in a way applying any of the three methods: it either exchanges information between vehicle to vehicle, vehicles to roadside units and lastly the roadside units themselves exchange data through the communication channel. Previously, its operation was dependent on only WiMAX and WiFi to a large extent, but new breakthroughs have found VANET being thoroughly reliant on WAVE. We found that VANET has many challenges both on a global scale and for Bangladesh too. We identified the unique challenges posed by the lack of infrastructure, poverty and other issues present in a third world country. The proposed design is based on optimization of the electromagnetic forces, which leads to a better electro mechanical energy conversion process. Finite Element Analysis (FEA) is used to simulate the torque characteristics and the harmonic distortion is used to evaluate the performance of the proposed motor. In the conventional machine structure the torque ripple is major drawback as the majority of the forces produced are in the radial direction that in turn does not contribute much to the torque production. However a larger torque value can be achieved if the normal forces are in the direction of motion. Double rotor exploits the fact that the same excitation produces dual magnetic paths if the reluctance between iron and air is reduced to half with increased area of flux linkage thereby maximizing the generated torque. Because of the difference in value in the radii the torque developed is not doubled due to the mechanical tolerances. However, the torque generated in double rotor is higher than conventional structures because of the reduced variable reluctance in the air gap. Both rotors are fixed to the same shaft which leads to a unidirectional torque and consequently by law of superposition, the torque generated piled up together. Based on the above motivation, the Double Rotor SRM (DRSRM) is proposed. Another advantage of the proposed DRSRM is the increase of the effective area usage for the machine structure. Both static and dynamic DB transitions are used in order to detect Deceptive Read Destructive Faults (DRDFs) and Write Disturb Faults (WDFs) that are not detected by previous algorithms. A conventional March Test Algorithm can be modified by using the DB management scheme to form a new March Test Algorithm (referred to as Mod March Test Algorithm), e.g., MATS++(6N) becoming Mod MATS++(6N). This paper shows that Mod March SR (14N) and Mod March CL (12N) can detect DRDFs and WDFs while the corresponding conventional algorithms cannot. It is also shown that Mod March CL(12N) and Mod March SR(14N) with DB management can detect all Static Single Cell Faults based on the Bit-Oriented-Memories (BOM) test method. Comparisons on test cycle time for Mod March SR, March SR, and March SS in the context of memory Built-In-Self-Test (BIST) are also presented. This paper presents the simulation and analysis of MC-CDMA system performance when the data is sent and received over AWGN channel and Rayleigh channel. These two cases are simulated separately to show the performance of the MC-CDMA system when it has users, 4, 16, 32 and 64. It offers some inherent advantages compared to RF such as smaller telescopes, low power consumption, no frequency restrictions, no electromagnetic interference, and large increase in bandwidth. However, FSO is highly attenuated by weather because air is the medium of transmission channel. Moreover, recent studies mostly based on terrestrial link and focusing on temperate region which the attenuation is dominant by fog and snow. Therefore, this paper is aiming to provide FSO analysis of environmental effect for slant path that link from earth to Low Earth Orbit (LEO) satellite that occurs in tropical climate region where rain and haze are present throughout the year. A new manhole cleaning robot system is designed to perform automated cleaning instead of manual; a characteristic of less safety, low-efficiency, long time and environmental pollution problems related to the operations. The robot system consists of robot, suction pump, hydraulic pump station, remote control center, windlass and biodegradable bags. The modular structures have been adopted in the robot, which makes it possible to assemble all subsystems in a single unit. It can also be used for multiple interconnect systems but higher order systems are ignored to avoid complexity. The model is applied to a single resistance-inductance-capacitance-conductance model which can also be extended to multi-interconnect systems to analyze the rise time and settling time for similar analysis. The model evaluates the performance of a system which is expressed in terms of the transient response for the unit impulse input because it is easy to generate and evaluate the delay analytically. The transient response of a system to a unit impulse input depends upon the initial conditions. In this paper, a new interconnect model is presented; the model is based on the time domain analysis with a unit impulse input signal for on-chip high speed RLCG interconnection network. On-chip inductance and conductance are shown to have a profound effect on the high performance IC design methodologies. In the proposed model, it is shown that when the value of the shunt conductance (G) is increased, the time at which the rise time, settling time and steady state condition is reached, is increased. Hence, for high speed circuit one must increase the value of G, so that the steady state condition is reached as soon as possible. It is also shown that with the increase in the value of G, the delay will reduce. Since, it is difficult for hearing impaired to hear and judge sound information and they often encounter risky situations while they are in outdoors. The sound produced by moving vehicle in outdoor situation cannot be moderated wisely by profoundly hearing impaired community. They also cannot distinguish the type and the distance of any moving vehicle approaching from their behind. In this paper, a simple system that identifies the type and distance of a moving vehicle using artificial neural network has been proposed. The noise emanated from a moving vehicle along the roadside was recorded together with its type and position. Using frequency-domain approach, simple feature extraction algorithm for extracting the feature from the noise emanated by the moving vehicle has been developed. One-third-octave filter bands were used and the significant features from the emanated noise were extracted. The extracted features were associated with the type and zone of the moving vehicle and a multiple classifier system (MCS) based on neural network model has been developed.
