{"title":"Children as an Object of the Right-Wing Populist Politics and Discourse in Poland","authors":"Mikołaj Rakusa-Suszczewsk","doi":"10.33067/SE.2.2021.4","DOIUrl":"https://doi.org/10.33067/SE.2.2021.4","url":null,"abstract":"In Central and Eastern Europe populist regimes are attracting attention as a result of the traumatic legacy of communism, the subsequent overburdening reforms and exhausting systemic transformation, resurgence of ever-lurking nationalism, regional conservatism, parochialism and cultural chauvinism, and/or as an example of the structural shortcomings of young democracies at the borders of civilization. The subject literature also indicates numerous and universal elements of populist governments, present as well in this part of Europe. Without prejudging the aptness and strength of these various concepts and arguments, this article is an attempt to include in these wideranging themes a particular issue that absorbs conservative populists, namely “childhood” and “children”. While the problem of children in politics has already received numerous interpretations, the importance of childhood in the right-wing populist discourse and politics has so far remained an issue discussed only occasionally. We put forward the thesis that children play an important and specifi c role in the right-wing populist superstructure – they constitute an illusory picture of the nation, an allegory of its renewal, as well as a convenient, though inconsistently used, instrument for achieving political, ideological and propaganda goals. Attitudes towards children can be an important characteristic of populism as such, and should be taken into account in research on the subject. Ambroziak","doi":"10.33067/SE.1.2021.3","DOIUrl":"https://doi.org/10.33067/SE.1.2021.3","url":null,"abstract":"The COVID-19 pandemic has been an extraordinary event for the EU Member States and a period wherein EU legislation and the efficiency of EU institutions have been put to the test. The crisis triggered by the decisions made by governments in Europe (which were motivated by their wishes to protect the health and lives of their peoples and to satisfy the rapid demand for drugs, personal protective equipment, and medical devices) disrupted market forces. Although most of these measures were based on both domestic and EU legislation, they seriously hindered the smooth functioning of the EU Single Market, including the free movement of goods. This paper aims to find out whether EU legislation succeeded in coping with the challenges triggered by COVID-19 in the field of international trade and whether measures taken by the European Commission with a view to complying with the rules of the EU Single Market adequately took care of the needs stemming from the COVID-19 outbreak and whether it properly tackled protectionist instruments adopted by the Member States. We have focused on international trade and the free movement of goods within the EU as they both constitute the cornerstone of EU economic integration. We found that although EU legislation was not tailored specifically for the times of a COVID-19 pandemic, in the area of international trade (including intra-EU trade), as well as in the field of placing goods on the market, it provided extraordinary solutions. Ukraine has always been actively involved in the migration processes of Europe and the world. Poland has always attracted Ukrainians because of its territorial proximity, minor language barrier and higher salaries. After 2014, Poland became the most popular destination among Ukrainian workers. The significant increase in the number of migrants from Ukraine is due not only to economic reasons but also to the military conflict in Eastern Ukraine which had an impact on the geography of migration flows, gender composition etc. At the same time, Poland experienced a shortage of workers amid successful economic development and record low unemployment. The situation connected with the spread of the virus, the pandemic, and the closure of borders have significantly affected the economic situation in the world, migration flows, migration policy etc. However, it is diffi cult to predict migration flows after the end of quarantine, but it is clear that the EU member states will primarily need seasonal workers from Eastern European countries (including Ukraine). At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensifi cation of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensified by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building).
