This research is essential since government institutions have to improve the quality of public services continuously. The research approach utilized in this study was quantitative research, with the sampling technique being saturated sampling by 42 respondents. Data analysis used multiple linear regression, including F-test, t-test, and determination-coefficients by using SPSS software. The results show a significant effect of individual characteristics and career development on public services quality. Individual characteristics and career development affect public services quality both simultaneously and partially. Individual characteristic is the dominant variable. Based on the finding, the individual characteristics of an employee and career development will improve the public services quality. The implication of this study indicates that government institutions need to provide opportunities for employees in self-development activities such as training and short course. The limitations of this study are still using two independent variables. Therefore, future research can append other variables, such as mediation or moderation variables.\u0000 \u0000Abstrak\u0000Penelitian ini bertujuan untuk mengetahui pengaruh karakteristik individu dan pengembangan karir pegawai terhadap kualitas pelayanan publik. Penelitian ini juga menguji variabel yang paling dominan mempengaruhi kualitas pelayanan publik. Sebagaimana diketahui bahwa instansi pemerintah perlu terus meningkatkan kualitas layanan publiknya kepada masyarakat. Pendekatan penelitian yang digunakan aalah penelitian kuantitatif. Teknik sampling menggunakan teknik sampel jenuh dengan jumlah responden sebanyak 42 orang. Analisis data menggunakan regresi linier berganda, dengan melakukan uji statistik berupa uji-F, uji-t, dan koefisien determinasi. Proses analisis data dilakukan menggunakan bantuan program SPSS. Hasil analisis menunjukkan bahwa karakteristik individu dan pengembangan karir memiliki pengaruh terhadap kualitas pelayanan publik. Karakteristik individu dan pengembangan karir mempengaruhi kualitas layanan publik baik secara parsial maupun secara bersama-sama. Karakteristik individu merupakan variabel yang paling berpengaruh. Berdasarkan hasil penelitian menunjukkan bahwa karakteristik individu yang terdapat pada seorang pegawai dan juga pengembangan karir akan mampu meningkatkan kualitas pelayanan publik yang diberikannya di instansi pegawai tersebut bekerja. Implikasi dari penelitian ini menunjukkan perlunya lembaga pemerintah untuk memberikan kesempatan bagi pegawai dalam mengikuti kegiatan pengembangan diri seperti diklat dan bimtek. This study is vital since the government institutions still lack attention to fulfilling the rights of persons with disabilities. In accordance with the mandate of Law Number. 25 of 2009 concerning Public Services, public service providers are obliged to provide special facilities and infrastructure for special needs groups without any additional charge. The research method used in this research is descriptive qualitative by analyzing the existing literature (library research). Then data collection through field observations (observations), interviews, and other library sources. This study tries to look at the completeness of special facilities and infrastructure for people with special needs that are provided by recommending twenty-two standards for infrastructure intended for “people with special needs”. Some public service providers relatively have almost met the standards. However, there are also public service providers which still need to be encouraged to meet these standards. It is necessary to have the political will of regional leaders to prioritize the provision of facilities and infrastructure to support public services for people with special needs. Amid limited regional resources, prioritizing the stages of fulfilment (road map) of these special facilities needs to be prepared, and partnerships also collaborations with other strategic partners can be developed to help meet these special service standards. There are limitations in this research: only three public service providers are the locus of the study, including hospitals, the Department of Population and Civil Registration, and the Department of Investment and the One-Stop Service, so that it does not represent the condition of public services in a city.\u0000 \u0000Abstrak\u0000Tujuan penelitian ini adalah untuk menganalisis sejauh mana pemenuhan hak-hak kelompok berkebutuhan khusus telah diimplementasikan dan memberikan rekomendasi terkait dengan sarana-prasarana tambahan di luar peraturan Kementerian PANRB Nomor 17 Tahun 2017. Penelitian ini penting untuk dilakukan karena masih kurangnya perhatian lembaga pemerintah dalam hal pemenuhan hak-hak penyandang disabilitas. Sesuai pasal 29 UU No. 25 Tahun 2009 bahwa penyelenggara pelayanan publik berkewajiban menyediakan sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus tanpa pembebanan biaya tambahan. The urgency of this study is to explain to what extent policies between the Local Governments and the Central Government are in sync. This research uses legal research methods. Primary data includes statutory regulations, especially the Law on Health quarantine and secondary data such as previous research, expert opinion, and other relevant document data. This study concludes that the East Java Provincial Government and the Central Government have a synergy in dealing with Covid-19 in Indonesia. However, neither the legal products that are produced nor policies that are political in nature do not conflict with one another.  ABSTRAKPenelitian ini bertujuan untuk mengkaji sinergitas kebijakan antara Pemerintah Provinsi Jawa Timur dengan Pemerintah Pusat dan dalam menghadapi Covid-19. Urgensi penelitian ini adalah menjelaskan sejauhmana kebijakan antara Pemerintah Pusat dan Pemerintah Daerah sinkron. Penelitian ini menggunakan metode penelitian hukum. Data primer mencakup peraturan perundang-undangan terutama Undang-undang tentang karantina Kesehatan dan data sekunder seperti penelitian terdahulu, pendapat para pakar, dan data dokumen lain yang relevan. Kajian ini menyimpulkan bahwa Pemerintah Provinsi Jawa Timur maupun Pemerintah Pusat memiliki sinergi dalam menangani Covid-19 di Indonesia. This study was conducted in Unesa during the Covid-19 pandemic, from March to October 2020. This study was designed as a population study, namely research using all populations as samples that included all Unesa lecturers and administration staffs. The data were collected using open and closed questionnaires with the respondents from lecturers, Head of Subdivisions, and students. The obtained data were analyzed using quantitative descriptive analysis with narrative explanation. The data portrayed the following conclusions: (1) In coping with the Unesa administration staffs’ performance based on the Head’s evaluation, the Head of Subdivision gave excellent appreciation with a mean score of 3.31; (2) In accordance with the Unesa administration staff’s performance based on student assessment, the students gave a very good score with a mean score of 3.21; (3) Student assessment of lecturer’s performance for each faculty and postgraduate program, the highest planning score was postgraduate with an average score of 3.62 and the lowest score was the Faculty of Sports Science with an average score of 3.27, the highest implementation score was postgraduate with a mean score of 3.61 and the lowest was The Faculty of Sports Science with an average score of 3.2, the highest evaluation score was postgraduate with a score of 3.60 and the lowest was the Faculty of Sports Science with a score of 3.26; (4) based on the self-assessment of lecturer performance, the three biggest problems and constraints were 35.15% of signal problems; 20.78% of problems with costs and limited internet quota; and 12.84% of literacy problems. Three suggestions for improvements for online lectures were 33.87% of requirment to improve Vinesa: 32.80% of assistance with facilities and 8.28% of training/preparation/online lecture manuals. ABSTRAKPenelitian ini bertujuan mendeskripsikan kinerja dosen dan tenaga kependidikan Universitas Negeri Surabaya (Unesa) selama masa Pandemi Covid-19. Penelitian ini dilakukan di Unesa selama pandemi Covid-19 yaitu bulan Maret sampai dengan bulan Oktober 2020. Penelitian ini didesain sebagai penelitian populasi yaitu penelitian dengan menggunakan semua populasi sebagai sampel yaitu semua dosen dan tenaga kependidikan Unesa. Data diambil menggunakan teknik pengambilan data berupa angket terbuka dan tertutup dengan responden dosen, Kepala Sub Bagian dan mahasiswa. Data akan dianalisis dengan analisis deskriptif kuantitatif dengan penjelasan secara narasi. This study used a literature review method to identify, evaluate, and interpret numbers of existing relevant research to a particular field or topic. In the literature review method, there were three main stages namely planning, conducting, and reporting the reviews. The literatures were determined by selecting articles from several academic databases. The increasing number of corruption cases that had been increasingly significant in Indonesia demanded the government to find reliable solutions to address the problems. The application of ebudgeting in budget management could create transparent and reliable public sector services. The results indicated that the bureaucratic structure, resources, communication, and disposition had an important influence on the implementation of e-budgeting. ABSTRAKStudi ini bertujuan untuk mendeskripsikan faktor-faktor yang mempengaruhi implementasi e-budgeting sebagai bagian dari fenomena reformasi akuntansi sektor publik di Indonesia sebagai perwujudan transparansi terhadap pelayanan sektor publik. Penelitian ini menggunakan metode tinjauan literatur yang merupakan cara untuk mengidentifikasi, mengevaluasi, dan menafsirkan penelitian yang telah tersedia dan relevan dengan bidang atau topik tertentu. Dalam metode tinjauan literatur dibagi menjadi 3 tahap utama yaitu planning (perencanaan), conducting (melakukan review) dan reporting (pelaporan). Pencarian literatur daIam peneIitian ini dimuIai dengan memiIih artikeI dari beberapa database akademik. Peningkatan kasus korupsi yang semakin signifikan di Indonesia, menciptakan tuntutan bagi pemerintah agar menemukan solusi yang handal dalam mencegah praktik kotor tersebut. Penerapan teknologi ebudgeting dalam pengelolaan anggaran dapat mewujudkan pelayanan sektor publik yang transparan dan handal. In this Covid-19 pandemic, civil servants’ integrity becomes an observable focus. The Work from Home (WFH) system may highly change the way how they work at home. The research aims at scrutinizing integrity inferences of civil servants during the pandemic. WhatsApp, as an application used by them to communicate, has become a significant medium to observe the patterns. Netnography method is used to observe civil servants’ community behavior on social media. From the inferences observation, it is discovered that they have demonstrated forms of integrity, such as responsibility and professionalism. The civil servants are also getting more solid, helping, and relying on each other. When conflict occurs, they will retain the right principle. On the other hand, some would balance the situation. Consistency and discipline sensed from how civil servants perceiving all-online-formats. To sum up, performing online duties during Work from Home (WFH) has shown forms of integrity among civil servants. ABSTRAKIntegritas merupakan salah satu kompetensi yang harus dimiliki seorang ASN. Dalam situasi pandemi Covid-19, integritas ASN menjadi sebuah fokus yang patut diobservasi. Sistem Work from Home (WFH) mau tidak mau mengubah cara kerja seorang ASN ketika berada di rumah. Tujuan dari penelitian ini untuk mengamati inferensi integritas ASN selama pandemi. WhatsApp, sebagai aplikasi yang digunakan para ASN untuk berkomunikasi menjadi media yang signifikan dalam mengamati pola-pola integritas tersebut. Metode netnografi digunakan untuk mengamati perilaku komunitas ASN pada media sosial. Dalam pengamatan inferensinya, ditemukan bahwa ASN telah menunjukkan bentuk-bentuk integritas seperti, tanggungjawab dan profesionalisme. Para ASN juga semakin solid, saling membantu, dan mengandalkan satu sama lain. Setiap sebuah konflik terjadi, mereka akan mempertahankan prinsip yang benar. Di sisi lain, ada yang menyeimbangkan situasi. Konsistensi dan kedisiplinan juga terlihat dari bagaimana ASN memandang format serba daring. The purpose of this research is to find out the causes of bottlenecks in the BUMDes program and to provide input for the village government in carrying out the next BUMDes program. This research uses descriptive qualitative research techniques conducted by direct observation, in-depth interviews, and documentation in which the research participants, namely the Village Head, the Village Head Officer, and the core management of BUMDes were selected by purposefull sampling. Testing the correctness of the data using triangulation techniques. The results showed that the non-progress of BUMDes activities that had been launched since the formation of BUMDes management in 2017 was due to human resource issues where the inadequate capacity of understanding and knowledge about BUMDes owned by the Village Head and BUMDes administrators made this program not yet a priority program for the government. Dalam praktiknya, tidak seluruh desa yang masuk kategori “desa sangat tertinggal” dapat disebut daerah terpencil atau desa yang mempunyai kesulitan akses yang tinggi sehingga layak disebut daerah khusus. Ketidaktepatan identifikasi ini menyebabkan problem ketidakadilan dan menimbulkan sejumlah gejolak. Masalah ini akan terus berulang apabila tidak ada perbaikan pengukuran daerah khusus. Menyadari kelemahan penggunaan IDM dalam menentukan “daerah khusus” maka sudah selayaknya mulai dipikirkan parameter  alternatif yang dapat menentukan “daerah khusus” secara lebih obyektif, transparan dan berkeadilan. Berdasarkan kriteria daerah khusus sebagaimana Permendikbud No.,13/2006,  dapat dikonstruksi  suatu indeks yang nantinya dapat digunakan untuk menentukan daerah khusus. Indeks tersebut harus mampu mengukur tingkat kesulitan akses suatu desa. Kesulitan tersebut terutama mencakup dua dimensi strategis yaitu keterjangkauan dan  ketersediaan fasilitas.  Berdasarkan kedua dimensi ini dapat dilihat sejauhmana suatu desa mengalami kesulitan akses. Penentuan “daerah khusus” berdasarkan indeks  yang lebih transparan dan berkeadilan tersebut sudah sangat dibutuhkan untuk mengakhiri kontroversi  tunjangan daerah khusus dan kebijakan pendidikan lain terkait daerah khusus. Aneka kebijakan ini hanya dapat dilaksanakan apabila indeks akses satuan pendidikan sudah dirumuskan dan berfungsi  membantu pemerintah dalam menentukan daerah khusus The use of the Village Development Index (IDM) in determining \"special areas\" is actually quite problematic. Recognizing the weaknesses of the use of IDM in determining \"special regions\", it is appropriate to start thinking about alternative parameters that can determine \"special areas\" more objectively, transparently and fairly. Based on the criteria of special regions as Permendikbud No. 13/2006, an index can be constructed that can later be used to determine special regions. The index must be able to measure the level of difficulty of access to a village. These difficulties mainly cover two strategic dimensions, namely affordability and availability of facilities. Salah satunya adalah motivasi kerja sehingga berdampak pada melemahnya produktivitas kerja pegawai. Padahal pegawai perlu mengembangkan budaya motivasi kerja dalam rangka meningkatkan produktivitas kerjanya. Tujuan penelitian ini menjelaskan pengaruh motivasi kerja terhadap produktivitas kerja pegawai. Penelitian ini menggunakan metode penelitian kuantitatif dengan jenis penelitian asosiatif. Kinerja pemerintah dapat dilihat dari masyarakat dengan kategori ada atau tidaknya suatu pelayanan yang diberikan dan bagaimana cara pemerintah memberikan trobosan-trobosan baru terkait suatu masalah yang ada di wilayah atau daerah. Peningkatan pelayanan publik tercantum dalam kebijakan pelayanan publik sejak tahun 2014 bahwa seluruh instansi pemerintahan baik pusat atau daerah diharapkan membuat suatu ide atau inovasi terhadap kerja pelayanan publik. Hal ini yang akan dibahas mengenai permasalahan yang terjadi di Kota Surabaya terkait kemacetan dan membludaknya transportasi pribadi serta ketidakmauan masyarakat Kota Surabaya untuk menggunakan kendaraan umum menumbuhkan suatu inovasi baru yaitu dengan terciptanya Suroboyo Bus.
