The author methodically and consistently cites analytical, historical facts proving an indirect and direct impact on the foreign policy of countries. The relevance of the article is due to the high significance and influence of non-state actors on world politics nowdays. The author points out that the political course of the leadership of the United States from the second half of the 20th century was focused on more active inclusion of the country in international politics and the rejection of isolationism, which was primarily reflected in the departure from the postulates of the Monroe Doctrine and the entry of the United States into the First World War. This, in turn, had a great influence on the development of public diplomacy in the United States as a tool to promote the interests of the country, the creation of the necessary information support for foreign policy actions of the state, as well as a favorable image of the United States in other countries. Thus it required the active involvement of the leading US universities in US public diplomacy, as well as the creation of new non-state institutions.","PeriodicalId":34723,"journal":{"name":"RUDN Journal of World History","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2020-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48001726","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The author plans to make an in-depth analysis of the political formation of the different empires which have succeeded each other in this vast West African space which nowadays shelters the current republics of Mali and Mauritania in particular and in general throughout other West African countries (Guinea, Senegal, Ivory Coast, Gambia, Burkina Faso, Niger). The largest and most famous empires that appeared on the territory of what is now Mali is called the Ghana Empire in the 9th century and was succeeded by the Mali or Mandé Empire in the 13th century. The influence of these empires throughout Africa and the rest of the world shows us a particular interest in understanding over time the notion of the State in Africa before the colonization and destruction of the African political system and its replacement by colonial state with the arrival of Europeans. Today the question of the weakness of the modern or postcolonial state in Africa and Mali poses many questions not only in the concert of nations but also in the academic and university environment. We will try to demonstrate in this article the link between the break in the evolution of the African state and the imposition of the modern European state through the colonial state which is at the root of the backwardness of African countries in terms political, economic and social compared to the rest of the world.","PeriodicalId":34723,"journal":{"name":"RUDN Journal of World History","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2020-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48509456","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The aim of the publication is to analyze on the basis of new sources and materials the ideology and policy of gaitanismo, the international and regional context of the events of 1948, the beginning of the Cold war in the Western hemisphere, connected with the decisions of the IX Panamerican conference in Bogot, the attitude of the US authorities towards Gaitan, the investigation of the murder of the prominent Colombian politician. The author comes to the conclusion that in the situation of the Cold war the USA was the main interested party in the Gaitns elimination. All this time England was maneuvring between the Jewish and the Arab national movements, which also gradually formed their own demands and objectives. The problem was, pursuing British interests was possible through maneuvring only, as support of just one local force was not quite strategically advantageous. Britains official commitment to the Balfour Declaration remained at the core of its policy, however it could not completely ignore the demands of the Arab polutaion of Palestine. Although there were quite a number of British administrators and imperial politicians, who were sympathetic towards the Zionist cause and thus were ready to meet their requests to a certain extent, adherence to the British Middle East interests remained crucial to them. The idea of a Jewish national home (not a state, though) in Palestine did not come into contradiction with the general policy of Great Britain in the Middle East: it was rather its integral part. At the same time implementing the Zionist project had to be in line with it: any relatively radical (from the British administrators point of view) proposals were rejected or postponed indefinitely. Towards the Arabs of Palestine Great Britain was conducting mainly declarative policy without any serious consideration of their problems and grievances, although trying to appease their demands to a certain extent. Even the Arab riots of 1920 and 1921 did not cause a serious change in the British political course in Palestine, although they did contribute to the emergence of Churchills White Paper in 1922, declaring certain concessions to the Arab national movement, which never accepted the document. At the same time British policy in general was neither pro-Zionist, nor pro-Arab: England was pursuing its long-term strategic goals in the Middle East, skillfully utilizing Zionist and Arab national movements to achieve them.","PeriodicalId":34723,"journal":{"name":"RUDN Journal of World History","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2020-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48585182","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The regional space under consideration is characterized by high economic dynamism and active integration processes, including participation of non-regional actors. Particular importance is attached to the positions of the three States on fundamental aspects that have a destructive impact on the development of regional processes. Attention is paid to the conceptualization of the policy of the three States in the waters of this sea. Following consideration of the problems the authors conclude that the intersection of the interests of the three countries in this sea threatens to exacerbate the fragility of the political and strategic landscape of the regional subsystem, registration open, but citizenries order on the space of the SCS. The article notes that the confrontational tone in relations between China, Vietnam and India brings with it many threats, in particular the clash of state interests in the energy plane, the arms race between the three nuclear powers (USA, India, China), which was accompanied by increased military presence of non-regional player (USA) in the region, complicated by territorial and historical conflicts.","PeriodicalId":34723,"journal":{"name":"RUDN Journal of World History","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2020-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42316384","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
