The dengue reported cases in Malaysia were analyzed using the data provided by the Disease Control Division Vector, Ministry of Health Malaysia (MOH) from 2003-2017. As per literature, factors influencing the vulnerability to infectious disease outbreak were identified as population density, urbanization, medical care workforce, medical care infrastructure, public health delivery, safe water and sanitation as well as economic strength. This framework was tested using empirical cases of dengue outbreak in Malaysia. The dataset used was obtained from widely available data (from the Department of Statistics Malaysia (DOSM) and Health Indicator Report by MOH). From 2003-2017, 829, 299 cases have been reported in Malaysia. The highest number was recorded in 2015 (63198, Selangor). The key findings from this assessment included the states with their vulnerability and actual dengue reported cases. The results also concluded that the framework prediction did not match the actual outbreak reported.  Recently in Malaysia, the reported cases have increased steadily in most areas. The surveillance and control strategies should be strengthened especially for areas with the most vulnerable to dengue outbreak without deprioritizing the least vulnerable state. This study focuses on evaluating the performance of the functional positions of Unesa education staff which includes the input dimensions, process dimensions and output dimensions as well as various data needed for structuring and developing the careers of education personnel towards PTNBH. Data was collected through workshops and Focus Group Discussions (FGD), as well as questionnaires. The data analysis technique required is statistical technique with percentages. The results of this study show several things, namely: (1) The Staffing Section of Unesa does not yet have a job description document in accordance with applicable laws and regulations; (2) This study develops 79 instruments detailing certain functional and functional position tasks of general Unesa education personnel; (3) Understanding of the subject in the input dimension in good and excellent condition; (4) The results of mapping in the dimensions of the process and the dimensions of the product are obtained the result that the general functional is better than the particular functional; (5) In general, the general functional education personnel does not have a professional organization and relatively few of them have participated in workshops or training. The study was conducted on public services, especially in the Business Certificate (SKU). With this research, it is hoped that the Nagari Panti Timur government can provide quality services effectively and efficiently in order to achieve public satisfaction. The theory that is used is the public service quality theory with three variables, namely efficiency, responsiveness, and non-partisanship. Data collection methods used are interviews, observation and documentation. Interview informants were selected using purposive sampling method and accidental sampling method. To obtain data validity, researchers triangulated data sources. This study found that the quality of public services at the Wali Nagari Panti Timur Office, especially in making Business Certificates (SKUs) so far has not been carried out well. The three variables, namely efficient, responsive, and non-partisan, have not been fully achieved. During the Covid-19 pandemic, the regional economy received quite severe impacts, including reduced working hours, decreased wages, and a more serious problem was increasing unemployment and the inability to absorb new workers. The research uses a qualitative descriptive method with a research focus on four main components of regional economic development, namely the development of the economic base, institutions, human resource development, and technology development – technology adaptation. Data collection techniques were carried out by interview and document study. Sources of data come from Bappeda, the City Cooperatives and Micro Enterprises Service and the Surabaya City Manpower Service. The results of the study show that locality development by the Surabaya City government in the midst of the COVID-19 pandemic is carried out both physically in the form of facilities and infrastructure and non-physical development by conducting training needed by the community. In general, the institutional aspects are adequate, but their participation is still not as desired. In the aspect of human resource development, the development program is carried out by providing briefings to the community both related to honing skills or briefing on the rights they should get as workers. Aspects of technology adaptation are carried out through the development of the Ecobis System such as the MSME product marketplace. This research was motivated by the fact that during the pandemic, lectures at universities switched to online and required students and lecturers to make quick adaptations that have the potential to impact the quality of education. This study uses a qualitative descriptive method. The focus of the research covers the strategic management process, which includes the phases of environmental observation, strategy formulation, strategy implementation, and evaluation. The research subjects were determined purposively by involving the heads of faculties, departments, and study programs within the FISH Unesa environment. The data analysis technique flow through data collection, data display, data reduction, and concluding. The results showed that the SWOT method was used in the environmental observation phase, specifically identifying the strengths and weaknesses of the institution's internal environment and identifying opportunities and threats to the institution's external factors. At the strategy formulation stage, a lecture strategy was set with the name Limited and Gradual Face-to-Face Lectures (PTMTB). This stage is carried out by preparing the room and health protocols. The implementation of this strategy was carried out starting with a survey via Google Form to students. Not all study programs hold PTMTB depending on the number of students who fill out the Google Form. The faculty carry out the evaluation stage with the Covid-19 Task Force. Based on the findings, several points can be suggested. This Ministerial Regulation stipulates that the priority of using village funds must provide maximum benefit to the village community in the form of improving life quality, increasing welfare, poverty alleviation, and accelerating public services. Unfortunately, the situation of each village is varied, that is, the policy implementation needs further investigation. The present study used a qualitative research method. The focus was the implementation aspects such as the compliance level of the implementor, how routine functions ran, and performance and impact. Data were collected using interviews and policy documents analysis. The findings showed that the Minister's policy could not be fully implemented. Of the four priorities, only three aspects were implemented. The priority that had not been implemented was the program to improve public services. The socio-economic situation of the community was the main reason for the village government to focus more on the first three priorities, namely improving life quality, improving welfare, and alleviating poverty. The external aspect that affected the implementation of this regulation was the budget reduction from the central government due to the impact of the Corona Virus Disease 2019 (Covid-19) Pandemic. This study suggests the need for an in-depth evaluation of prioritizing the use of the village budget by considering the local needs. There is the need for anticipatory steps to deal with force major conditions such as Covid-19 that reduces the amount of village fund allocations and affects the implementation of village programs.\u0000 \u0000Abstrak\u0000Penelitian ini bertujuan untuk menganalisis pelaksanaan Peraturan Menteri Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi Republik Indonesia Nomor 11 tahun 2019 tentang Prioritas Penggunaan Dana Desa tahun 2020, di desa Makartitama dan Desa Ulak Mas, Kecamatan Lahat, Kabupaten Lahat. The Covid-19 pandemic has brought a tremendous impact on the health sector and economic growth in West Java. Policies related to the pandemic handling by West Java Provincial Government in synergy with the Central Government and Regency/City Governments have been carried out intensely and continuously since the beginning of 2020. Various stimuli were carried out by the West Java government to reduce the spread of Covid-19 as well as to recover economic condition in West Java. The wave of Covid-19 has occurred twice, at the end of 2020 and after Eid in 2021. Various policies have been implemented, and after almost one and half years of running, that policy can be evaluated. This research used the qualitative method. Data collection techniques were carried out by collecting secondary data, observation and interviews. The study results showed that the Covid-19 handling policy in West Java Province, apart from organizational, substance and political elements, a crucial element as the driving force for the optimal COVID-19 handling policy was the community support and participation (human society), which had been tested during the crisis. It is proven that currently, West Java Provincial Government can reduce the mortality rate of COVID-19 patients and the occupancy of hospital beds below WHO standards. The limitations of this research only look at the three elements that become the instrument of policy evaluation. The policy recommendations offered are implementing a stimulus program in the form of affirmative policies and program-based budget support in the work to reactivate the real sector and encourage the growth of people's purchasing power and create a communication forum that can promote economic recovery in West Java.\u0000 \u0000Abstrak\u0000Artikel ini membahas evaluasi kebijakan penanganan Covid-19 Pemerintah Provinsi Jawa Barat dengan menitikberatkan kepada aspek organisasi, aspek substansi dan aspek politis dalam penanganan Covid-19 dengan melakukan pemetaan sasaran, faktor pendukung, penghambat dan analisis dampaknya. Pandemi Covid-19 telah membawa dampak yang luarbiasa di sektor kesehatan dan pertumbuhan ekonomi di Jawa Barat. Kebijakan yang dilakukan Pemerintah Provinsi Jawa barat bersinergi dengan Pemerintah Pusat dan Kabupaten/Kota dilakukan secara intens dan berkelanjutan sejak awal tahun 2020. This research is motivated by the lack of response of both central and local governments to implementing gender-responsive budget ideas. This study applied the systematic literature review (SLR) method through three stages: Planning, Conducting and Reporting on research results published over the past five years in five international scientific databases, namely the SAGE Journal, Science Direct, Springer Link, Emerald and Google Scholar. The results showed that the implementation of gender-responsive budgets requires strong support from the government and citizens. The obstacles faced in implementing a gender-responsive budget are weak supporting policies, lack of government commitment, lack of understanding of gender concepts, low political support, and reluctance to change. Then the strategies to overcome these obstacles are: determining the focus of budgeting, strengthening the dimension of communication, strengthening commitments, strengthening the quality of human resources, establishing planning and budgeting sections, and building cooperation with institutions. Since the study applied the systematic literature review (SLR) method, the study has a limitation regarding first-hand data. It suggested further research with first-hand data to find out more detail and contextual information on the implementation of the gender-responsive budgets in respective government institutions.\u0000 \u0000Abstrak\u0000Studi ini bertujuan untuk mengevaluasi pelaksanaan anggaran responsif gender, kendalanya, dan strategi mengatasinya. Penelitian ini dilatarbelakangi oleh kurangnya respon pemerintah baik pusat maupun daerah dalam mengimplementasikan gagasan anggaran yang responsif gender. Penelitian ini menerapkan metode systematic literature review (SLR) melalui tiga tahap: Planning, Conducting dan Reporting terhadap hasil penelitian yang dipublikasikan selama lima tahun terakhir di lima database ilmiah internasional, yaitu SAGE Journal, Science Direct, Springer Link, Emerald dan Google Scholar. Hasil penelitian menunjukkan bahwa implementasi anggaran yang responsif gender membutuhkan dukungan yang kuat dari pemerintah dan masyarakat. Kendala yang dihadapi dalam mengimplementasikan anggaran yang responsif gender adalah lemahnya dukungan kebijakan, kurangnya komitmen pemerintah, kurangnya pemahaman konsep gender, rendahnya dukungan politik, dan keengganan untuk berubah. Kemudian strategi untuk mengatasi kendala tersebut adalah: penentuan fokus penganggaran, penguatan dimensi komunikasi, penguatan komitmen, penguatan kualitas sumber daya manusia, pembentukan seksi perencanaan dan penganggaran, serta membangun kerjasama dengan institusi. There was a negative perception of settlements around the Code river, Yogyakarta. They were considered to cause river water pollution, narrowing of rivers, sedimentation and flooding. Then, the community changed that perception. Together with the Non-Governmental Organization the Center for Civic Engagement & Studies and assisted by several university students, they turned the area into a tourist spot with the name Kampung Lampion Code 18. This is qualitative research with a descriptive method. Data analysis was applied at both the first step (data processing) and the second step (interpretation). The study results indicate that the management of Kampung Lampion Code 18 has tried to apply the principles of good tourism governance. However, its implementation has not been effective. Stakeholder synergy has not been realized, training programs have not been sustainable, the benefits of tourism have not been widely felt, have not encouraged local ownership, and promotion is still minimal. The limitations of this study are that it relies heavily on the researcher's interpretation of the interview data; therefore, the possibility of bias persists. However, this study suggests the need for Good Tourism Governance Principles if the village wants to compete as an alternative tourism destination.\u0000 \u0000Abstrak\u0000Penelitian ini bertujuan untuk memahami secara mendalam penerapan prinsip Good Tourism Governance dalam pengelolaan kampung wisata di kawasan Kampung Lampion Code 18 Kota Yogyakarta. Berawal dari keberadaan permukiman di sekitar sungai Code yang dianggap membawa dampak negative seperti pencemaran air sungai, penyempitan badan sungai, serta erosi, dan sedimentasi yang menyebabkan banjir. Kemudian, masyarakat sekitar sungai Code merubah persepsi tersebut. Bersama dengan Lembaga Swadaya Masyarakat Center for Civic Engagement & Studies dan dibantu oleh beberapa mahasiswa dari berbagai perguruan tinggi, mengubah permukiman di bantaran sungai Code menjadi kawasan wisata dengan nama Kampung Lampion Code 18. Penelitian ini bersifat deskriptif dengan menggunakan pendekatan kualitatif. Analisis data dilakukan dua tahap baik analisis pada langkah permulaan (pengolahan) maupun langkah lanjut (penafsiran). Hasil penelitian menunjukkan bahwa prinsip good tourism governance dalam pengelolaan kampung wisata di kawasan Kampung Lampion Code 18 sudah diterapkan, namun penerapannya belum optimal. Hal tersebut terlihat dari sinergitas pemangku kepentingan belum sepenuhnya terwujud, program pelatihan belum berkelanjutan, manfaat wisata dan kemitraannya belum dirasakan secara luas, belum mendorong kepemilikan lokal, promosi masih minim dan berdiri sendiri-sendiri, serta pedoman monitoring dan evaluasi program masih sederhana. keterbatasan penelitian adalah subjektivitas peneliti.
