It is great useful for making decision or making a choice to analyze economic development strategy based on SWOT, which means analyzing the strength, the weakness, the opportunity, and the threat. AHP is also used by building analysis matrix model to qualitatively estimate and quantitatively evaluate the influent factors and strategy measures. However, few literatures have studied the purchase intention of consumers in the process of e-commerce enterprise shifting from online to offline. The economic effect of urban environmental sustainability policy is influenced by both policy attribute and economic development stage. This paper establishes a threshold model including different stages of economic development and different types of policies, and analyses the economic effects of urban environmental sustainability policies. The results show that different types of environmental sustainability policies have different economic effects. In accounting, the deposit is recorded as \"payable accounts\", which is one of the important sources of working capital. From amazon and JD to the real estate sector, payable accounts have generated positive value in working capital management. Ofo, on the other hand, is a negative example of capital management. It ignores the sustainability and turnover efficiency of working capital, and trades capital inflow for crazy expansion, which leads to the rupture of capital chain.
