{"title":"Risk Management and Quality Projects Delivery in Nigeria's Construction Industry","authors":"Chinedu Okoye","doi":"10.37745/ijcecem.14/vol10n2151","DOIUrl":"https://doi.org/10.37745/ijcecem.14/vol10n2151","url":null,"abstract":"The delivery of poor quality construction projects in Nigeria presents a problem which this paper attributes to low levels of Risk and Risk Management awareness, understanding and practice. The little or none existence of a formalised and regulated Risk Management process means the construction industry which normally has a high presence of risk is not adequately managed hence an uncontrolled and unmitigated effect on the value and quality of projects delivered. This paper verifies this submission by investigating Risk Management awareness and practice levels in the industry through a survey targeting experienced personnel who by their project positions are expectedly knowledgeable enough to provide credible feedback. A review focused on select Risk Management literature with an objective of creating the necessary knowledge and understanding needed to practice and apply Risk Management, and also most importantly, evaluate how it relates and influences the delivery of quality construction projects of value. This paper presents results fed by questionnaires specifically designed and administered to unravel and establish Risk Management awareness and practice levels. It reveals low, inconsistent and a non-formalised Risk Management practice in the industry under assessment. It reveals the absence of a uniform regulatory authority. It presents an acceptance of Risk Management as a viable solution to achieving quality projects of value and performance. Based on this paper's findings, a justified case is made for a more formal, consistent and participatory Risk Management process in the Nigerian construction industry. The study addresses the economic effectiveness attained, during the alternative construction process this was compared and reviewed in detail. The focus group of professional especially architect and builders were organized to coordinate the study process. This research addresses the sustainability impact of earth as building material at Osogbo in Osun state Nigeria, the impacts were analyzed, presented, interpreted and discussed mainly on the comparison of various conventional materials such as, cement and steel due to high manufacturing cost. The paper reveals the prevailing factors that facilitate sustainability impact of earth as building material, which include Low Energy required in the manufacturing process among others. Indigenous building materials abound in our various locations and communities in our nation, in the olden days dwelling place were never an issue as man could make or create a dwelling place for himself and his family with available indigenous resources. He uses local materials such as earth, timber, bamboo, stone, thatch, bush rope, etc with one or two assistant and able to put together a dwelling to accommodate his activities. The paper examined earth as indigenous building materials and assessing local building cultures with earth for resilience and sustainable development for dwelling affordability in Nigeria. Also, it generates a practical guide for community-based assessment of earth material fortification without compromising the durability. The sustainability solution of earth as building material were discussed which include local employment opportunity for socio economic development among others. Previous housing policies, concepts, strategies, and initiatives failed to establish a long-term sustainable housing delivery for this particular urban populace with recurrent quality and quantity shortages. This article underlines the challenges facing housing delivery for the urban poor and the need for appropriate and timely developmental strategies to ensure sustainable and effective housing delivery in Nigeria. It examines housing policies, housing conditions, and the constraints of sustainable housing delivery for the urban poor through a systematic review of academic outputs. It was discovered among others that sustainable housing delivery for the urban poor in Nigeria is challenged by the factors of incessant and unmatched urbanization, lack of socio-cultural considerations, economic realities, neglect of urban core, and inappropriate housing policies among others.
