Rogozhina","doi":"10.22363/2312-8127-2020-12-4-338-353","DOIUrl":"https://doi.org/10.22363/2312-8127-2020-12-4-338-353","url":null,"abstract":"The article is devoted to the analysis of the position of the countries of South-East Asia on the construction of security architecture in the region within the framework of the Indo-Pacific region project in the format promoted by the USA. The article examines in detail the factors that determine the attitude of Southeast Asian countries to the American doctrine of free and open Indo-Pacific, which they assess as strategically risky and leading to deformation of the existing security system in the region with the loss of ASEAN (Association of Southeast Asian Nations) its central role in ensuring its stability. The response of the Southeast Asian countries to external challenges was the formation of their own concept Aseans - \"Outlook On The Indo-Pacific, which reflects their views on the nature of the relationship within the emerging community. The author analyzes in detail the content of the ASEAN doctrine, which emphasizes the promotion of economic cooperation between the countries of the Pacific and Indian Oceans, in contrast to the geostrategic orientation of the American concept. Three main areas of cooperation are distinguished - maritime cooperation, the development of connectivity and interaction in achieving the Sustainable Development Goals. Offering such a format for engaging, ASAEN countries proceed from the need to strengthen trust between countries as the most important condition for maintaining peace and order in the region based on the traditional principles of ASEAN. These include: openness, transparency, inclusiveness, rules-based world order anchored on international law, respect for sovereignty, non-interference, equality, mutual trust and respect. ASEANs position remains unchanged in maintaining its central role in the evolution of the regional security architecture. Speaking from the position of multirealism, ASEAN sees a way to overcome the conflict of interests in the region in the context of escalating rivalry between the US and China, in creating a synergistic security system based on mechanisms associated with ASEAN. In the ASEAN concept, India-Pacific Region appears as a region of dialogue and cooperation, rather than competition, open to participation of China in the project. The author comes to the conclusion that such format is justified both from the point of view of strategic interests of the countries of Southeast Asia and the whole region, if the relations within it are based on the principles advocated by ASEAN. However, as the author emphasizes, the project proposed by the Southeast Asian countries raises many questions, the main of which is its feasibility in the context of the emerging split of the region along the axis of US-China rivalry for leadership in Asia. Pankin, Панькин Владимир Александрович","doi":"10.22363/2312-8127-2020-12-2-186-202","DOIUrl":"https://doi.org/10.22363/2312-8127-2020-12-2-186-202","url":null,"abstract":"This article, based on a wide range of sources, primarily of foreign origin (Turkish, English, French and Austrian), examines the issue of an attempt by immigrants from the North Caucasus to integrate into Ottoman society by forming voluntary military units on the eve of and during the years of the Russian-Ottoman war of 1877-1878 The author conducted a study of issues that were practically not studied in domestic and world historiography related to the legislative support of the volunteer movement during the preparation of the armed forces for the expected military conflict with the Russian Empire, the number of formed military units from representatives of the peoples of the North Caucasus, their ethnicity, and command staff and a number of other issues, including uniforms of irregular parts of the Ottoman Empire, weapons and sources staffing. Based on an analysis of the sources available to us, the author concludes that the leadership of the Ottoman Empire is inevitable to seek help from the North Caucasus Muhajir, to form irregular cavalry units from them. It represents the official approach of the republic towards ethnic and religious groups. Though due to actions of the Ottoman Empire, the number of non-Turks in the republic of Turkey already was incomparably small, however their existence could not be ignored. Still Turkey recognizes only three minorities (Greeks, Armenians, and Jews) and for decades adopted the strategy of regarding all minority persons other than Greeks, Armenians, and Jews as Turks. Ethnic variety was considered a threat to territorial integrity of Turkey. Every action was directed to create a unitary nation-state suppressing ethnic identities of non-Turks. What are the factors which enhanced the bilateral political and economic relations between Ethiopia and China? What are the arguments raised by different scholars about Ethiopia and China relations? There are a number of factors that contributed to the growth of bilateral relations. Ethiopia needs China for economic assistance; as an alternative source to the west and China’s development is generally considered as a role model for Ethiopia to follow. China also supports Ethiopia on different international issues. On the part of China, there are also several factors egging China to look towards Ethiopia especially in terms of Ethiopia’s strategic importance and market potential. Ethiopia could be a commercial launch pad for Chinese companies and China is also getting diplomatic support from Ethiopia for its policy on Taiwan among others. There are also common factors both from Ethiopia and China’s side which enhanced the bilateral relations. However, there are many arguments raised following Chinese deep engagement to Ethiopia. The fight against corruption is an integral part of the existence of the state apparatus of any country. The solution of any business practice with the help of “gifts” has always been a normal practice in the countries of the South-East Asia. After winning the independence, the Indonesian authorities were paying serious attention to the fight against corruption. Since 1958, on the initiative of the President Sukarno in Indonesia, for the first time, a special body to combat corruption, named “the Committee for the Correction of the State Apparatus” was created. After the transfer of power from President Sukarno to General Suharto, the corruption in Indonesia reached unprecedented proportions. Contrary to the periodization of the study of the ecological relations between the states in the second half of the 19th century, the earlier common grounds between the Russian side and the German side, related to the period of existence of the Holy Roman Empire and the Russian Empire, are in focus of attention. A number of ancient legal acts, including Russian chronicles such as the “Russkaya Pravda” and German local resolutions in the field of forest exploitation, are analyzed. A breach between the appearance and the borrowing of the experience in Russia is confronted. The sequence, the main stages and the nature of interstate interaction of Russia and Germany in the sphere of protection of forests and natural resources were unveiled during the research. The study concluded that the strengthening of the partnership between Russia and Germany in the field of environmental protection will have a positive impact on the Russian environmental situation. In the fi rst half of XX century Egypt entered an important period of its history. As one of the fi rst formally independent Arab States, Egypt continued to struggle for full sovereignty from the United Kingdom while seeking to establish itself as a regional leader. In this regard, the leading thinkers of Egypt tried to determine the place of their country in the world and fi nd the most acceptable ideology for it, which could also rally other Arab, Muslim, Asian and African countries around Egypt. The article touched upon four concepts that were developed during the interwar period and infl uenced the further development of public thought in Egypt. Some thinkers have tried to develop a model of secular pan-Arabism based on the ideas of al-Kawakibi and al-Husri. For these authors, Egypt was an integral part of the Arab world and the core of its possible unifi cation. The second concept was related to pan-Islamism: developing the ideas of al-Afghani, the ideologues of this direction interpreted Egypt primarily as a Muslim country and part of the Dar al-Islam . For example, “Muslim Brotherhood” belonged to this group. The third concept is associated with the comprehension of the identity of Egypt through the idea of “pharaonism” and “ tamsir ” modern Egyptians declared heirs of the ancient Egyptian civilization. The fourth concept, conventionally named Eastern Idea or Easternism , was founded on the opposition of all the countries of the East to Western countries. The aim of the research was to surround the causes of the uprising, the reaction of British establishment and press, as well as the leader of the South African Union. Based on a number of sources, are shown the history of the issue and the driving forces of the rebels. The article contains an indication of both the traditional factors of the strike, characteristic of the industry of the fi rst half of XX, and the specifi c features of South Africa that aff ected the uprising. The author paid attention to the way of analyzing by the British press the causes of the uprising, and how various publications appreciate it, depending on their ideology. The Romans embraced the principles of spatial thinking from the Etruscans inherited from them also ritual. In ancient traditions, it is this ritual which have obscured the main ideas on division of space. Reconstruction of the heavenly temple on earth made by the priest largely depended on his individual perception of this task. Adapting the projection of the celestial temple to the spatial division, the Romans gradually began to get rid of the undefined elements of the ritual. Now it was focused on conducting of the principal axes, namely on their orientation towards the four cardinal points. First one held the line designating the East-West, then the perpendicular line North-South. Thus was created the cross of divisors with confined spaces, i.e. coordinate system. The main element of the theory of the Roman spatial division was the limit - a straight line, just held on geographical areas. All limits (main and parallel) precisely defined section of land. In practice, the Roman surveyors carefully spaced and accurately divided areas with limits. Comprehensive archaeological research of the monuments of Kesken-kujuk-kala, Khodja-kazgan 3, Kyz-Molla, Zangarkala, Sarlitam-kala, Saikuduk-kala, Asanas, Khoja-Kazgan 1, Jan-kala (Jend), Murzaly, Kzay, Uigarak , Irkibay, Kum-kala 2, Martyk, Kos-tobe, Beshtam-kala and others on the whole confirms the information of written sources that two cultural traditions coexisted on the territory of the Eastern Aral region - sedentary and nomadic.
