Traditionally, the program was composed of theory lectures about disaster medical assistance, and also a table-top simulation. Under COVID-19 (coronavirus disease-2019) restrictions, any type of meeting or training program, at any administrative agency, was restricted under South Korean social distancing guidelines. Therefore, most meetings, education or training programs have been conducted online. These education programs are quite different to face-to-face education programs. Also, the education program must include simulation training, as it is an important course component. Recently, we conducted a survey enquiring about the general characteristics and experiences of online education for trainees. Similarly, we also analyzed the results of our first online education program so as to develop new and optimal online education programs for staff. This study examined the Korean government's initial response to COVID-19 and the ongoing crisis management process through a 5-step information process. The five-step information process looks at (1) the process of gathering information about COVID-19. (2) Look through the process of analyzing the collected information. (3) The status of information sharing among the responding organizations was checked, and (4) Infectious disease information was investigated how transparent, accurate, and timely information was disclosed. (5) The government continuously updated information and looked for management measures. By analyzing 567,230 civic queries from 2007 to 2016 on the civic participation platform of the smart city of Namyangju, Korea, this study investigates sustainable development in a city to enable a citizen-centric plan to implement a smart city that satisfies the demands of the residents. By examining long-tail phenomena in big data on civil opinions collected through telephone and the internet, this research specifies citizen demand. Using an econometric demand-forecasting approach, it provides scientific evidence for policies to meet citizens’ demands. The purpose of this study is to analyze the safety management plans stipulated by individual central administrative agencies in accordance with the relevant laws and regulations, and to derive the problems and improvement of the plans. As a result of the investigation of a total of 272 major safety-related laws and regulations, this study suggested improvement measures.
