It’s valuable to study on thalassemia. The input weights and biases of Extreme Learning Machine (ELM) can be randomly initialized, which sometimes cannot get the better result. So a new algorithm named SAELM based on thalassemia is proposed by using the strong global optimization ability of Simulated Annealing (SA) algorithm, which can find the best weights and biases of ELM algorithm. However, due to Gradient variance, it often has difficulty in finding optimal learning rate and thus suffers from slow convergence. Using momentum is proven to be a simple effective way of overcoming the slow convergence problem of SDG as long as momentum is properly set. According to the performance metrics, this paper proposes a novel statistical model for analyzing the performance of neural networks. The model takes into account learning rate and momentum, and the method can be used to evaluate and verify their interaction effects on neural network performance. Our study shows that the interaction effects are significant. To find an intermediate target more suitable for China’s financial market, scholars are turning their attention towards social financing data. On this basis, this study establishes vector autoregressive (VAR) models with M2, social financing, and RMB loans as quantitative indicators, the Shanghai Interbank Offered Rate (SHIBOR) as a price-based indicator, and CPI and industrial value added as ultimate targets, during the period 2003-2018. This study also combines the VAR models with the impulse response functions and variance decomposition analyses. The empirical results show that social financing can serve as an intermediate target, while we cannot conclude that it is the best intermediate target of monetary policy.
