Different social protection schemes and types of hospital are effectively sealed off from each other: the resulting fragmentation of access to care is at the origin of shortcomings in the social security coverage of the population. {"title":"Pension Reform in the Baltic States: Convergence with 'Europe' or with 'the World'?","authors":"B. This paper examines pension reform in the three countries over the past decade in the light of the “European social model” and the “World Bank model”. Part one seeks to define these two models. It shows how the former emphasizes income adequacy and solidarity while the latter stresses fiscal sustainability, savings and economic growth. Part two looks at reforms made and proposed. Initial reforms involved raising the retirement age and relating benefits more closely to earnings and service. This resulted in the establishment of pension systems similar to those in many European countries. Subsequent reforms involved attempts to shift from a publicly financed, purely “pay-as-you-go” system to one based upon “funding” and private, individual accounts. Such systems have been promoted by the World Bank. The appropriateness of this approach – its high transition costs, potentially high administration costs, and longer-term implications for the relative income status of retired people – is questioned. Part three draws conclusions. Disability refers mainly to a functional limitation in ordinary activity; incapacity for work concerns people who are unable to work because of a medical condition. Although the terms overlap, they are conceptually distinct. People can be disabled without being unable to work, and unable to work without being disabled. Clarifying these distinctions is important for policy: social security benefits for disability are liable to be given on different principles from benefits for incapacity. {"title":"The Colombian Pension System after the Reform of 1994: An Evaluation","authors":"Kristin J. Kleinjans","doi":"10.1111/1468-246X.00148","DOIUrl":"https://doi.org/10.1111/1468-246X.00148","url":null,"abstract":"The Colombian pension reform of 1994 introduced a privately administered defined-contribution programme, which coexists with a reformed public defined-benefit programme. This paper gives an overview of the Colombian pension system and evaluates its performance using four criteria: (1) effectiveness, (2) efficiency, (3) equity, and (4) sustainability, finding evidence of severe shortcomings. Both effective coverage and benefit levels are low, costs in the private programme are high, and there is evidence that insured persons are not fully informed about the actual system. The system is inequitable and the uninsured population bears part of the financial burden. The public programme is financially not sustainable.
