Bureaucrats are saddled with the responsibilities of managing public funds, budget implementation/performance integration, amongst others; as such there is the need for strategic policies to regulate and enhance their activities for effective/efficient service delivery. These strategic and administrative policies are targeted towards pressing issues in the public domain. Previous policies have been overly ambitious with government employing substantive strategies, which have proven quite successful in some other climes, to achieve large scale industrialization, whilst much attention has not been given to providing the necessary framework conditions to support the growth of strategic and administrative policies. The study provides an insight to strategic and administrative policies. The study is thus expected to enlighten/sensitize administrators to adhere strictly to carefully laydown governmental policies that are geared towards improving efficient service delivery. The study took its research methods from the empirical perspectives, and its theoretical framework from administrative policy. The study recommended, that policy pronouncements by the government and its' agencies should conform with human and environmental devolvement in both public and private sectors in the country. It investigates the potential for innovatively redesigning these image products to boost tourism appeal. The methodology is tripartite. In the initial phase, we probe the demand for a product redesign and seek methods to enhance it via the KANO-AHP model, offering design modification recommendations based on potential consumers' expectations. The second phase incorporates an examination of the cultural and artistic elements of the Mianzhu New Year image. Following a premeditated needs evaluation, the graphic design, form, content, and shape of the image are cultivated for innovation. The final stage encompasses a critique of the refined design. Here, the process is meticulously documented, and experts from product design, tourism, and cultural studies sectors measure the design's effectiveness. To derive valid data, we utilize intentional samples at each stage, applying qualitative or quantitative analyses corresponding to different stage characteristics. Thus, this project not only advances the innovative and transformative development of intangible cultural heritage but also offers insight into effectively merging culture and tourism. Specifically, the study examined the level of knowledge on drug abuse expressed by university undergraduate students; level of drug abuse among university undergraduate students; and common drugs known as expressed by university undergraduate students. The research design adopted for this study was a descriptive survey. The population of this study consisted of all the students of Ekiti State University, Ado-Ekiti, while the sample was 200 undergraduate students drawn from seven faculties. The respondents were randomly selected from seven faculties. A self-designed constructed questionnaire tagged “Drug Abuse Questionnaire (DAQ)” was used to collect relevant data for the study. The instrument consisted of five sections namely: Sections A, B, C, D, and E. The validity methods used were face and content validity. The items in the Questionnaire were presented to experts in the fields of Tests and Measurement, Social Studies Education and Guidance & Counselling. The reliability of the instrument was estimated through test re-test method. A co-efficient value of 0.88 was obtained which was considered statistically high to make the instrument reliable. The data collected from the questionnaire were analyzed using descriptive and inferential statistics. The findings of the study revealed that majority of the respondents have a high knowledge of drug abuse while only few engage in drug abuse. In addition, peer influence was related to drug abuse among undergraduates but family structure was not related to drug abuse. It was further revealed that male students have higher prevalence of drug abuse than female students despite having similar knowledge of drug abuse. The descriptive survey research design was adopted for the study. The simple random sampling and purposive sampling techniques were used in selecting the respondents for the study. In all, 285 students were selected from the Bolgatanga Technical Institute. Quantitative research approach was used in collecting and organizing data. Questionnaire was the main tool used to collect data for the study. Data was analyzed using descriptive statistics in which percentages, frequencies and tables were used. The study adopted the theory of attitudinal formation that focused on motivational bases for learning. The findings revealed that favourable development of Social Studies in the Bolgatanga Technical Institute has roots in utilitarian, value-expressive, and knowledge motivational bases while the opposite lies in ego-defensive bases. Research further revealed that students perceived that Social Studies is good to be studied as it broadens their intellect by enabling them acquire a lot of ideas about their society and country as a whole. However, students' attitude towards the subject is negative. It was found that some students do not attend social studies lessons while others attend classes but do not contribute in the lesson. It was also found that others hate their teachers because of how they teach the subject. As a result of students’ negative attitude towards the subject their level of participation was low. Based on the findings, it was concluded that the major school factors influencing students' poor performance in Social Studies at the Bolgatanga Technical Institute emanated first, from the students' negative attitude towards the learning of the subject and second, the low level of participation from the students. Based on the findings, it was recommended that School authorities and Social Studies teachers should sensitize students on the significance of Social Studies in the school curriculum. This study examined the influence of religious affiliations on political leadership in Uganda; placing emphasis on Iganga District. The study used a cross sectional research design with both qualitative and quantitative approaches. The study used 247 respondents selected using simple random, purposive and snow ball sampling techniques. The study analysed data using Chi-square test of goodness of fit. The study discovered that religious affiliations have a significant bearing on the political leadership of Iganga District. The study recommended that, politicians should not use religion as a stepping stone for political offices by exploiting the simple majority of followers of a certain religious sect over the other. They should instead reach to the masses irrespective of their religious affiliations and once in office, they should use their mandate to serve the whole community equally rather than favouring individuals of their religious faith. The study used Secondary data for 14 sub-Saharan African countries endowed with natural resources. Annual data from 1981 to 2017 obtained from the World Development Indicators (2017) and open data for Africa. The study adopted panel cointegration and fixed effects panel data estimation. The results showed a positve and statistically significant relationship between resource endowment and economic growth. This implied that resource endowment has a positive effect on economic growth in sub-Saharan African countries, and there is no basis to identify whether Dutch disease explain resource curse in SSA countries. The ISIS was able to escalate the use of terrorism to a level beyond other terrorist groups in threatening global security. Their use of extreme violent tactics like beheadings, crucifixion and burning alive of their victims under their self-declared caliphate shocked the whole world and prompted them to rise in unison to curtail their reign of terror that spanned territories in Iraq and Syria. Terrorism has become a political weapon in the arsenal of the terrorists in terrorizing political opponents, causing fear and thereby threatening global peace and security. Status quo actors such as states often tend to abuse the term to define its actions and interests in opposition to those of the terrorists. The causes espoused by groups resorting to terrorism are varied which include ethno-nationatism and separation, left-wing revolution, religious or right-wing extremism etc. The frustration-aggression theory was used as a framework to explain these variables. The paper recommended among other options, the use of credible and actionable intelligence with military option to dismantle ISIS on a permanent basis. The objectives of the study were Ascertain the pattern of communication flow prevalent in Uyo and Etim Ekpo Local Government council in Akwa Ibom State, Nigeria. Assess the extent to which communication policy and organizational structure affected the communication flow patterns in Local Government Council, determine the extent to which communication flow pattern in Uyo and Etim Ekpo Local Government council enhances organizational/effectiveness, find out the barriers to effective communications flow and organizational effectiveness in Uyo and Etim Ekpo Local Government Council, determine the extent of employee satisfaction with the pattern of communication flow in Uyo and Etim Ekpo Local Government Council in Akwa Ibom State, Nigeria. The research design adopted for the study was survey with questionnaire and interview schedule as instrument of the study. The population of the study comprised subjects who are staff of the select local government councils. The staff strength of the two local government councils stands at 1,876, with Etim Ekpo Local Government having a staff strength of 424 while Uyo Local Government Council has 1,452 as at the time of this study according to the Akwa Ibom State, National Bureau of Statistics. The sample size of 187 for this study was determined using 10% systematically drawn from the population of each local government. Findings reveals that majority of respondents 75 (42%) agreed that the prevalent communication pattern was vertical (Downward communication). That is communication from top to bottom (management to subordinates). Furthermore majority of respondents 120 (70,50) representing 67% (39, 28%) were of the opinion that communication flow pattern enhances organizational effectiveness to a very great extent and a great extent respectively. This implies that communication flow enhances organizational effectiveness among other findings. It was recommended that the administrators of Uyo and Etim Ekpo local government council in consonance with local government service commission should look into their communication pattern and improve it. The extent of use of communication should be increased to further foster organizational effectiveness.
