One thing that became very evident was that the teachers had very limited exposure to the new technologies that were revolutionizing foreign language teaching at the university level. In addition to the skills they must possess in teaching language, literature, and culture, they are often also expected to be competent in the use of new technologies. Innovative technologies and media are important vehicles for increasing access to information and entertainment in a foreign language, providing interaction with speakers of other languages, and improving foreign language teaching in the classroom. Thus, one increasingly vital aspect of foreign language teacher education is training in the effective use of instructional technology. However, though most educators agree on the value and importance of instructional technology, many foreign language faculty, whether new to the profession or full professors, have not received adequate training in its use, nor do they have sufficient opportunities to gain such training and experience. Though mostteachereducation programs include some instruction in the area of educational technology, there is simply often not enough time, with all of the other requirements for teacher certification, to offer a detailed examination of the technologies and their effective pedagogical use. The study seeks to elaborate a standard and iterative evaluation process in order to better analyse the educational value of learning object repositories. Developped as a prototype, FLORE is a web portal similar to MERLOT or CAREO that aggregates a collection of objects and sites for the community of educators and learners of the French language. Similarly, mycolleaguesand I wondered why we were constantly finding ourselves reacting to each individual crisis as it arose, rather than being able to influence the outcome and create change before crisis hit. We were struggling to maintain every traditional language lab service, while exploring and taking on every tool, trend, and technology just so the LRC would appear to be on edge of innovation and, thus, still be relevant to the 21st century universitynot to mention be able to justify space, staff lines, and expenditures. Too-often we were ending up in contentious conversations with administrators trying to explain why a mere \"language lab\" should be involved in a cool new initiative. Although the findings apply to the language-learning context, there are more generic implications for the wider area of computer enhanced learning. The study uses qualitative and quantitative data collected as part of a doctoral investigation into computerbased language-learning environments. The paper considers one main research question: are students resistant, radical or reluctant users of the technology, and why? It examines how and why students use the Web, e-mail and CALL packages to enhance their learning.
