Its development is associated with the provision of social services by state institutions and private legal entities, individual entrepreneurs. The paper analyzes the issues of interaction of private and public principles in the framework of legal regulation of this sphere of legal relations by civil law and social security law. Social protection of citizens can be represented by small and medium-sized businesses. The article analyzes the social service as a type of civil service, the article presents its features. The service is provided by a social entrepreneur.
