Uma primeira seção é dedicada a cotejar os significados da RTT em seus sentidos formal e substantivo. A segunda seção é dedicada às visões precursoras de Keynes, Russell e Lafargue sobre a RTT. This article aims to evaluate the strength and ability of a multilevel governance system formed by institutions and actors at federal, state, and local levels to design and implement public policy to promote the creative economy as an alternative for Brazilian development. The analysis is guided by the concept of multilevel governance, considering horizontal relations and vertical relations to address the public problems of interest to all. The process mapping model for the formulation of public policy called Multiple Streams was necessary for its potential to grasp the logic of the political process. Luís da Cunha (1662-1749) no contexto da transição do Seiscentos para o Setecentos no Império português. Para tanto, o artigo principia com a contextualização das mudanças no balanço de poder e no pensamento político associadas à emergência da Grã-Bretanha como Império centralizador dos eventos do século XVIII. Nessa transição importantes desdobramentos intelectuais estão em processo como, por exemplo, a ascensão da Economia Política como disciplina autônoma e sua relevância para a gestão dos interesses do Reino e do Império. Segue-se com a caracterização das reformas propostas por D. Luís da Cunha que visavam, em linha com a tradição mercantilista, elevar o poder relativo de Portugal. Dessa forma, D. Os testes comprovam a existência de duas tendências comuns e cinco ciclos comuns. Os resultados apontam que desvios do equilíbrio de longo prazo na atividade industrial de São Paulo influenciam a trajetória de produção dos demais estados estudados, ao passo que choques permanentes no Rio Grande do Sul afetam efetivamente apenas a dinâmica industrial do Paraná. Para efetuar a análise dos ciclos dos negócios foram implantadas ferramentas oriundas da análise espectral, obtendo, assim, informações adicionais com relação à sincronização das dinâmicas do curto prazo. No entanto, a evidência empírica em países emergentes mostra que os gastos públicos exibem frequentemente um comportamento pró-cíclico e os desequilíbrios fiscais podem desencadear crises econômicas. Este trabalho tem por objetivo utilizar o modelo de fator dinâmico para construir um índice de fragilidade fiscal que permita analisar o comportamento cíclico da política fiscal no Brasil por meio de modelos de vetores autorregressivos (VAR). Utilizando dados mensais entre 1996 e 2019, a análise empírica verificou se as finanças públicas no Brasil se deterioram durante expansões na atividade econômica. Our empirical models were estimated using data for Brazilian citizens from the 2008 Special Survey on Tobacco Addiction. We estimated probit, sample-selection, and zero-inflated negative binomial models. Empirical analyses for women and men were conducted separately. The correct prescription of public policies for energy markets depends on the knowledge of demand elasticities. Hence, the aim of this work was to estimate the main determinants of light fuel demands in Brazil. Dynamic and non-dynamic estimators were used, and the results indicated that both demands respond more to changes in gasoline prices than changes in ethanol prices. It uses Albuquerque’s (2019) model of the vicious cycles arising from inequality and income concentration, together with the notion of ‘upgrading coalitions’ (Doner and Schneider 2016) required to challenge these vicious cycles, to analyse the persistence of lock-ins. It then analyses a global astronomy project, a ‘window of opportunity’ building on historically grown capabilities, promoted by ‘upgrading coalitions’ operating in the national interest. In contrast, it proposes a ‘detour’ to build domestic capabilities, driven by an upgrading coalition centred on local economic development and livelihoods in the informal economy. This process allowed its upward transition from middle income to high-income status and has drawn the attention of many streams of scholars. More recently, emergent research has improved our understanding of this experience and its policy implications for developing countries (Lee, 2013; 2016; 2019). This paper proposes a review of what this literature has to say about the mechanisms behind the successful path followed by Korea and a discussion of lessons to overcome the middle-income trap. It is argued that latecomers do not limit themselves to follow the path of technological development of the advanced countries and that alternative paths are possible.
