This will also be a solution for how the concept of electronic Supply Chain Management (e-SCM) system can be accommodated in the micro-business sector to increase profitability and economic growth. As we understand that micro-business entrepreneurs often find it difficult to survive in the problems of production, capital and business competition. Likewise, the efforts of the government, especially the province of Lampung, are trying to carry out development through equal distribution of electrical energy to areas where the National Cross Border Center (PLBN) is located, such as Mesuji Regency, although it is still unstable and uneven throughout the village. The condition of the lack of electricity supply causes blackouts to occur frequently and in a relatively long period of time. This greatly affects community activities and is no exception in terms of education or at school, especially in the use of technology-based learning media and school administrative matters, such as filling out report cards and so on. Nowadays, filling out report cards must be done through technology-based applications that require electronic equipment such as laptops to use them. The design of the School Solar Panel System (SSPS) is intended in an effort to increase the availability of electricity in supporting teacher professionalism in carrying out learning activities. This is indicated by the improvement of the development process and business. So, many development projects will appear. With the changing world in the industry with e-Government governance, project data is no longer in paper form. With the emergence of data - a lot of companies need to do project management activities in determining the project strategy to be taken so as not to affect the final results in determining the taking of the project. Then do a lot of research on the project data that appears in the construction world. The method used for this research is the C4.5 Algorithm which is one of the modern algorithms for data mining processes. C4.5 algorithm is also called a decision tree (decision tree) which is one of the classification methods with a tree structure representation. The concept is to collect data and be made into a decision tree based on the rules needed to get an outcome. The pattern and results obtained will be used for recommendations in determining which projects the company will take. The values generated using Rapidminer are Accuracy 97.18%, precision 100%, and recall 94.31%. A developed village will have a good impact on people's lives, both from the economy and the welfare of the community. The village head has an important role in running the government in rural areas. One of the indicators for evaluating the success rate of development and prosperity of an area is the success of a village itself so that the village or village has an important role in the process of improving development. With special autonomy regarding village development, the role of the village head becomes central and becomes the driving force for village development. To find out how well the village head is performing, it is necessary to have a breakthrough in measuring the village head's performance index in Pringsewu Regency. In measuring the performance of the Village Head, the criteria and weighting of the Simple Additive Weighting and TOPSIS methods are used. The sample was tested using eighteen villages spread across nine sub regency in the Pringsewu Regency. The application of two methods of decision support systems using Simple Additive Weighting and TOPSIS in measuring the index of Village Heads in Pringsewu Regency can trigger an increase in the performance of village heads to build the villages based on predetermined criteria.
