These minimization and projection procedures are used iteratively in this method. The basic concept of this method and the constructed algorithm are shown in this paper. In computer simulation results, it is shown that the cost function decreased monotonically. This stable property was seen even when the support constraint was not used. However, this algorithm needs a lot of iterations for the convergence to the true image to be retrieved, and is sometimes suffered from the stagnation problem. Hence it is, computationally, much simpler than maximum likelihood method which involves highly non-linear multidimensional optimization. Most conventional rate control algorithms utilize some information available only at the encoder, thus, it cannot be applied directly in the scalable video coders since the actual bit allocation should be performed after the encoding phase. We modify the rate-distortion (R-D) function and propose a new rate control algorithm based on the modified R-D function, which uses only the pre-decoder side information. In addition, since large PSNR variation results in noticeable visual artifacts at low PSNR frames, we propose a novel distortion flattening technique to reduce the variance of PSNR curve and to improve the performance of low PSNR frames. Our approach combines a color-based skin detection technique, a face candidate selection scheme using a geometric face model and color-based eye detection, and a face/nonface classification method based on the naive Bayes model. The proposed approach eliminates the computation-intensive step of window-scanning commonly adopted in holistic face detection approaches. The proposed optimum signature sequences are constructed by using the iterative technique. The set of optimum signature sequences minimizes the total squared correlations (TSC). They form the set of orthogonal signature sequences when the number of users are less than or equal to processing gain and the set which satisfy the TSC bound equality, otherwise. Our proposed optimum signature sequence outperforms other known families of signature sequences such as the Hadamard Walsh code.
