In efforts to create regional tourism, local revenue is a very important factor, where Panorama Villas will become a source of funding from the region itself. Revenue from the tourism sector comes from hotel and restaurant taxes, entertainment taxes and tourist attraction fees in the form of entrance tickets to tourist attractions. It is this tourism sector revenue that will later become one of the additions to regional original income. In this study using a type that is descriptive-quantitative, quantitative is data in the form of numbers, the value can change or be varied. The research applies the analysis of the contribution of tourism taxes and tourism levies in increasing local revenue in Cilegon City. This research uses a normative juridical approach with an analytical study method. Retrieval of data through documents, namely Serang City regional regulations and the results of previous research journals, as well as observations regarding events from various field facts in the research object area as well as literature books on the old Banten religious tourism area in Serang City. In the conclusion of this journal, the authors suggest that related parties, such as local governments and communities, increase awareness and education about good waste management, as well as increase effective law enforcement against violations of waste management in the Banten Lama religious tourism area. The results of the review of Perda No. 9 of 2005, Perda, do not adequately cover all activities as a legal framework in the development of religious tourism in Banten Province. In fact, the bylaw is essentially just a precursor to the Perda related to tourism activities in Banten Province, where religious tourism is only included in the tourism subsector that thrives under the bylaw. Aspects of spatial and regional development related to road infrastructure for tourist attractions can be considered inadequate. The marketing strategy (promotion) of religious tourism through promotional media such as electronic print media and the official website of the Banten Provincial Culture and Tourism Office as well as through cultural events both domestically and abroad, until now PAD from the Religious Tourism sector does not exist because there is no legal umbrella that directly overshadows Religious Tourism. In the future, there needs to be an improvement in Regional Regulation Number 9 of 2005 concerning the Banten Provincial Tourism Development Master Plan because it has been in force for too long and must adjust to the needs of the current era. There needs to be a special regulation that overshadows all needs in the development of Religious Tourism in Banten Province. Meanwhile, Marketing Communication is an inter-social interaction of individuals in terms of benefiting various parties. Marketing in the 5.0 era has increased rapidly, many people have influenced the times. This study discusses how tourism awareness groups increase tourist visitors, the role they play in giving awareness to the public that there are opportunities in tourism. This study uses descriptive qualitative methods with data collection techniques, namely: interviews, observation and documentation. The theory used is AIDA (Attention, Interest, Desire, Action) which is a theory of the purchasing decision-making process or selection that is chosen by potential consumers, the success of a promotion is the presence of potential buyers in choosing products or services, such as promoting Bagedur beach by tourism awareness groups to potential visitors. With good natural resource potential, including many mountains and very large river flows so that there are many natural tourist objects, therefore this research will discuss how the policy for developing natural tourism in Batu Kuwung hot springs as a regional tourist destination in Padarincang sub-district. district based on Regional Regulation of Serang Regency Number 8 of 2014? what are the constraints of the Serang district government in implementing tourism development policies? This study uses a qualitative descriptive method which originates from laws and regulations, books, law journals, and other library materials. The results of this study, that the Tourism Office of Serang Regency is tasked with developing tourism with the aim of increasing the welfare of the community towards natural tourism in the Padarincang sub-district which is good and in accordance with its duties and functions. regarding Regional Regulation Number 8 of 2014.
