The article is aimed at analyzing the poetic experience of amateurs, members of the community of Hryhorii Skovoroda University in Pereiaslav (HSUP), as an effective psychotherapeutic method of restoring emotional balance during the full-scale war of Russia against Ukraine; considering the participation of librarians of other higher education institutions of Ukraine in poetry during wartime. Methods. The experience of amateur poets birthed through pain, love, suffering, care during March-October 2022, in the period of Russian-Ukrainian war, is analyzed in the context of poetry therapy as a resource for restoring emotional balance and vital energy. Results. Creation of author’s poems, including amateur texts, gives us the opportunity to fantasize, develop our hidden abilities, as well as to read and communicate with other like-minded people. This is clearly demonstrated in the work of wartime by students, teachers, and librarians. Conclusions. Every creative person shows pain in their own format available to them. In this way of self-healing, a person becomes calmer, restores the mental atmosphere, meets their inner “I.”","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. The purpose of the article is to highlight book exchange as an important source of book acquisition process in the libraries of Katerinoslav - Dnipropetrovsk.  The object is libraries of different subordination as a system of collection-forming documents. Methods. Analytical-synthetic, system-structural, comparative and statistical methods are used during the research in accordance with the task. Results. The author revealed the peculiarities of book exchange process in the libraries of educational institutions, scientific societies of Katerynoslavshchyna. The exchange of publications with Kyiv, Galician and Lviv institutions is proved to be useful and important. The author retraced process of cooperation of city public libraries on local literature acquisition. Libraries and reading rooms of higher, secondary and lower agricultural educational institutions received professional publications of Katerinoslav societies free of charge. The article gives a picture of the current state of document exchange in the libraries of Dnipropetrovsk region. The constant source of library acquisition is territorial and domestic professional book exchange. Conclusions. Book exchange is an important component of the process of acquisition of high quality stock in Ukrainian libraries. This prprocess was actively carried out by Katerinoslav libraries in the 19th - early 20th centuries. Throughout history the book exchange has proven to be a necessary and useful source of acquisition and high quality service in the implementation of complex reader requests. Document exchange in the 21st century in Dnipropetrovsk region is changing its format (transition to e-resources), but remains an important source in the process of creating high quality collections.","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. As the world continuously grapples with the massive impact of COVID-19 pandemic on all domains of life, higher education institutions (HEIs) are at the forefront of reshaping and redefining their operations, mostly transitioning into online delivery of services where libraries are not exempted. The way libraries around the globe continue to face their mandate of providing knowledge resources merits research attention, especially in the context of the present health crisis. This study aimed at identifying the challenges and strategies of academic libraries during COVID-19 crisis among member schools of NOCEI, a consortium of higher educational institutions in Region IV-A (CALABARZON), Philippines. Methods. Descriptive in nature, the study utilized online survey which was accomplished by 31 head librarians from the said organization. Results. Findings revealed that barriers on transformation from physical collections to digital format, reduced budget cuts and decrease in purchasing and usage of print and physical materials are the top challenges encountered while there was a strong agreement on strategies utilized primarily on the availability of various online library services for clients and assistance through the Ask a Librarian chat service where students have access to librarian’s help in real-time through virtual chat. Conclusions. As a whole, results implicate the need for HEIs to ensure sustainability of library services during and beyond the pandemic, highlighting various measures that would respond to the ever changing landscape of education and knowledge sharing.","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. This survey research intends to understand how people from a fourth-class municipality of Cavite made their decision to be vaccinated in spite of false information circulating within family, friends, and neighbors. Methods. The study employed survey research and gathered data using voluntary sampling from a pool of citizens with an appointment schedule in the vaccination site located in Magallanes, Cavite. Results. The pandemic saw a rise in the spread of information disorders. The proliferation of fake news and misinformation affect our lives as they disrupt relationships with family members and friends. Trust is being questioned as people believe in contrasting medical opinions. The overload of information sharing is a challenge for individuals to evaluate news sources coming from multiple platforms. As the status of inoculation in the Philippines is ongoing, citizens who want protection took time to get vaccinated. The impact of traditional and social media continues to be powerful influencers in information dissemination. As we deal with overabundance of information, librarians have an emerging role to play. Conclusions. Librarians are seen as partners of a local government unit in promoting citizens' well-being, providing credible sources of health information vital for an individual to help them arrive at an informed decision, and showcase advantages of vaccines as evidenced by scientific publications.","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. The article analyzes the new roles of librarians - facilitator, tutor, moderator, presents their introduction into the activities of the university library, reveals the impact of innovations on the effectiveness of the library and the university. Methods. The study was conducted by reviewing publications related to clarifying the new roles of librarians in the practice of modern university libraries, summarizing the experience of the Scientific Library of Kharkiv Petro Vasylenko National Technical University of Agriculture (SL KhNTUA) to introduce new activities. Results. During the study, the authors determined that the SL KhNTUA’ introduction of the innovative forms in terms of new roles of librarians (facilitator, tutor, moderator) contributes to the development and diversification of library services, increase in the role of SL as an active partner of the university in research, teaching and educational work; emphasizes and strengthens the role of the library in raising the ranking of the university. Conclusions. The originality of the work is to expand ideas about the new roles of librarians in the activities of the university library, which is an important factor in assessing the effectiveness of its management. Practical value. Matveyeva","doi":"10.15802/unilib/2021_248379","DOIUrl":"https://doi.org/10.15802/unilib/2021_248379","url":null,"abstract":"Objective. The authors study: 1) the level of awareness of librarians of Ukrainian universities about Open Educational Resources (OER); 2) the ability of librarians to provide support services for the development, creation and use of OER in teaching, learning, research. Methods. The study was conducted by methods of analysis of professional literature, online survey (questionnaires) and analysis of the results. The questionnaires “Library of Higher Education Institution in Support of Distance Learning: Open Educational Resources” was distributed from 20.04. until 20.05.2021 among 137 directors of libraries of higher education institutions of Ukraine. Responses came from 77 libraries. The questionnaire consisted of 9 open-ended and closed-ended questions to allow researchers to get a holistic picture of the research process. Results. The analysis of 77 questionnaires showed that the vast majority of free HEI libraries in Ukraine have extensive experience in working with electronic educational resources. Ranking by resource type prove that 95.89% of library collections are the own generation resources (HEI authors): databases, incl. repositories. The concept of \"Open Educational Resources\" (OERs) is familiar and understandable to 84.42% of respondents. At the same time, 75.32% are already involved in supporting the OER. Librarians may catalog them (21.92%) or not catalog (32.88%). Among the OER types supported by librarians, educational materials (77.05%) and textbooks (55.74%) predominate. The closest partnership of librarians in OER support (except for teachers) is with the specialists of IT services (66.13%). Conclusions. Despite the still spontaneous, chaotic and little-studied nature of the library movement towards OER, librarians are well aware of this issue. At the same time, 96.1% of respondents want to improve their competencies in the direction of supporting open educational resources. This is very important, because it is the understanding and acceptance of OER that is crucial for a long-term vision of this movement. That is why specific aspects, such as organizational, economic, personnel and motivational, need urgent further study.","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. Development and implementation of the concept of professional competencies of librarians. Methods. In the course of the research, a complex of methods of theoretical analysis (terminological analysis; literature analysis) and synthesis was used; methods of comparison, generalization, systematization of an array of publications. Results. The study of the research on the development and implementation of the professional competence of librarians made it possible to identify the necessary requirements for university library specialists. The resulting practice revealed the potential of librarians during telecommuting. Conclusions. In modern scientific theory, the concept of human competence has a broad interpretation and a complex structural structure. In general, it is about the ability of a person to perform certain activities, perform tasks or work; the availability of an appropriate set of knowledge, skills and attitudes that enable them to act effectively in a professional field or activity. Conclusions. The article examines the legislation of Ukraine in the framework of library reform. It is noted that in the presence of all changes and additions, the wording of the Law of Ukraine \"On Libraries and Library Affairs\" of 2021 regulates the activities of mostly public libraries. The peculiarities of the activity of libraries of higher educational institutions (HEI) are not reflected in the law. Methods. The methodological basis of the study were: general methods of thinking; general scientific and interdisciplinary methods. We can also distinguish: analysis and synthesis, abstraction, formalization and dialectical, as a general scientific method of cognition. Results. An example of a legal conflict regarding the legitimacy to use the status of a research and educational worker by the director of a University library is analyzed in detail. The study proves that libraries of higher education institutions are not obliged to conduct research and educational activities. However, in the absence of scientific lectures, workshops, and research, the library is reduced to the level of a subdivision of the HEI, whose activities are aimed only at providing information on scientific and educational activities of teachers and students. Conclusions. On the example of the Scientific Library of Ivan Franko National University of Lviv, known in Ukraine and abroad for its scientific lectures, art projects, research and explorations, the relevance and importance of conducting scientific and educational activities by Scientific Libraries of the HEI is shown.","PeriodicalId":377077,"journal":{"name":"University Library at a New Stage of Social Communications Development. Indicators of citation databases are widely used as a tool for evaluating academic productivity and decision-making in science and technology. Academic libraries organize services to work with such resources. Methods. Based on the analysis and description of the work of the Information Monitoring Service, the role and type of support that academic libraries can provide in the process of their use are considered. Results. The portfolio of services for the use of citation databases provided by the employees of the Service consists of administration and organization of access, consulting, and information work, monitoring and analysis of publishing activity, organizing information, information support of journal’s editorial boards. Conclusions.
