The efficiency of the industry's functioning directly affects the life expectancy and health of citizens; therefore, the analysis of priorities and sources of their financing is an urgent area of research. Most of the projects and plans in healthcare are focused on the long term, so the main part of the subprograms does not change significantly, defining the strategy, but priorities may change in the short term, and accordingly funding will be adjusted in the context of the main sources. Taking into account the leading positions of the region, we can note its leadership in the development of the industry in question. The socio-economic situation in the country also has an impact, for example, most experts pay attention to the fact that prices for medicines and medical equipment have increased, and this creates additional difficulties during planning and forecasting. Some expenses are simply necessary and at the same time take away significant funding - paying for medical care to the insured unemployed population and providing subsidies to state budgetary healthcare institutions, reducing the possibilities of other areas. The main source of financing for most subprograms is the budget of the Krasnodar Territory, the federal budget participates to a much lesser extent. The article touches upon the factors influencing the implementation of the state program «Development of healthcare» in the region and, as a result, the main key indicators of quality of life. The article on alcohol use disorders provides an overview of one of the largest support programs for people with alcohol dependence - Alcoholics Anonymous (AA). It is noted that the initial AA intervention includes work through social communication and the «12 steps» program. They affect millions of people around the world and have a significant impact on the quality of life and people's ability to function in a normal environment. In this regard, the issues of ensuring the rights of citizens suffering from mental disorders do not lose their relevance and require special attention from doctors, lawyers and the scientific community. There are a number of reasons for this, including: 1) an increase in the incidence of mental disorders among the population, especially among socially vulnerable groups such as refugees, orphans, victims of hostilities and natural disasters; 2) medical care for mentally ill people can be provided forcibly, and therefore requires firmly established procedural standards; 3) mentally ill people often pose a danger to both for themselves and for society, therefore, the existence of fair law-restrictive measures is necessary; 4) persons with the status of mentally ill should have guarantees of social protection and integration into society without violating personal freedom (in the case when patients are not socially dangerous). On September 1, 2024, Federal Law No. 465-FZ dated 08/04/2023 «On Amendments to the Law of the Russian Federation «On Psychiatric Care and Guarantees of Citizens' Rights in its Provision» will enter into force. Asian cholera occupied a special place among epidemic diseases. In 1892, cholera was imported into the Russian Empire through the Black Sea ports, which reached the territory of the Kuban region by the summer of the same year. In 1892, about 300 thousand people died of cholera in Russia. They still did not know how to treat this terrible disease, did not know its mechanism of spread, as well as the peculiarities of its course. The article, prepared on the basis of an analysis of documentary data from the Archive Department of the administration of the municipal formation of the city of Novorossiysk and the archival Department of the Administration of the municipal formation of the Mostovsky district, examines the cholera epidemic that swept the territories of the Kuban region in 1892 and 1910. The authors characterize the main factors that contributed to the rapid spread of infection and assess the measures that were taken to combat the disease: the implementation of anti-cholera measures organized by the authorities was greatly hampered by the lack of education, prejudices and superstitions of the vast majority of the population; representatives of the nonresident population not only did not comply with basic standards of personal hygiene, but also expressed distrust, and sometimes and hostility towards doctors. Given the fact that the cost of medical services at a personal appointment is increasing, it is safe to say that the types and forms of services in the format of remote medical care will certainly increase in number and may become the most important trend in 2024 and subsequent years. An important factor in the availability and satisfaction of medical services, and hence its demand, is the use of digital technologies and the direction of development of programs using artificial intelligence in medicine. The field of maritime transport is no exception, which has recently been focused on the active development of autonomous maritime shipping. The introduction of autonomous ships into operation radically changes the working conditions of ship crew members, including due to a significant reduction in their number. As a result, in the near future, seafarers will be forced not only to work in difficult conditions caused by maritime specifics, but also to experience the additional impact of a limited ship crew. The lack of necessary skills and training among current ship crew members to work in the new realities, as well as the high risk of impairment of their mental health, shows the objective need to find new approaches to the training and selection of seafarers. In order to develop recommendations for improving the rules for training, recruiting and selecting seafarers to work in conditions of a limited ship crew, the article studied regulations and levels of autonomy of sea surface vessels.
