Respondents were fourth grade students of SD Islam Khaira Ummah Padang. Learning materials that can be used in an effort to develop a creative and friendly character, one of which is through a collaborative learning model based on local wisdom, in this case is Minangkabau local wisdom. The findings show that learning with a collaborative learning model based on local wisdom can make students have a creative and friendly character. It is indicated that students are able to create something new, not limited to things in the textbook. The Data analysis was collected by using teacher responses can be used as reference in designing the IPS learning module that will be made by the researcher. Subjects in this study were fourth graders of elementary school at 5 schools in Padang Timur academic year 2016/2017. Based on the results of the analysis of the tendency of IPS learning tends to be implemented by the teachers, the teachers response shows that the use of instructional media is very possible because the students can relative access to media usage which is operated with android program. From the data of teachers, it is very important to use the module in learning. The key principles in integrated quality management education are effective leadership, scientific methods and tools, problem solving through teamwork, organizational climate, and education and training. Integrated quality management in Primary Schools is an enhanced form of quality control. Integrated quality management is characterized by the creation of a work culture of all personnel involved in the procurement and presentation of educational services inspired by motivation and attitudes to meet and satisfy customer expectations (students). In order to meet the expectations of these educational customers, school managers gradually and continuously improve the quality of their graduates by being supported by a quality curriculum. In the implementation of integrated quality management in Primary Schools, the concept that applies here is the PDCA cycle (plan-do-check-act) which consists of planning steps, implementing plans, examining the results of the implementation of the plan, and corrective actions on the results obtained. LKS mathematics are widely used basically not in accordance with the characteristics of students and yet accommodate the students to develop their creative thinking skills to solve problems. Such circumstances become one of the triggers of low activity of the students than teachers in learning. This fact necessary to find a solution in the form of developing LKS. This solution is realized in the form of developing LKS Discovery Learning valid oriented, practical, and effective. This type of research is the development of research. This study adopts a model McKenny, consisting of the preliminary analysis phase, design phase, and assessment phase. LKS developed validated by linguists, content and construct. Kepratisan seen through the observation of learning implementation, the questionnaire responses of students and teachers. Effectiveness seen through observation of activities and results of students' creative thinking in finding the concept of learning. The results showed that the Discover LKS oriented Learning to fourth grade have developed valid criteria in terms of content, approach, format, and language. Validity of LKS developed in the category valid. Observation, questionnaires, and interviews indicate that the LKS has been practical in terms of ease of use, time of use, and readability by teachers and students. In addition, LKS developed has also been effective in increasing student activity in learning and can develop creative thinking abilities of students through the novelty of the concept, flexibility and fluency. The utilization of a classroom corner as an activity to instill interest in reading and writing by classroom teachers is considered effective, if it is designed well. However, during the utilization of the corner of the classroom is still limited to the pictures alone without trying to develop it into the form of interesting stories and educative in which also contains the values of Minangkabau wisdom. Local wisdom is often referred to as local wisdom, local knowledge, or local genius. In general, local wisdom is defined as a view of life and knowledge and various life strategies in the form of activities undertaken by local communities in responding to various problems or challenges in fulfilling their life covering all aspects of life such as religion, science and technology, social, bahsa dan arts. In addition, it can also be a tradition, petitih-petitih, and the motto of life. Positive values of local wisdom is the potential and basic capital in the formation of identity and character of the students. Especially in the current conditions in the era of globalization, technological progress is incredible rapidly. Right is a normative element inherent in each human being which in its application lies in the scope of rights of equality and rights of freedom associated with interaksin between individuals and groups. This classroom action research using observation sheet student activity and achievement test as an instrument. The results showed that the average student activity cycle I discuss activities 49.2 percent, 49.2 percent presented the task and do the test 55.3 percent. and the second cycle of activities discussed 81.1 percent , 82.4 percent and discuss test-taking 85.1 percent. Thoroughness of learning outcomes in the first cycle an average of 37.9 percent and an average second cycle 82.4 percent. Investigation group cooperative learning model can improve the activity and learning outcomes in science learning. For it to be done so that modifications to the excitement of students in learning can occur and the motivation to read will be terjadi. The purpose of this study is to describe about the application of pembelajaraan cooperative-type scramble for increased read thorough students of Kartika 1-10 field. The theory used by reading ini teori dalam penelitian Tarigan (2008), Rahim (2011), Ermanto and Emidar (2012), Gusnetti (2014), and the method of pembelajaran inovatif by Nur (2007) and Istarani (2012), as well as research SUPPORT by Sudjana (2012).
