By reviewing current regulatory regimes, we show that this issue is not sufficiently taken care of by today's regulation. Therefore, we evaluate five regulatory instruments: (1) safety regulation, (2) minimum equity requirements, (3) mandatory insurance, (4) risk-sharing pools, and (5) catastrophe bonds. We conclude that none of these instruments in its pure form is recommendable. Thus, we propose a new approach that in its core consists of a two-stage procedure. On the first stage, capital markets assess the risk stemming from each nuclear power plant via catastrophe bonds. In the second step, the regulator uses this private risk assessment and intervenes by charging an actuarial fair premium in the sense of a Pigouvian risk fee. These designs are analyzed comparing public data and actual practices in use among different TSOs in comparable interconnected zones in Europe end the US, concluding that the zonal design is better suited for the European context. Concerning the Day-ahead signal, in a zonal design, market coupling (eventually with flow-based) allows an optimized use of interconnection capacity between control areas and the use of specific operating practices inside each control area. In nodal designs, control areas match market zones, but very poor results are observed at their interconnection, with inconsistency between price differentials and flows. Furthermore, the nodal design has some drawbacks concerning the optimization of maintenance periods and the leveling of operating procedures. A comparison of Day-ahead congestion revenues in the chosen areas shows that revenues were much greater in the US (1 798 M$ vs. 255 M€ in 2010). These values may reveal the different degree of development of the grid and may justify the choice of a nodal approach in the US. Inside a control area the Real-time signal is always nodal when needed, even in zonal designs; among different control areas the nature of the signal depends on the coordination level among TSOs. The increasing importance of energy markets together with the foreseen reduction in incentive schemes for renewable energy require to extend the classic maintenance decision process and to consider also market and weather information. In this paper, we propose a model that extend classical maintenance scheduling so to include forecasted market prices and weather conditions. The theoretical and computational aspects employed for the design of the market-based maintenance strategies able to maximize profits are considered. The proposed maintenance schedule optimizes a discounted cumulative profit of a wind generation portfolio in a fixed-time horizon (e.g. two years ahead) subject to the technologically-derived maintenance time constraints. Furthermore, logistics costs are also considered so to evaluate impacts of the location of warehouses. This paper focusses on the technical feasibility of the German nuclear phase-out on the short term (2012-2022) and on a European scale. A detailed electricity generation simulation model is employed to address the issues at hand, including the German transmission grid and its international connections. Power plants are modelled with a high level of technical detail. A range of different renewable energy sources (RES) scenarios is considered. Results are presented for the change in generation mix, on the flows in the electric network and on operational reliability issues. The simulations show that the nuclear generation will be replaced mainly by coal and lignite based generation. Furthermore, the results indicate that export in 2012 on high demand - low and medium RES infeed days will be problematic. Keeping the seven oldest nuclear power plants (NPPs) online, would mitigate this for days with medium RES infeed. If the capacity that is currently licensed is built before 2017, the situation improves. However, the situation on the northern part of the transmission grid stays critical. In 2022, the assumed extension of the generation capacity will not suffice. We propose a simple price-capping rule that induce the pivotal operator to compete for quantity instead of taking advantage of her monopoly. Then, we analyze the bidding behaviour of the dominant electricity producer operating in the Italian wholesale power market (IPEX). This firm is vertically integrated and in many instances she acts as a monopolist on the residual demand. We find that, contrary to expectations, this pivotal firm refrains to exploit totally her unilateral market power and, therefore, bids at levels well below the cap. This applies not only to producers using renewable energy sources and cogeneration under feed-in tariffs, but also to all conventional power plants that undersigned a power purchase agreement in the 1990s. Because no comprehensive public information about State guaranteed prices is available, research was first carried out to unveil generation legacy contracts' volumes and then costs and their impact on consumers. A producers' database was created by the authors which enables an accurate assessment of the volumes of electricity with and without State guaranteed prices. In a previous paper the authors have validated the data set and the volume computation methodology for the period 2000-2010 and provided an estimate of those volumes in the period 2011-2030. This paper estimates average prices per producer type and assesses generation legacy contract costs in the period 2011-2030. We rely on estimated search costs to predict the number of consumers switching supplier in the period 2002-2005. The search costs are generated from a sequential search model in which an incumbent and a group of entrants compete for consumers who find it costly to obtain information on prices. Our predicted numbers of switchers are in line with observed switching behaviour both over time and by geographical area. We extend our predictions to the out-of-sample year 2006 and find that we over predict the number of switchers but are still able to predict regional rankings well. A recent study assessed optimal locations for wind power plants based on the calculation of production costs derived from wind speeds modeled in a spatially explicit way for Austria. However, wind power production, as any other intermittent renewable power source, can be highly variable due the stochastic nature of wind. This may incur additional costs for regulating power or storage devices. Selecting wind power production sites by minimizing the variability of joint power output may be one way to manage intermittency. We have generated synthetic time series of wind power production using data from a wind atlas and meteorological stations. We used the time series in an optimization model to analyze how variability in the output of newly added wind turbines can be decreased by diversifying the sites of wind farms. Results indicate that hourly variability as well as seasonal variability can be reduced by diversification of turbine sites, however, there is a trade-off. Model results indicate that diversification will reduce rents of wind turbine developers by increasing costs although all assessed sites are profitable when considering current feed-in tariffs. The insights of a model of political influence by interest groups are tested empirically using a panel data of Italian provinces for the period 1990-2007. In this paper, the implications of establishing zonal pricing in Europe are analyzed with regard to potential zonal delimitations and associated effects on total system costs. Thereby, a nodal model sets the benchmark for efficiency and provides high-resolution input data for a cluster analysis based on Ward's minimum variance method. The proposed zonal configurations are tested for sensitivity to the number of zones and structural changes in the electricity market. Furthermore, dispatch and redispatch costs are computed to assess the costs of electricity generation and transmission.
