Apresenta-se neste texto o estudo de caso de duas Zonas Especiais de Interesse Social (ZEIS) situadas no perímetro do PIU Arco Jurubatuba, na zona sul da cidade. As questões que orientaram o trabalho foram: (i) como se deu a participação das comunidades desses territórios populares nas discussões sobre o projeto de intervenção que as afetaria; e (ii) qual o arranjo de governança resultante da proposta, considerando a sobreposição de instrumentos dentro do PIU. Evidencia-se que os arranjos institucionais e os instrumentos selecionados para elaboração e futura implementação do PIU aumentam a complexidade do projeto, a fragmentação do processo e a superficialidade dos procedimentos de participação e legitimação da intervenção. The article presents a case study of two Special Zones of Social Interest (ZEIS) located within the area of the project, in the south zone of the city. Two questions guided the investigation: (i) To what extent did the communities participate in the discussions regarding the proposal? and (ii) What were the governance arrangements that resulted from the proposal, considering the overlap of instruments within the UIP. It is highlighted that the institutional arrangements and the instruments selected for formulating and implementing the UIP increased the complexity of the project, the fragmentation of the process and the superficiality of the procedures for participating and legitimizing the intervention. In order to illustrate our arguments, we have used the example of mining. We then move on to indicate the existing complicity between the construction sector, which involves the practice of architecture, and global capitalism, based on the production of commodities for export. We also demonstrate how belief in the eco-efficiency of 'green' technologies and buildings masks the externalization of socio-environmental impacts generated by hegemonic production processes, such as those that are part of the iron and steel production chain (materials we widely use in civil construction). Para ilustrar nossos argumentos, usamos o exemplo da mineração. Em seguida, apontamos a cumplicidade existente entre o setor construtivo, em que a Arquitetura é praticada, e o capitalismo exportador de commodities. Indicamos ainda que a crença na ecoeficiência das tecnologias e edificações ‘verdes’, na verdade, mascara a externalização dos danos socioambientais gerados pelos processos de produção hegemônicos – como aqueles que compõem a cadeia produtiva do ferro e do aço (materiais que, em boa parte, empregamos na Construção Civil). Based on a literature review, documentary research and data available in the System for Consultations and Decisions on Environmental Licensing Processes from the State Secretariat for the Environment and Sustainable Development (SEMAD) and in the Spatial Data Infrastructure (IDE) of the State Environmental System (SISEMA) The text initially characterizes the institutionalization of environmental policy in Minas Gerais, and then analyzes the recent changes in the state’s environmental licensing. Lastly, the territorial implications are indicated by the advance of the frontier of the mineral sector and the corporate mining territories. A partir de revisão bibliográfica, pesquisa documental e dados disponíveis no Sistema de Consultas e Decisões de Processos de Licenciamento Ambiental da Secretaria de Estado de Meio Ambiente e Desenvolvimento Sustentável (Semad) e na Infraestrutura de Dados Espaciais (IDE) do Sistema Estadual do Meio Ambiente (Sisema) o texto realiza, inicialmente, a caracterização da institucionalização da política ambiental em Minas Gerais. Em seguida, analisa as mudanças recentes do licenciamento ambiental neste estado e, por fim, indica suas implicações territoriais, a partir do avanço da fronteira do setor mineral e dos territórios corporativos da mineração. In this article, we contribute with a critical, updated reading of this fragmentation process of the national space, from an understanding of how the State, infrastructure, finance, and Neoextractivism have been articulated in the capitalist development both in general and in Brazil, thus revealing new dynamics and structures of territorial control and wealth extraction. The narrative is informed by fragments of everyday life that seek to highlight the trends and patterns of broader processes, and which resonate beyond the particular context presented. Three phases in the history of Mingú are analyzed, revealing the continuity between extractivism and neoextractivism and the notion that disasters are not restricted to natural events, isolated in time and space.
