Further, by analyzing the results of a field survey conducted in this district, I am clarifying the reality of socially disadvantaged areas and the needs of their residents, while seeking results supporting a theory of inclusive area revitalization. With this survey I could verify that the aging of local residents and the concentration of low-income population is increasing, and in this district an unbalanced community mix is becoming apparent. Currently, insecurities concerning economic and health aspects are the most serious issues. In response to the residents` needs counseling on housing issues and social services, that become necessary with advancing age, like health services or housing support, are increasingly required. The Housing Act was newly enacted to realize the new paradigm of the housing policy. The Act establishes the role of the Housing Welfare Centers in the housing welfare delivery system, but they have some difficulties in doing their role because of limited amount of centers and their manpower. The desirable and efficient model of housing welfare delivery system, therefore, is that the demand of housing welfare is discovered on local base, and that demanders can be provided housing welfare service connected to local governments or neighborhood housing welfare centers. To do so local communities should be established and activated, and the needs of housing welfare service also be discovered. To achieve this, this study firstly analyses the current information systems for urban development in foreign countries and information from the private sector. The results show that the information system that operates in the domestic agencies, are less likely to involve the contents related to information sharing, social network building and business process. However, that used in agencies ordering the overseas urban development projects, mostly provides the information of professionals, project participants and their business. Second, this research selects the information to be provided by the integrated information system and proposes a data collection plan. The information, required to push forward urban development in abroad, is classified into seven categories. Third, this study establishes a target model of comprehensive information system and makes suggestions for institutional improvement. For doing this, it categorizes overseas urban development information, links to classified information, organizes the system into three stages to services through informational channels, and then suggests a target model. Considering its importance, the government legislates the items, cycle, and ratio for long-term repair. However, the frequent changes, controversies on repair, and difficulties in using appropriation reserve are caused as the items have not been revised on time reflecting up-to-date construction technologies. In order to resolve these problems, it is required to improve the standard by evaluating the appropriateness of repair items throughout the analysis of actual conditions. This study aims to suggest the revision plan for the criteria with the major items based on the status identified by the actual long-term repair programs and historical repair construction data. To do this, the adoption ratios of items to program are reviewed by collecting the real cases of the long-term repair programs. Developing improvement plan was approached in two ways such as “exclusion method” deleting minimum unnecessary items and “selection method” sorting out items with high adoption ratio and evidence of repair in a positive manner. Aa a result, the major items were identified as 118 items and 73 items by exclusion method and selection method respectively from the current 147 items. Results also provide the basis for the application of performance based design by identifying the nonlinear hysteretic behavior of the wall with boundary element details recently proposed in previous study by Chun et al(2011). From the experimental results, the crack and fracture patterns of a specimen, which adopt the proposed boundary element details, showed similar tendencies regardless of whether axial force or high performance steel bars is applied. Furthermore, results show that the maximum strength of the specimen can be predicted accurately based on the design equation proposed by the standard. In addition, with a higher axial force, there is a tendency that both the initial load and maximum strength increase as deformation capacity reduces, requiring consideration of the reduced deformation capacity due to a high axial force. For walls under such high axial forces, using high performance steel bars is a very effective manner of enhancing deformation capacity.
