It is explored the process of formation and implementation of the US initiatives to\u0000limit naval weapons before and during the Washington Peace Conference of 1921–1922.\u0000The role of the USA in the settlement of foreign policy contradictions between the leading\u0000countries of the world in the early 20-ies of the XX century is analyzed.\u0000In the early 20’s of the XX century there have been some changes in the international\u0000relations system and the role of the USA in it. Despite the isolation stance taken by\u0000Washington, the White House continues its policy of «open doors» and «equal opportunities»,\u0000promoting the elimination of unequal agreements between foreign countries with China,\u0000and attempts to influence the position of European countries and Japan in the naval contest\u0000issues and limitation of naval weapons. Taking full advantages, which were giving the\u0000United States’ the richest country and world creditor status, the US Department of State\u0000has stepped up its US impact in the Asia-Pacific region. The new Republican administration\u0000succeeded in offsetting the failures of the Paris Decisions of 1919–1920 and began to\u0000 СУМСЬКА СТАРОВИНА 2019 №LIV 75\u0000construct a new model of international relations in which the United States would occupy a\u0000leading position. The success of US diplomacy at the Washington Peace Conference of 1921–\u00001922 contributed to this. However, the conflict between the former allies within the Entente\u0000was only smoothed out and not settled. The latter has led to increasing US capital expansion\u0000into Europe due to the significant economic growth in the country.\u0000Despite the fact that the Republicans’ achievements in US foreign policy on local\u0000issues have been much more specific than trying to solve the problem of a new system of\u0000international relations globally, these achievements have been rather relative. The role of the Russian factor, which became decisive in the foreign policy reversal of the Yanukovych regime, has been revealed. The importance of Viktor Yanukovych’s meeting with Russian President Vladimir Putin on October 27, 2013, in the dramatic change of Ukraine’s international vector has been emphasized. On the basis of diplomats’ memoirs, the assumption about intimidation of the Ukrainian President by the Russian side has been substantiated. The timeline of the preparation of the 2013 Vilnius Summit, the position of EU structures and the attempts of the fourth President of Ukraine to win time to trade with the Russians have been reproduced. The thesis about the Donetsk clan’s attempts to prepare public opinion for a 180 degree turn in late October - early November 2013 has been presented. For this purpose, demonstration meetings were organized with representatives of Ukrainian business and trade\u0000unions, who called for revision of plans for European integration on their own initiative. The main role in manipulating public opinion rested on the government of Mykola Azarov and the Verkhovna Rada, which had a majority coalition led by the Party of Regions. Instead, Viktor Yanukovych continued his European integration rhetoric and reiterated to Western partners his own willingness to sign the Association Agreement between Ukraine and the EU. On November 21, the real position of the ruling elite was made available to the Cabinet of Ministers of Ukraine. According to it, the process of preparation for the signing of the Association Agreement was suspended, the proposal was made for the trilateral Ukraine-EU-Russia negotiations, and the ministries were tasked with developing measures to maintain economic ties with the CIS countries. The decision was rejected by European partners and led to Yanukovych’s attempts to find other ways to thwart the signing of the Agreement. It has been proved that this role was played by Yanukovych’s requirements for financial assistance from the EU amounting to about 160 billion euros, which aimed to prevent the signing of the Association Agreement.\u0000Key words: Viktor Yanukovych, association of Ukraine with the EU, эYulia Tymoshenko,\u0000European integration, Pat Cox, Alexander Kwasniewski, Vladimir Putin.

The author states the topical nature of this issue since the historical heritage of Richelieu is one of those components that are among the most significant elements of the concept of "world order" in its historical interpretation.\u0000The author emphasizes that Kissinger's assessments are stable and consistent. Therefore, for example, in an interview in the 70s of the XX century, he distanced himself from the influence of Machiavelli's ideas on his scientific concepts. Then, in his scientific works of the later period, primarily in «Diplomacy» and «World Order», he systematized in a more precise form his own interpretation of Richelieu's foreign policy legacy, tying his assessments to the concept of a "long-term strategic concept", and not in the spirit of Machiavelli to the concept "manipulation of political power".\u0000The author of the article draws attention to the correctness of the key aspects of Kissinger's interpretation, and the stability of his assessments, reflecting the conceptual integrity of the author's concept of the American researcher in this matter.

Kennedy on China in September 1961 - November 1963. The reasons, course and consequences of the intensification of Washington's foreign policy strategy on China during the investigated period are described. There is analyzed the practical implementation of the foreign policy initiatives of the administration of the President of the United States John F. Kennedy on communist China in September 1961 - November 1963. The role of various groups in the American establishment in the process of implementing the Chinese policy of the US Presidential Administration J.F. Kennedy in September 1961 - November 1963 is studied. The victory of J.F. Kennedy in the presidential election in 1960 was accompanied by a series of changes in the system of geopolitical and military priorities of the United States. The new administration's more realistic approach to China was due primarily to the fact that Beijing, which renounced its alliances and claimed the role of a «third force», was a weak player in the international arena and therefore minor, insignificant deviations from traditional policies of «containment and isolation» seemed acceptable. Moreover, the policy of «isolation» did not justify itself, as China has intensified its foreign policy, established relations with many countries, including the US allies. Gradually, the number of states that supported China's demands for a seat in the UN grew, which created a real prospect for broad recognition of communist China. A number of objective and subjective factors prevented the administration of the 35th President of the United States, John Fitzgerald Kennedy, from fulfilling his election promises to China and radically changing Washington's Chinese policy. Communist China continued to be recognized as a powerful factor in the US-Soviet dialogue. However, the significant influence on the formation of the US foreign policy of Chiang Kai-shek and the Chinese lobby, which advocated the preservation of the Eisenhower-Dulles line, significantly limited the activities of supporters of the softening of US-China relations. Eventually, this led to the fact that in 1961-1963, the Chinese strategy of the administration of the US President J.F. Kennedy will be zigzagged, as foreign policy actions were often spontaneous and dependent on various factors. In a strategic context, Washington's policy toward China remained hereditary and unchanged: relations with Beijing were confrontational, and Taipei continued to receive support from the White House. Meanwhile, it is in the last months of John F. Kennedy's presidency that there is a growing trend that will lead to a transformation of the US foreign policy toward China from «containment with isolation» to «containment without isolation». That is why J.F. Kennedy, who did not rule out the possibility of changing China's US policy, saw in his own practical actions toward China at the

To solve this problem, documents of the middle of the 17th - 18th centuries were involved in which there are references to this road. Mostly these are legal documents related to the receipt of land plots of the first settlers in the territory of Slobozhanshchina. An important landmark Sagaidachnyj road is often found in defining the boundaries and location of the land. In addition, a previously unknown plan of the city of Aleshnya was recently introduced into scientific circulation, on which this road is clearly indicated. This made it possible with a high degree of probability to localize its location in the 17th - 18th centuries on the ground. To determine the places of crossings, the data contained in the documents related to the organization of the border service of the Moscow kingdom at the end of the 16th - 17th centuries were used.
