The design used VC to develop software, used the DirectInput of DirectX to realize handle control, used the DirectShow of DirectX to realize video display. Firstly, db4wavelet is used to decompose the signal which is reconstructed according to different signal contained in different layers of component after compulsory denoising. The reconstructed signal is then transformed into analytical signal by Hilbert transform, and negative frequency components are eliminated. Finally, analytical signal is analyzed by Wigner-Ville distribution, and the parameters of s1 and s2 are obtained. Therefore the accuracy of detection is heavily based on the exact acquirement of background. This work presents a technique for dynamic background reconstruction. The course of it is shown as follow: first of all, Pixel of background is detected by using T distribution which is used to eliminate the effect of noise. During the processing the variance of camera is not needed. Then we reconstruct a frame of background which doesn't contain any moving objects by integrating of several frames of image. And when we detect vehicle in the latter, we update the background at the same time, resulting from changing of background gradually with time going. In the field of software engineering, it is also a very challenging topic. Miscalculated software effort in the early phase might cause a serious consequence. It not only effects the schedule, but also increases the cost price. It might cause a huge deficit. Because all of the different software development team has it is own way to calculate the software effort, the factors affecting project development are also varies. In order to solve these problems, this paper proposes a model which combines genetic algorithm (GA) with support vector machines (SVM). We can find the best parameter of SVM regression by the proposed model, and make more accurate prediction. During the research, we test and verify our model by using the historical data in COCOMO, Desharnais, Kemerer, and Albrecht. By constructing Lyapunov functionals and LaSalle invariant principle, we show the global asymptotic stability of the infection-free and infected equilibrium.
