In this way, accurate measurements and predictions could be made regarding the degree of pollution of land and water, the evolution of deforestation and desertification. However, in order to obtain relevant data from satellite imagery, they must be passed through a procedure to remove visual obstacles, such as clouds, shadows, and sometimes snow. An important drawback of filtering algorithms is the extremely low performance that makes some processing last from a few hours to a few days. This paper attempts to eliminate the major disadvantage of extensive data processing time by proposing a much faster and scalable parallel processing solution. The neural learning algorithm may then be considered as reinforcement learning. However, the major difficulty for this neuro-fuzzy system under consideration is such that the most usual neural learning algorithms cannot be used. A specific learning algorithm is proposed to be used both for constant traffic volumes and also for changing volumes. Starting from the initial membership functions, the learning algorithm modifies the parameters of the membership functions in different ways at different but constant traffic volumes. The membership functions after the proposed learning algorithm produce smaller delays than the initial membership functions. The SVC regulates voltage at its terminal by controlling the amount of reactive power injected into or absorbed from the power system. When system voltage is low, the SVC generates reactive power (SVC capacitive). When system voltage is high, it absorbs reactive power (SVC inductive). The variation of reactive power is performed by switching three-phase capacitor banks and inductor banks connected on the secondary side of a coupling transformer. Each capacitor bank is switched on and off by three thyristor switches (Thyristor Switched Capacitor or TSC). Reactors are either switched on-off (Thyristor Switched Reactor or TSR) or phase-controlled (Thyristor Controlled Reactor or TCR). The new challenges in the national romanian power system, namely the integration of very high electricity production from renewable sources and the concentration of wind power production in the South -East of the NPS (about 80% of the installed capacity in power plants) determines the change of power flows in short intervals time. Therefore, a fast voltage level adjustment is required and appropriate to the respective NPS mode of operation. A solution is required that needs to dispatch patients fast to the nearest hospitals and to the right personnel. Having distributed knowledge in different locations, multi-agent systems seem to be a perfect fit, needing to coordinate different individuals. A system is proposed, based on the national sorting protocol for emergency situations, using a mobile hardware component that features a set of medical sensors to fast-process the patient's parameters and label the medical condition. The emergence of new types of risks and their developments generate increasingly complex needs in the field of risk management, as well as implications for their management. The intricacy of risk management has increased with the complexity and number of risks requiring a different approach for each category and the pursuit of the uncertainties that may arise in the system. In this paper, we are exemplifying solutions for some of the most common risk categories of a computer system such as flood attacks, access to protected data, unauthorized operations and others. A practical solution for checking and passing digital identity dedicated to critical data protection is presented. In this situation there must exist a Service Level Agreement (SLA) contract between the Multi-Tenant Cloud Service Provider (MTCSP) and the Cloud Service Customers (CSCs). In this article we discuss about the parameters of an SLA in the Cloud and we particularize it in the case of multi-tenancy. We analyze and implement two algorithms with the purpose of optimizing the scheduling of tasks from the tenants of the Multi-Tenant Cloud Service. More precisely, we describe the preparatory activities for turning the robot Pepper into a dialog partner for a human by using the Romanian language. The language resources that have been created are a lexicon, a language model, and an acoustic language model. They have been enhanced by using other language resources, such as the Romanian wordnet and word embeddings extracted from the large Romanian reference corpus CoRoLa. They will ensure oral communication within some envisaged microworlds, thus they are specific to these microworlds. Face recognition is the most effective and natural technique to identify a person, since it is the same as the way human does and there is no need to use any special equipment. In this paper, a novel face recognition approach is proposed based on Global Facial Features and Neural Networks. The Global Facial Features are extracted using a Gabor wavelet filter; by applying it on the whole image. The face registration is done with the help of Neural Networks and the classification with a nearest-neighbor classifier. The hybrid algorithm was tested on multiple face databases, ORL, Caltech, Yale and Yale B, in order to validate the face recognition rate.
