This is achieved through the functioning of the information subsystem of the automated control system with the required performance indicators. Information subsystem of the automated control system by providing information services to officials and automation systems helps them to make the right decisions in the control of organizational and technical systems. The functioning of the information subsystem is a complex process requiring analysis of indicators of its efficiency. You must imagine that being a complex system the information subsystem requires constant monitoring from the control system over current processes, which generates control actions on the basis of it. To control the operation of information subsystems defined procedures and processes of information services and parameters of the information subsystem are developed. One of the objectives of control of information subsystems of automated control systems for organizations and complex objects is the choice of those or other procedures in situations of a lack of information on proceeding in the components of an information subsystem processes. In this paper we consider the problem of ensuring the effective functioning of the information subsystem with the use of certain control procedures on the basis of known control methods of information systems and networks operation in terms of external influences. The solution of this problem should be the creation of control algorithms of information subsystems of automated control systems with external influences that should form the basis of software and hardware of control system operation of the information subsystems. Creating automated control systems for controlling operation of the information subsystems presumes planned specific control procedures, based on methods of control of submitting process of information services and the methods of settings control of the information subsystem. Whereas each of these objects on the image has the color pattern consisting of circles, the first step of algorithm is detecting of circles. Then circles are classified using the k-means clustering that allows the algorithm to adapt in the conditions of dynamic lighting. Further on the basis of the received circles labels are defined. The data corresponding to the extreme values in the annual distribution of solar activity were selected for modeling ionograms. The presented method has high accuracy and low computational complexity, which does not depend on the number of discrete states of the PSK-n signal. The verification of the method carried out in the work showed that the error in estimating of capacity does not exceed 2.71% for the number of discrete states 8 and an increase in the number of discrete states leads to a decrease in the error, which on the average corresponds to 0.16%. The methods of realization of checking of a time scale and methods of distribution of time signals on a network are considered. In the report are presented the results of approbation on real networks of the technique of measuring the difference (divergence) of TS on the networks elements proposed by research and development company “KOMETEH”.
