{"title":"Analysing the Community Development Worker (CDW) Program's Impact in Linking Citizens to Social Grants on Poverty Alleviation: A Case Study of the Western Cape Province of South Africa","authors":"M. Tanga","doi":"10.1080/09766634.2017.1393887","DOIUrl":"https://doi.org/10.1080/09766634.2017.1393887","url":null,"abstract":"ABSTRACT This research study was conducted in order to investigate the extent to which the CDWP has been effective in linking local communities to social grants, which are provided in an endeavour to alleviate poverty. It made use of a mixed methods approach, with both qualitative and quantitative research methods being employed to conduct a case study in the Eden District Municipality. The research sample comprised 250 respondents to a questionnaire and 31 key informants who participated in in-depth interviews. A participatory community development framework was used to conduct the study, owing to its emphasis on achieving equal opportunities, access and participation and sustainable economic and social change. Although it was found that the CDWP played a significant role in linking citizens to social grants, thereby making a positive contribution towards the alleviation of poverty, it was also found that the politicising of the program, a lack of awareness of the program in some areas and a lack of resources to support the programs all hindered its effectiveness. This paper examined the gender dimension of incomes in the informal sector, focusing on individuals who were involved in buying and selling across national borders, referred to as Informal Cross Border Traders (ICBT). From a comparative gender perspective, focus was on whether the stated activities were raising incomes of those participating above the poverty datum line. Poverty reduction was considered to have occurred when the informal sector activities had improved their incomes. Surveys were conducted using the questionnaire to collect primary data. Secondary information was obtained from documentary searches at institutions and the internet. While the paper showed that ICBT improved incomes of participants, however men financially benefited more than women. The analysis also focuses on the relationship between naming and certain aspects of life that influence naming. This includes the birth names, religion, family conditions and frictions between family members, commemorative names, natural phenomena and influence by political struggles. The study further investigates how days of the week, names of the months and marriage contributes towards naming. The personal names are analysed, specifically how they are grammatically formed by considering the number of syllables, semantic, morphological, double, contradictory markings and unmarked names. The personal names appear to be in polarity of short and long, positive and negative meanings, simple and compound, ideal and real. The escalation of divorce rate in Thohoyandou provoked the researchers to venture into a qualitative inquiry on the major causes of divorce in an attempt to answer frequently asked questions. Snowball sampling technique which overlooks probability theory was embraced and information was gathered through the use of an interview schedule. Data was analyzed using phenomenology analysis. Results shows affective dimensions of their marriage relationship, which encompass marital infidelity, lack of communication, parental intervention, prolonged distance between couples, and violence as the causes of divorce. In South Africa, it is not only the Department of Education that is involved in ECD, Department of Health (DoH) and Department of Social Development (DSD) are also involved. As a result, there is no uniformity in the implementation of ECD policy. The involvement of various departments in ECD centres results in the fragmented structure of ECD provisioning. This is because different departments render uncoordinated services for ECD policy implementation. Moreover, this has resulted to the funding inconsistency by the different provinces. The literature reviewed revealed that the educators experience various challenges in implementing ECD policies.
