To promote the minority rural revitalization in border areas, it is necessary to do the following practices: conform to the basic spirit of the Opinions of the CPC Central Committee and the State Council on Implementing the Strategy of Rural Revitalization, accurately grasp General Secretary Xi Jinping's requirements of \"Three Generals and One Guarantee\", and do a good job in top-level design; build a new mechanism for the development of minority rural industries in the border areas, solidly promote the revitalization of ethnic minority rural industries in the border areas; do a good job in the innovation of carrying forward and inheriting minority cultures in the border areas, inherit the rural civilization and solidly promote the cultural revitalization of ethnic minority villages in the border areas; implement the new development concept, to “conserve” lush mountains, promote green development and solidly promote the revitalization of rural ecology; \"firmly build\" fortress, solidly promote the revitalization of ethnic minority villages in the border areas, lead in developing the border areas and enriching the people; implement targeted poverty alleviation. Later reminded by Dong Qichang, this cultural character was finally established as the mainstream of Chinese painting and had led the painting circle in Ming and Qing Dynasties for almost more than five hundred years. It can be said that the combination of Zen and literati paintings enables the literati paintings to complete its historical mission satisfactorily. Its core values, such as the pen and ink skills to write some words in painting, the expression of plain naive desires and the thoughts of \"way of heaven\" still have wide range of radiation and influence even in today's painting circle in China. However, it must be admitted that with the advent of the era of technology and information, the separation between man and nature has led to the collapse of traditional \"harmony between man and nature\". The thought of \"way of heaven\" indicated in literati paintings have also lost its binding force for the modern world. Literati's diluted, unconventional and lyric expression of emotion have been no longer able to profoundly express our perception of the world today. The elite nature reflected in the literati's pen and ink skill is also diluted in the mass entertainment culture. There is a large gap in the development of consumer credit, especially in less developed areas, consumption credit is more prominent. Taking Tongren city of Guizhou Province as the research object, this paper selects the data of personal consumption credit balance and GDP data in the first quarter of 2011 to the fourth quarter of 2017, verifies the influence of consumer credit on economic growth and concludes that the balance of consumer credit and economic growth in Tongren has a long term equilibrium, but there is a large degree of structural imbalance among different kinds.
