The new focus on responsible research and innovation (RRI) emphasises broader inclusion, increased dialogue, and a focus on societal challenges. The case of RESEARCH2015 in Denmark is one of the first European priority-setting processes to incorporate such criteria. This paper develops a theoretical model to explore how RESEARCH2015 contributes to mutual responsiveness among actors, a main objective of RRI. Studying mutual responsiveness means going beyond the often-stated focus on policy impact to look at the creation of trust, interdependence and mutual understanding among participants. The study finds that mutual responsiveness is an important precondition for priority-setting, but that the process's contribution to mutual responsiveness is limited, due to the limited attention to social impacts. This stream of research has provided valuable insights on the particular generational challenges, the tigers face in implementing successful catching up-strategies. The literature has, however, not paid much systematic attention to generational differences in connection to moving from an imitation-based strategy towards an innovation-based strategy. This is especially the case concerning the entrepreneurial companies. On the basis of the global entrepreneurship monitor (GEM) data, this paper aims at reducing this research gap by conducting an analysis of the generational differences between the tiger economies entrepreneurs in respect to their innovative performance, their inclination to network and the importance of the quality of the network for their innovative performance. Using 11 expert interviews the study evaluates development of cross-national analogies between the different institutional contexts of health systems in Germany, Austria, and Denmark. Telecare is treated as a set of ideas regarding future processes in health and home care services, involving technological solutions, starting to change stakeholders' behaviour, work practices, and social roles. A system-centric framework is proposed to evaluate the interdependencies between telecare, the changing relationships, and the institutional context. Complexity and documentation requirements were identified as major hindrances to the improvement of efficiency and quality of health outcomes in Austria and Germany. On the contrary, in Denmark, governmental guidance supporting patient-centered approaches was found to be driving socially innovative solutions. Transdisciplinary research, especially foresight includes political, cultural, developmental, historic, economic and legal aspects. The present historic analysis draws attention to the issue of the global governance of science, considered here to be of growing importance for the present world development and strategic foresight. Introducing the notions of the global knowledge world and the knowledge society, the author presents the vision of the management of science as an international task and one of the development goals. He analyses the relationship of science and bureaucracy, establishing a kind of systematisation for the decision-making process related to science, most importantly of UN and United Nations Educational, Scientific and Cultural Organization, and of a non-governmental character. Meanwhile, migration and integration policies have been extensively discussed from a variety of perspectives. As a basis for strategic policy-building, this article examines five different actors in the field based on a literature review and practical insights. Finding a consensus was partly supported by an interdisciplinary negotiation game called Surfing Global Change at Graz University and further advanced according to the most recent developments. The article analyses the potential of strategic intelligence for policy-building and emphasises the need for good communication, coordination and networking between relevant actors. The authors suggest several engines of prosperity: economic institutions, political institutions and human rights implemented therein. The hypothesis is developed that only adequate economic and political institutions are able to explain the origins of poverty and prosperity in a country. As a case study on web-based collaborative learning, this article shows at the same time that cooperative communication and review in web platforms can improve academic articles, since it is possible for a wider range of people give valuable inputs. This old perspective relays upon basic causal and deterministic assumptions derived from (neuro)biological and philosophical approaches which are incompatible with the non-linear nature of and the self-organising capability of living systems. We therefore propose a new concept, which explores the two dimensions of information: a causal and a 'non'-causal dimension. It is shown in this contribution, how the 'non'-causal dimension deals with the future, by following a mathematically imaginary dimension, and thereby covering rich phenomenal experiences. We propose a novel system model, which recognises both, the real world and the imagined future world. This model explains the appearance of the stream of human consciousness, enabling our development by enfolding of our potentialities. The paper is written as a programmatic proposal like a 'business plan' or an 'ERASMUS for all' - describing the objectives and then an appropriate possible structure. The second part reports the experiences of the two-dozen informal feedback group discussions with young people. Overall, the proposal of a multiculturally designed Citizen Service is welcomed by most young people; they, however, need moderate financial support. Formulating a structural design is an exercise, which could give the impetus for a new foundation for European identity building, for multicultural understanding and pan-national cohesion. This article aims to encourage discussion about how to structure and organise inter-national groups for cooperation on partially very difficult tasks. Multicultural education can happen while learning 'on the job'; young people travelling in different European countries in pursuit of a common task means practical education, thereby appropriately reflecting the common challenge of our century.
