The accountability for continuous improvements in environmental performance must compliment the interests of targeted audiences which can vary by country, geographic regions and stakeholder groups. In addition to addressing the emerging interests of traditional stakeholders (i.e., shareholders, lenders, regulatory and policy makers), businesses are now faced with compiling additional information in response to a growing number of emerging stakeholder groups representing: employees, trade associations, professional institutions, surrounding communities, consumers and citizen action groups. These stakeholders are requesting information in various formats that gauge progress in relation to established goals, commitments and programs. In order to accomplish this, a broad, multi-faceted approach with a dedicated team was employed, with both long and short term objectives. Given the difficulty such programs have had in establishing \"environmental superiority\" in relatively simple product categories, such as bathroom tissue, the attempt to set criteria for environmentally preferable electronics would appear to be premature. To illustrate the difficulties in such an approach, this paper critiques the criteria established for workstation computers under the German Blue Angel program, the oldest and most widely recognized of the national seal programs. An analysis of these criteria from a life-cycle perspective strongly suggests that the Blue Angel criteria fail in their fundamental task of differentiating environmentally superior products. At best, the improvement differentials represented by the Blue Angel criteria represent an insignificant percentage of total expected environmental burdens from the overall system. The goal of our DFE approach is to introduce the EHS issues into the product development process so that these topics, along with other key design parameters, can be proactively addressed as product concepts are developed. To accomplish this objective, we developed tools that are practical, qualitative, and applicable to the broad range of high-performance products that Raychem develops manufactures, and markets for electronics, industrial and telecommunications applications. The methodology has to pertain to both precommercial products and existing, mature products and, above all, consider the EHS needs of the customer. The methodology is also tailored to be compatible with Raychem's Product Design Review Process, a set of procedures and practices used to facilitate the development of a product and verify that all the specified requirements have been met. A cross-functional product development team guides the product through this process. The responsibility of applying the DFE methodology must belong to this team; therefore, the DFE methodology is designed-to be simple and flexible, allowing the product development team to use it effectively and to improve it in the future to ensure buy-in and ownership. Since reducing a product's time to market is so important in today's business arena, the DFE methodology should also accelerate the product development process or, at the very least, not slow it down. Thus our DFE methodology does not require time-consuming studies such as life cycle analysis. Rather than generating new data, qualitative information is used when quantitative information is not available. Technology provides significant opportunities to support the information, analysis, and communication needs that lie at the heart of any LCM program. However, we must begin to move away from piecemeal solutions in addressing these three areas and develop a more integrated information technology strategy for LCM. Off-the-shelf solutions may be appropriate for some of the tasks, and customized or custom-made tools map be required for organization-specific areas. The challenge is to find the correct mix that will optimize the cost-benefit ratio. To be able to optimize, we will need to thoroughly understand the workings of the current or planned life-cycle management system. An essential tool for this integration is workprocess analysis. Through a detailed examination of the what, who, when, and how of LCM business processes; a company can more effectively fit technology into the way people work.
