The pursuit of 'Education for All' will entail engaging with questions of injustice, social justice, equity and participatory democracy. It is thus part of a human-rights approach to education and living, one in which the barriers to the empowerment of all pupils must be removed. It is essential, therefore, that we do not underestimate the serious, complex and contentious nature of the issues involved in the pursuit of inclusive policies and practice. The process will be challenging and disturbing necessitating fundamental changes to the social and economic conditions and relations of a given society. This will include, changes to the values informing the prioritisation and distribution of resources, how society views difference, how schools are organised, how teachers view their work, the styles of their teaching and the nature of the curriculum. This paper will briefly contextualise the analysis within a socio-political framework, explore the essential aspects of a social model of disability, discuss the question of inclusive education and the marketisation of education and, finauy, offer some concluding comments. Prominence will be given to the voices of disabled people and I will discuss the developments within my own society which (hopefully) will act as a stimulus and source of ideas and questions. In both the formulation and presentation of this paper I am reminded of the salutary and insightful statement of Apple (1986) in his discussion of critical analysis. Noble","doi":"10.15057/8363","DOIUrl":"https://doi.org/10.15057/8363","url":null,"abstract":"The paper addresses the question of whether postmodernist theory of the family reflects the emergence of a crisis for the family itself or a crisis in theoretical discourse about it. While family life is undergoing widespread change, this is not a recent phenomenon. If it is claimed that the family has changed to such a degree that it no longer corresponds to what has been identified as the modern form, the argument that it has moved into a postmodern phase should be related to the extent that modernisation has been achieved in the wider society. Material from three contrasted societies, Great Britain, Korea and Guyana, suggests there is no universal and systematic relationship between family change and the degree of modernisation. The characterisation of family life in the late twentieth century as postmodern reflects rather the problem theorists have in presenting an account of continuing change affecting an unstable and cyclical set of relationships. Postmodernism is essentially an issue in the sociology of knowledge rather than a matter of a radical discontinuity in social process. In an unprecedented way it forms a central element of the demographic and cultural changes taking place in the Old Continent, and as yet no-one can foresee the precise consequences. Some, who have a monolithic view of these populations, believe that Islam is now established in a continent which it will in time conquer by means of a birth-ratejihad, thanks to the fertility and the youth of its followers, in the context of an ageing Europe in demographic decline. Others denounce such predictions as racism and xenophobia; they see Islam as one of the peacefully coexisting components of tomorrow's multicultural Europe, the symbol of modernity bringing Europe closer to the model of the United States, where blacks, Iatinos and Asians lay claim to their own specific racial and cultural identity, or at least such is the perception. A third group denies that the variable 'Muslim' has any significance; instead, the problem posed by the populations concerned is linked exclusively with their temporary inferior social situation, just as for example Italian or Polish immigrants met xenophobic exclusion in inter-war France. These three widely-aired viewpoints about the presence of Muslims in Europe fall down mainly because they are based on a considerable degree of ignorance of the concrete situation experienced by the populations in question. Although the Muslim populations in Europe have a certain number of features in common, there are also many differences between them. If we look at France and Britain, the two major north-western European states with the greatest number of Muslims, we can observe significant dissimilarities arising from two sets of factors. First, each country's traditional relationship with its settled immigrant populations (intersecting with the legacy of colonial practice) has pre-constructed a social model of recepr tion (and rejection) which is specific to that society and which the Muslim populations have had to face. On the other hand, the internal structure of these populations and in each case the groups which have achieved overall authority in the expression of their identity and determined the dominant strategy with regard to the surrounding society are not identical in the two countries.
