There is also the inevitable expectation of a hybrid regime to change. This study argues that a hybrid regime can have lasting durability, using the case of Zimbabwe between 1990 and 2018. A hybrid regime conceptual framework is developed by identifying four indicators of hybridity: elections, civil liberties, tutelary interference, and political elite cohesion. The framework is then applied to Zimbabwe. The country shows five diverse variations of hybridity, which are: liberal; competitive illiberal; competitive; illiberal; and military regimes, grouped by the most observable indicators identified in the hybrid regime framework. Thus, hybridity is found to be fluid and varies within the state over a period of 28 years. As is indicated, different timeframes identified in Zimbabwe experienced more, or less, characteristics of democratic rule or authoritarianism, but never a spill-over to new regime representation. Consequently, due to the adjustable and changeable nature of the hybrid regime, transformation into a different system becomes less predictable. The study further identifies five factors that enable the durability of the hybrid regime: lengthy incumbent government; high political elite cohesion; low leadership turnover; a strong statesman; and competitive opposition.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48134969","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

I outline the relevance of both ideal and non-ideal theorising to show their respective roles and importance. This helps me to demonstrate that neither of them should be downplayed, confused with the other, or substituted. Although it appears more attractive to be an idealist than a non-idealist in a theoretical debate on social systems, I show that such a perception is practically inadequate. I then argue that when we deliberate, we presuppose either ideal or non-ideal deliberation. I demonstrate that it is consistent to stick to one deliberative presupposition in the same context, and I show that shifting from one deliberative presupposition to another in the same argument or context, is equivocation. I demonstrate how this kind of equivocation confuses and derails the debate. As a case study, I focus on the debate about consensual democracy in Africa. I seek in this essay to contribute lessons regarding the relationship between ideal and non-ideal theorising to the global project of deliberative democracy.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45632078","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Set against the broader impact of emotions on international relations and the emotional turn in the human and social sciences, this exploratory article focuses on state and non-state anger (as an emotion) in the contemporary era, here defined as the Age of Anger. The unique attributes of this era and states displaying anger are presented. The article concludes with a description and consequences of the behaviour of angry states and the inherent political utility of and dangers associated with anger.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43214627","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Through in-depth interviews, observations and a life histories approach, the daily experiences of the young people selected for participation in this study (between the ages of 13 and 19 years) highlight the shortcomings of the vulnerability and agency lens in capturing the nuances of independent child migrants. I challenge the idea that children are passive, vulnerable and incapable of defining and shaping their migration trajectories without overemphasising their agency. The intention is to show that children are not only passive victims at the mercy of adults, but are also capable aggressors in determining their experiences of migration. To capture this complexity, I coin the concept of “shifting vulnerabilities” and suggest that the vulnerability of the independent child migrants is always shifting and being shifted. These children are involved in social relationships as they make their journey to Johannesburg, which shapes and shifts their vulnerabilities. They meet people who make them feel and react in certain ways, and what they are experiencing are not always feelings of gratitude, but sometimes fear and pain. Even with the odds stacked against them in some of these relationships, the young people are not just docile players in this interaction, but they direct the outcome of these associations in creative ways.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-12-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46061757","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The author shows how these systems evolved and names the main reason for their similarity: the nature of the predominant type of property. In both systems, supreme state property dominated and, in this way, they can be designated as politaristic. Politarism (from the Greek ????????—the power of the majority, that is, in a broad sense, the state, the political system) is formation founded on the state’s supreme ownership of the basic means of production and the work force. Economic relations of politarism generated the corresponding social structure, administrative management, ideological culture, and even similar psychological features in Russian America and the USSR.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"39 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-06-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49004003","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In addition, the relationship between the media and human beings has undergone changes. Human beings have become an instrument of the media, rather than its goal, which is opposite to deontological ethics based on the respect of human dignity. After transition from communicativeness to mediality, one can talk about the mediatization of mind, which consists of the development of new tools: computers (Hudzik, 2018) and technocentrism (Krämer, 1989). The medial turn means that the form is more important than the content, which is reflected in the media aesthetics, also called (after the media turn occurred) the aesthetics of excess. (Lipovecki, Seroa 2013). The author explains the medial turn phenomenon and explores the nature of the corresponding media aesthetics. A descriptive method is used. Given that visual culture is widespread, due to the development of technologies and possibilities of manipulating and using different effects, the focus of media contents is more on the image, which goes in favor of the hypothesis that contemporary society is the society of images, not of the text (Mirzoef, 1983). This is also the main hypothesis in the paper, which is confirmed in the conclusion.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71028360","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

These concepts were tested on the practical case of election of the head of government in the Republic of Srpska. More precisely, introduction of the program and cabinet proposal in the National Assembly of Republic of Srpska by Milorad Dodik, candidate for the president of the Government of Republic of Srpska in November 2006. This was done first through the short introduction and analysis of four aspects of political power - base, means, scope and amount of power, and Galbraith's three types of political power: condign, compensatory, and conditioned power. Based on identified elements and types of power, we defined the crucial questions to be considered in the analysis of individual cases from the political practice. After that, we applied these questions and concepts on concrete case of Milorad Dodik's address to the National Assembly with proposition of his government program and composition. Results of this work show that Dahl's and Galbraith's concepts of political power have explanatory use in the analysis of political practice and processes. However, based on conducted analysis it can be noticed that they are limited because they do not include all elements that can affect political power. It can be concluded that comprehensive analysis of political power is made more difficult by nature of political processes and by their parts that stay secret and beyond reach of research and general public.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71027633","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Associated with a very specific social context, with a clearly established deviation not only from the mainstream of the official, elite art (artistic formalism) but also from the dominant culture and prevailing social values, alternative artistic practices are considered in the context of critical cultural counter-public, which is positioned between the formal and the symbolic powers of the state, on the one hand, and the personal / creative and social freedom of the artist and recipients, on the other hand. In the first part of the paper, we are presented with a general review of the transformations as regards the spheres of artistic creation, reception, and evaluation, which started establishing themselves within Western societies as of the beginning of 20th century, as well as with questioning their most important social functions. Following the existing research and using secondary data sources, the paper continues with an analysis of the underground music scene and lifestyles of young people in Western societies, as well as of those that emerged under the influence of the spread of Western popular culture and art in authoritarian regimes of some Muslim countries in the Middle East, North Africa, and Southeast Asia. Although still sporadic, rather marginalized and regime-controlled, these alternative artistic practices contribute to trans-cultural communication and creative and value synergy, gradually undermining rigid social frameworks and belief systems within different societies (Western and Arab-Islamic) but also between them.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71028197","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A sample of the survey were members of the ruling and opposition parties, who were structured by age, place of residence, political affiliation, and role in local parliaments in six cities in Serbia. Results show a mixture of pre-modern (traditional), modern, and postmodern values, with traditional values still being viable, which could be one of the factors that significantly reduces the process of social transition. Socio-demographic variables and value orientations (autocratic-democratic, traditional-modern), along with the aspects of political culture, determine political behaviour to a large extent. The model of political activism, on which the study is based, is the model of socio-economic status. The results of the research suggest that a new, enhanced model should be proposed, entitled socio-cultural model of political activism.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71028284","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Media coverage of this topic has been conditioned by the need of the public for complete and truthful reporting, and, at the same time, by the need of media to survive in the increasingly saturated media market. The question is whether the race for the most current and intriguing media content endangers fulfillment of obligations related to the protection of interests of minors and obligations stipulated by the law. The aim of this paper is to point to the aspects of reporting on violence against children that could be improved in the future. Therefore, after the introductory considerations about violence against children and media reporting on this topic and after the review of scientific literature in this field, the central part of the paper is devoted to the analysis of media coverage of three Serbian daily papers on violence against children. The author concludes that positive regulations and professional codes are respected, but that reporting does not always serve an educational and preventive purpose, and that the protection of the dignity of victims is not at a satisfactory level at all times.","PeriodicalId":32317,"journal":{"name":"Politeia","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71027519","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
