At the same time, there are differences between them and their incorrect interpretation can lead to incorrect analytical conclusions and, as a result, erroneous conclusions and subsequent losses in the financial and economic activities of a commercial organization. The problem of the theme in relation to ‘credit costs’ is also reflected in the fact that currently special regulatory documents regulating banking activities, such as Federal Law “About the Central Bank of the Russian Federation (Bank of Russia)” and Federal Law “About Banks and Bank Activities” do not contain a decoding of the mentioned concepts of ‘expenses’ or ‘costs’. Moreover, another document that could clarify this issue – the Accounting Regulations “Expenses of the Organization” № 10/99 in paragraph 1 we read: ‘1. This Regulation establishes the rules for the formation in accounting of information on expenses of commercial organizations (except credit and insurance organizations) that are legal entities under the legislation of the Russian Federation.’ In the paper, the author aims to differentiate the concepts of ‘expenses’ and ‘costs’, as well as to clarify and formulate such a concept as ‘credit costs’. The subjects raised by the author could be interesting for external investors, specialists of internal services of a commercial bank analyzing the effectiveness of a credit institution and, of course, the top management of the bank, most interested in both the profitability of its own investments and the formation of further policy of the bank led by them. The theoretical significance of the study lies in the consideration of different approaches to the concept of ‘costs’, the definition of banking instruments that affect the amount of credit costs, their systematization and the allocation of those that, according to the author, can be optimized without reducing the profitability of the credit organization. The need for its formation is determined by the requirements of the labor market, the demand for a new type of ‘knowledge’ worker, as well as the criteria and goals of higher education. Successful formation of critical thinking involves specifying its understanding and highlighting its main characteristics. The main lines of understanding critical thinking are defined: critical thinking in the broad and narrow senses; critical thinking in accordance with ‘frontier’ publications; critical thinking depending on the professional field of study and application. Based on a critical analysis of English-language literature, including review articles, the main approaches to understanding critical thinking are identified and systematized: philosophical, psychological, pedagogical, media. The features of each of the approaches are determined. The philosophical approach is focused on the dominance of the logical component of critical thinking. Within the framework of the philosophical approach, the ideal image of a critical thinker is considered. Accordingly, the specific circumstances of solving the problem, the essence of the problem, and the participants are not taken into account. The psychological approach concentrates on identifying specific operations of critical thinking. It takes into account circumstances, behavior, participants, motives, etc. The pedagogical approach is based on empirical data. It aims to address issues related to the definition of specific methods for teaching critical thinking and ways to check the results. In recent decades, the media approach to understanding and the development of critical thinking has been actively developing. It emphasizes such a component of critical thinking as working with information. It has been determined that the best option for understanding critical thinking is the so-called ‘compromise options’, including the ‘Delphi’ report. It integrates cognitive skills and dispositions. The former includes: interpretation, analysis, evaluation, conclusion, explanation, self-reflection and self-examination. The subject of research is considered in the context of object-oriented ontology from the perspective of understanding the phenomenon of information culture, that, implementing to the space of modern culture, stimulates globalization and heterogeneity, forming ‘cyberspace’ territory that determines heteropolar dynamics of cultural transformation vectors: those which are created by a person, and those which are socially dangerous. The authors interpret the problems of transformations and risks of the formation of the information society cultural space as a dilemma of technologies (regulations) and value meanings of creating culture as a reality of human existence. The article notes the position of object-oriented philosophy and speculative realism in the problem field of philosophical thought and in the theoretical understanding of the socio-cultural aspects of contemporary digital space. The paper also focuses on fixation and comprehension of real and sensory objects as simulacra, foundations and origins of simulation in digital and non-digital cultural space and applications of certain social practices. Cultural space in a rapidly developing information technology society is fundamentally changing its axiological, cognitive and regulative coordinates. The theoretical summary of the successful practice of China’s financial industry and the justification of the importance of urgent reform of the international monetary and financial system, presented in Wang Yongli’s book “China’s Choice in the Global Financial Turbulence” became the basis for this article. An informative translation of the book’s fragments dedicated to the reforms of the international monetary system highlights two areas, i.e. social positioning of monetary finance and reform of the international monetary system. The article analyzes the main issues identified as a result of China’s rapid financial development and determines possible ways to solve them. The purpose of financial development is to serve the real economy, and promote economic development for creating greater economic and social value through the examination of the relationship between the real economy and the virtual economy, the relationship between currency finance and real economy. The authors introduce a model of interaction of aggregate power and international influence of the country: the international influence of the country’s currency finances and its status in the international monetary and financial system. An appeal to various concepts explaining the global expansion of the US dollar leads to the conclusion that the International Monetary Fund (IMF) needs a deep reconstruction. A detailed analysis of the history of the formation, management and reform of the IMF is given, revealing its inconsistency with global development trends. The article shows the role of China after the 2008 financial crisis and the significance of the yuan in the currency basket. The study represents the author’s position on the transformation of special drawing rights (SDRs) into a super-sovereign world currency. The discussion begins with the problem of just access to medical care, which turns out to be tied to the position that the individual occupied during the Soviet era, when in fact his physical body belonged to the State, when his subjectivity also belonged to the State, and his values and interests were represented by the doctor. The moral formula for the patient's actions was medical paternalism, represented by the doctrine of medical deontology. The task of the present time is the formation of autonomy of personality, the ability to realize oneself, where subjectivity is formed as a response to the demands imposed by various biomedical and bioethical practices. The core of this subjectivity is encapsulated in the concept of autonomy, and the rule of free and informed consent is its practical implementation. These questions are rooted in the problem of dignity, which, in turn, is deeply connected to the familiar model of the “other,” in which the doctor, when prescribing treatment, prescribes it not to this particular person, but to a generalized person. The task of philosophical criticism is discussed, which consists in diagnosing the zones of the most glaring discrepancy between our knowledge, skills, moral and legal norms, and philosophical understandings of the new reality. This diagnosis influences the formation of philosophical anthropology of B.G. Yudin, which interprets the borders of the human in human being’ consciousness as “zones of phase transitions”. The idea of transition from a dialogue to a conversation is discussed. Unlike dialogue, conversation is originally multipolar, intermittent and nonlinear, and problemocentric. Despite the fact that its official goal was the further development of the Soviet project among the peoples of the North, in essence, the researchers, in alliance with the authorities, searched for a balance between the mobilization (planned) and market strategies for the development of the Arctic and the North. The purpose of the article is to introduce into wide scientific circulation the results of research in the circumpolar zone of the RSFSR, carried out by ethnosociologists of the Novosibirsk Scientific Center (NSC) from 1982 to 1991 and later. The relevance of this work is brought to life by the desire of the state that emerged in 2010 to use market institutions in the implementation of plans for the development of the polar zone of the Russian Federation. This paper presents materials on the activities of the Regional Interdepartmental Commission for the Coordination of Comprehensive Socio-Economic, Medical, Biological and Linguistic Research on the Problems of the Development of the Peoples of the North, established in 1981 on the basis of the Siberian Branch of the USSR Academy of Sciences. The tasks and functions of the Commission are described in detail. Among the key issues of its activities were the problems of labor and employment of the peoples of Siberia, the preservation of the traditional economy and native language, mass education and access to social benefits, the development of transport infrastructure and quality housing. Although the focus of the Commission’s work remained the study of the situation of the indigenous peoples of the North and Siberia, these problems were considered in a wide range of issues of developing the national economy, gaining access to the social benefits of late socialism in the paradigm of ‘the flourishing and rapprochement of nations’. With the liquidation of the Commission in the early post-Soviet period, researchers focused on studying the consequences of radical market reforms in the interethnic communities of the North of Siberia: the archaization of everyday practices, the decline in the living standards of the population, and the revitalization of ethnic self-organization structures. The treatment of the complex genesis of this figure is connected with the solution of an important question for understanding the phenomenon of Hermeticism: what significance did Hermeticism grant to the mystery component? The problem stems from the structure of the Hermetic Corpus itself, which consists of philosophical texts of Greek origin and esoteric texts dating back to the Egyptian tradition. The history of Hermeticism is traced in the article as the history of the mutual influence of Ancient Egypt and Ancient Greece. Through the figure of Pythagoras I establish a connection between Pythagoreanism, Hermes and Egyptian mysteries. Plato, then, gives an original view of Hermes and Thoth; the next step is a transition to the Hellenistic Egypt, where the two deities were identified. The final step is the first evidence of Hermes Trismegistus and its origin. The article examines the reasons and possibilities for such an identification: the main functions of Hermes and Thoth, which at first glance are identical, present some discrepancies. First, the function of psychopompos: I draw attention to the concept of memory, power upon which is unique to the Greek Hermes; second, the power upon word, logos: while Hermes has the realm of the spoken word, Thoth is associated with the written text and thus magic (magical Egyptian practices are based on the power of the written word). This is an understanding of the problem identified by Orekhovsky P. A. and Razumov V. I. in the journal “Ideas and Ideals” at the end of 2021. The author continues the discussion about the consequences of the spread of “narcissistic culture” in different areas of life. The author of the article studies the problem from the standpoint of a systematic approach. This methodology allows us to see the built-in social changes in the structure of the social system, the stabilizing role of culture as a “supersystem”. Such a methodological position excludes the possibility of criticizing the system from within, being one of its structures. Instead of critical analysis, a humanistic-semantic one is proposed, based on understanding, explanation, prognostication. The methodological complex is built on the combinatorics of the humanistic-semantic, constructivist, systemic approach. The author proves the thesis of the all-penetrating nature and the stabilizing role of culture in modern managerial processes of updating the subsystems of society. The methods of the constructivist approach help to explain the distribution of new social roles. Society is differentiated into reformers (dominant actors) and those who are subject to reform (statistical actors). The theatrical terminology of the dramatic approach explains the playful meaning of social actions. The main game of the reformers is a “mousetrap”. It reveals the ‘pure’ qualities of the initiators of the reforms. The author studies the social roles and the specifics of their distribution in the processes of reformation. The article considers the processes of reforming and reformation. Differences in the meanings, goals and tools of these processes are shown. Reforming is a social process based on the principles of humanism and justice. Reformation is a game which action takes place on the ‘fields of attraction’of discourses. Reformism is defined as a fashion for reform, for novelty, a trend for constant renewal of the structures of the society system. The goal is to receive benefits and advantages from the social position of the reformers. This is a game of dominant actors defending the right to change the rules of the game, access to resources. Reformation does not lead to the solution of social problems, exacerbates the course of socio-cultural processes. The risks from the consequences of reformation are anomie, social changes of a traumatic nature which all relevant actors feel, regardless of their dominance in the ‘fields of attraction’. The system is brought into balance by culture with its system-forming functions that provide normative order. Corporeality is a system of signs applied to the human body. Clothing is the most important part of corporeality constructed by designers. An outfit is an ensemble of clothing elements that is an artistic statement. McQueen was aware of the overload of the body with symbolic meanings. His task as a designer was to construct a fashionable corporeality, which means controlling body parts with vestimental tools - silhouette, material, colour, fit, etc. McQueen’s aesthetic program is problematized through the image of the “strong woman”. The author analyzes the meaning put into the concept by the designer. The loneliness of Alexander McQueen’s women, settled on social points of extremity, correlates little with the usual images of strong women broadcast by contemporary culture. The author hypothesizes that McQueen creates the image of a strong woman through the construction of a “doomed” and “prominent” corporeality, which is most precisely expressed in the concept of “martyr”. By constructing images of strong heroines, McQueen invented a woman who does not undermine the logocentric order, but strengthens it thanks to her flexibility and adaptability to any circumstances. The notion of degeneration is commonly perceived as something that goes hand in hand with Social Darwinism and other trends of evolutionary thought. Evolutionists of the past usually understood degeneration as a reversal to the ancestral condition, and applied this notion to criminals, mentally ill persons and paupers. However, during the pre-Darwinian time, conservative supporters of the biblical literalism took the doctrine of degeneration very differently, construing it as a rival model to evolutionism. According to this model degeneration is a process of gradual descent from the exalted state in which Adam and its progeny were initially created by God. Prominent proponents of the doctrine of degeneration, such as Richard Whately, a Church of England Archbishop, and Nicholas Wiseman, a Catholic cardinal, argued that the primeval man, created by God, was civilized, far from being in a savage condition, called the state of nature by J.J. Rousseau and his disciples. Antievolutionary doctrine of degeneration suggested that the mode of life of modern savages could not be considered as an original one, because primitive tribes had degraded under the impact of harsh climate and other factors. Degenerationists underscored that humans were unable to invent civilization from scratch without help from God. The doctrine of degeneration enjoyed much influence, so that Charles Darwin himself, and other evolutionists, like Robert Chambers and John Lubbock, felt obliged to counter it. Nevertheless, the doctrine still had some support in the religious camp in 1870.
