This is the most extensive eLearning program for teachers on water environment education in Taiwan. A total of ninety hours of eLearning courses will be offered to the school teachers from 2004 to 2007. The first 30-hour eLearning courses offered in year 2004 attracted 1,576 participants, among which 56% are elementary school teachers. On the other hand, 80% of the participants are 21 to 40 years old. Seventy two percent of the participants joined the program by self-motivation to enrich their own knowledge, while another 25% participated in order to improve their teaching performance. An effective news production system plays an important role in improving workflow efficiency of the production via computer support collaborative work. However, most news production systems developed today target for on-line news Web publishing and usually are tailored to a specific organization. In this paper, we have used the University News at National Chengchi University as a target example to design a generic collaborative news production system with flexible access control. We have formally analyzed and modeled the system requirements with the UML language. In addition, we have adopted an augmented role-based access control mechanism to design a news production system that can easily adapt to organizational changes. The implemented system is used a testbed for experimental news production. A Web-based system (named WebLan-Designer) has been developed at the Auckland University of Technology (AUT) that gives students an interactive, hands-on flexible learning experience in both wired and wireless LAN design. The WebLan-Designer is suitable for classroom use in courses in computer networking at introductory level. The paper describes the architecture and the implementation of the WebLan-Designer and states its potential benefits as an aid both to classroom teaching and to student-centered learning. The model assumes that the software modules are heterogeneous and the transfers of control between modules follow a discrete time Markov process. Moreover, the failure process of an individual module is assumed to be a non-homogeneous Poisson process (NHPP), and the time-dependent behavior of corresponding testing effort is modeled by a logistic distribution. Several recent works propose Lagrangian optimization for finding the optimal retained coefficients for each coded block to achieve the desired bit-rate with minimum distortion. In this paper we extend the Lagrangian optimization procedure by modifying the coefficients prior to dropping them. The rate of Beacon exchange (F/sub E/) and its contents, define the time and nature of the proactive action. Therefore it is very important to optimize these parameters to tune the functional response of the USN. This paper presents a novel F/sub E/ selection model based on load-adaptive optimization of beacon exchange rate for monitoring and proactively reconfiguring the network. The OCDMA techniques can be implemented directly in the optical domain based on ultrashort optical pulse laser sources and the asynchronous operation of OCDMA systems is a very desirable characteristic of any multiplexing technique especially at high data rates. For the performance analysis of the hybrid OCDMA/WDMA system, we calculated the bit error rate (BER) and capacity and compared both situations of synchronous and asynchronous transmission. Further, the system performance improves drastically by increasing the code length (M) and more users with asynchronous multiplexed communications can be provided. As the ratio (D) between OCDMA user's bit duration and WDMA user's bit duration becomes larger, the BER becomes smaller. If the OCDMA data rate is fixed, then when D becomes larger or, equivalently, WDMA date rate becomes larger, the total throughput improves drastically. But, if the WDMA data rate is fixed, then when D becomes larger or, equivalently, OCDMA date rate becomes smaller, the total throughput becomes smaller. This paradigm aims at the development of linguistically and pedagogically competent Web-browsers for autonomous exploration of a second language (L2). We introduce Gymn@zilla, a browser-like application, which converts Web-pages automatically into language lessons. Gymn@zilla combines annotated reading of Web-pages with exploration tools and the possibility to create personal wordlists and practice them in dynamically created exercises. The relevance and potentials of theses components for the acquisition of a second language are discussed. Then different types of collaborative applications are usually applied in order to support group work such as collaborative e-learning. But in spite of being executed to accomplish a common collaboration task, these applications are executed independently without getting any advantage of each other. The integration of such applications would allow them to dynamically combine their different functionalities in a controlled way. In order to achieve integration, we propose LEICA, a loosely-coupled integration environment which allows collaborative applications to interact without loosing their autonomy.
