Para tanto, adota metodologia qualitativa, apoiando-se em revisão de literatura e no método hermenêutico. O artigo se divide em quatro seções, além da introdução e da conclusão, as quais correspondem aos quatro governos que marcaram o período em questão (Jacques Chirac, de 1995 a 2007; Nicolas Sarkozy, de 2007 a 2012; François Hollande, de 2012 a 2017; e, Emmanuel Macron, de 2017 ao presente). We demonstrate how a transnational policy transfer network congregating several cooperation modalities was constructed as a status-seeking strategy grounded on projecting domestic policies. Therefore, the policy transfer case study, was carried out, through interviews and document analysis, in order to observing the cooperative dynamic by mapping the effects that the contacts established between several actors had in the long term. The temporal scope of the analysis begins with the arrival of Lula da Silva to the Presidency in 2003, and extends until the II Extraordinary Meeting of the CPLP Council of Food and Nutritional Security, in June 2017. We argue that the main tool in this process was the Banco Nacional de Desenvolvimento Econômico e Social (BNDES), with emphasis on companies capable of competing internationally. The new foreign policy is also emphasized as the political-ideological basis that made such procedures possible. We explore Embraer's case for it illustrates the synthesis of political and economic interests of the period and how those interests were pursued by the governments. The analysis was based on BNDES' official documents and on specialized literature. We made an effort to incorporate different perspectives to create a more complete analytical framework. The BNDES-Embraer relationship was positive not only for the company but as a strategic part in achieving the new foreign policy guidelines. O objetivo foi demonstrar a hipótese de que a radicalização do discurso presidencial foi uma estratégia para garantir tanto melhores condições de negociação, como a própria aprovação do acordo.  Para tanto, foi feito um mapeamento das declarações de grupos domésticos, como de empresas, associações e governos estaduais, e de estudos oficiais do serviço de pesquisa congressual sobre temas de política externa e de suas audiências. Mostramos que foi no fim da década de 1990 que se consolidou o atual padrão nas relações comerciais entre os países – caracterizadas, pelo lado do Brasil, pela venda de produtos básicos e importação de manufaturados chineses, e, pelo lado chinês, o processo contrário: venda de manufaturados e compra de bens básicos brasileiros. Argumentamos que o estabelecimento de tal padrão no fim da década de 1990, e que permanece nos dias de hoje, reflete, de um lado, a forma como os países se inseriram nas dinâmicas mais amplas da economia internacional, e, de outro, as próprias escolhas internas acerca de quais caminhos de desenvolvimento seguir. No entanto, a existência desses movimentos é relativamente recente e ocorreu partir de meados do século XX, após o fim dos cinquenta anos da colonização japonesa em 1945. O presente artigo tem o objetivo de analisar como a experiência colonial e pós-colonial japonesa tiveram o papel fundamental para a mudança da percepção de identidade nacional em Taiwan, atualmente a principal fonte de tensões nas relações com a China. The aim of this article is to demonstrate the links between Oswald Spengler and Arnold Toynbee’s works and contemporary Global History. Both authors raised a holistic, non-State centric and pretending anti-Eurocentric approach of world history. Nevertheless, both remain as controversial writers for their anti-academic claims, particularly the cyclic vision of history and the intention to predict the future. Despite that, in the following years, several scholars had filtered the controversial elements of those authors to adapt them to scientific standards. Williams","doi":"10.22456/2238-6912.108219","DOIUrl":"https://doi.org/10.22456/2238-6912.108219","url":null,"abstract":"AbstractThe paper discusses issues and challenges marring the regional implementation of the United Nations Global Counterterrorism Strategy in West Africa. It highlights economic, technology and socio-political factors that hinders the effective implementation of the strategy in the subregion which has become the hotbed of global terrorism. The study concludes that ECOWAS has the enabling instruments and institutions to implement the strategy. It therefore recommends the strengthening of existing institutions, enhancement of human security indices, and massive investment in infrastructural facilities, as measures to facilitate the implementation of the strategy in the subregion.                                                     Keywords:     United Nations Global Counterterrorism Strategy, West Africa, Implementation  La Implementación Regional de la Estrategia Global de las Naciones Unidas Contraterrorismo en África Occidental: Los Problemas y Desafíos El documento analiza los problemas y desafíos que obstaculizan la implementación regional de la Estrategia Global de las Naciones Unidas Contraterrorismo en África Occidental. Destaca factores económicos, tecnológicos y sociopolíticos que dificultan la implementación efectiva de la estrategia en la subregión que se ha convertido en el semillero del terrorismo global. El estudio concluye que la ECOWAS tiene los instrumentos y instituciones apropriados que le permiten implementar la estrategia.
