It also assesses the challenges of cooperation and integration under the AU. The paper adopted a qualitative approach, while data was gathered from secondary sources and analysed thematically. It notes that the quest for African cooperation and integration is not new, but dates back to philosophy and vision of Pan-Africanism and Pan-African movement from the 1950s and 1960s. This movement later took roots in the continent and championed the struggle of Africans and peoples of African descent for emancipation and the restoration of their dignity, against slavery, colonialism and all forms of racism and racial exploitation, and to overcome developmental challenges. After independence, the Pan-African movement found concrete expression in the establishment of the Organization of Africa Unity (OAU) in 1963, and later transformed to the African Union (AU) in 2002. These continental organisations have served at platforms for the pursuit of Africa cooperation and integration and addressing post-independence challenges with varying successes. The paper revealed that AU’s Pan-African agenda in the 21st century including the African Economic Community (AEC), AU Agenda 2063, and the African Continental Free Trade Area (AfCFTA), are not without challenges. Uma resposta que o Estado Brasileiro tem dado a esse fluxo consiste no processo de interiorização, ou seja, no deslocamento voluntário de venezuelanos instalados no estado de Roraima, para outros estados do Brasil. Assim, este artigo busca responder a seguinte pergunta: como foi o acolhimento dos primeiros grupos de venezuelanos interiorizados em Belo Horizonte, em 2019? Para isso, a pesquisa se utilizou de um vasto referencial teórico (ZUZARTE E MOULIN, 2018; MILESI, 2003; HADDAD, 2008; FACUNDO, 2014; HAMID, 2012; PENNINX, 2015; STRANG ET AL, 2019), bem como de uma pesquisa de campo baseada em análises qualitativas de entrevistas semi-estruturadas realizadas com atores do poder público e atores não governamentais (três atores do poder público a nível federal, estadual, e municipal; representante das Nações Unidas e representantes das redes de acolhimento locais). Os resultados da pesquisa apontam para um acolhimento federal emergencial, mas a não continuidade dessas políticas a nível local, promovendo uma espécie de abandono dessas pessoas em momento posterior ao da interiorização. Bush e de Donald Trump de forma a explicar as diferenças e semelhanças na implementação de uma doutrina de política externa entre ambos. Para tal, recorre-se ao estado da arte em Análise de Política Externa e Tomada de Decisão em Política Externa. Argumenta-se que a constituição de coalizões domésticas e a variação no Sistema Internacional explicam adequadamente a condução geral da política externa por um governo. O governo de George W. Bush, sustentado por uma coalizão coesa, necessária para a materialização de uma doutrina de política externa, é caracterizado pelo neoconservadorismo em sua atuação internacional. No presente estudo, sustenta-se que Donald Trump não possuí uma doutrina de política externa própria. Tal fato deve-se à dificuldade do governo de formar uma coalizão que consiga mobilizar a sociedade e extrair os recursos necessários em torno de uma estratégia bem definida. Enquanto os países menos desenvolvidos são aqueles assim determinados pela ONU, com base no IDH (índice de desenvolvimento humano), os países em desenvolvimento tem a liberdade de assim se intitularem. Considerando as dificuldades dos países menos desenvolvidos e em desenvolvimento de abrir seus mercados, cumprir as obrigações e usufruir os direitos previstos nos acordos da OMC, esta abriu exceções pelo princípio do tratamento especial e diferenciado a esses países. Ocorre que, o contexto no qual surgiu a OMC, na década de noventa, difere do cenário atual, em que aparecem os Estados emergentes, como China e Brasil, com forte poderio econômico. Numa organização, cuja tomada de decisões depende do consenso de todos os membros, as dificuldades diante do dinamismo da economia internacional são evidentes. Nesse sentido, o presente trabalho pretende demonstrar a necessidade da OMC de se adotar parâmetros próprios de desenvolvimento para a concretização de novos acordos comerciais. Thus, migration issues started to be analyzed under the security bias, which resulted in the topic being securitized instead of politicized and discussed by all sectors of society and under the human rights scope. In 2006 the United Nations Human Rights Council created the Universal Periodic Review (UPR) mechanism, which allows all UN member states to have their human rights situations reviewed every four years and a half. In this respect, the paper aims at presenting how the UPR mechanism may be a tool to desecuritize the migration subject by using Spain as a study case, which is the country that receives more recommendations about migrants among all UN member states. Therefore, the research focuses on a comprehensive evaluation of documents on Spain outcomes in the first two UPR cycles, in order to identify the main recommendations about the migration subject and to understand the interventions related to Spain's position on accepting or not such recommendations. The purpose here is to check the effectiveness of the UPR as a tool that may contribute to the desecuritization of the migration subject under the human rights perspective. The research focuses on a review of documents and bibliographic references, with a qualitative approach and exploratory nature. This paper analyzes these social inclusion strategies which have gained increasing importance in the development debate. In order to do so, we have examined the role of two multilateral organizations – the United Nations and the World Bank – in constructing the concept of inclusive businesses and analyzed 107 cases which are considered inclusive. From the analysis of how inclusive businesses incorporate low-income people and microenterprises into value chains, we identified three central approaches: inclusion through consumption, distribution chains, and supply chains. We rely on Boltanski and Chiapello's (1999) theoretical model to understand the assumptions and dynamics behind each of these three approaches and to grasp the moral justifications that legitimize them. In this sense, such strategies are understood here as a response by capitalism to its critics, a kind of response that allows neoliberal capitalism to absorb the less threatening demands of the progressive agenda and promote new forms of engagement in the system. We conclude that these development strategies do not address the structural asymmetries of the global productive and distributive system, since they replace an agenda for decreasing inequality and poverty eradication with one of mere poverty relief and overshadow the role of the state in the development process. Em particular, o motivo pelo qual os Estados se comprometem e respeitam acordos internacionais em um sistema descentralizado permanece em debate. Enquanto teorias racionalistas sustentam uma concepção dos Estados a partir de suas capacidades materiais e consideram o auto-interesse para explicar seu comportamento, abordagens construtivistas argumentam que fatores ideacionais também são indispensáveis na definição das práticas estatais. Fundamentando-se nessa última, este artigo pretende analisar, por meio de revisão bibliográfica, como a identidade dos Estados modela seus interesses para compreender como esses elementos influenciam no cumprimento, ou não cumprimento, de normas internacionais. A partir dessa investigação, confirma-se que, influenciada por uma série de determinantes subjetivos, a decisão do Estado não é uma escolha entre respostas definidas de sim/não.
