Since Indonesia was independent from Dutch colonialism, corruption eradication in Indonesia can be divided within 3 periods, namely during the old order, the new order and the reform order. However, until now it has not been said to be successful, this can be seen from the order of Indonesia that remains low in the eradication of corruption around the world. The strategies used in this case include institutional hesitant strategies. Because less effective than the necessity to be another, tougher strategy to overcome it. One strategy that fits with Indonesia's current situation and condition is to use a hard and radical strategy, namely determined institutional strategy. By using that strategy, it is intended being able to take systematic and coordinated actions, in order to detect and punish corruptors, while also looking for the cause of corruption. One of the Surabaya City Government public service innovations is the \"6 in 1\" program which includes the management of birth certificates, deaths, marriages, divorces, moving letters of arrival, and moving out online. The purpose of this study is to describe and analyze the innovations of the \"6 in 1\" program by the Surabaya Population and Civil Registry Service office. This type of research used in this research is descriptive with a qualitative approach. From the results of this study, it is found that the components of Governance and Innovation, Sources of The Ideas for Innovation, Innovation Culture, Capabilities and Tools, Objectives Outcomes Drivers and Obstacles, and Collecting Innovation Data for Single Innovations have been running quite well and there are no significant obstacles. To compensate the population growth rate, road infrastructure is required; the choice of infrastructure development as the strategy to improve economic growth makes the toll road development increases very rapidly. This research was intended to analyze, firstly, the improved welfare of the communities around the toll road; secondly, to analyze the top-down toll road development model resulting in the low public participation; and thirdly to find the road toll development model with surrounding community partnership by giving them business access. The analysis method employed was interactive analysis. The result of study showed unimproved welfare of society surrounding Toll Road, Toll Road development as government domain in which no social participation within it, and the community’s very poor access to business. Ekasila is an idea that is inspired by the maritime life of the Indonesian people who is then used as a picture of the real personality of the Indonesian people. This type of research used in this research is descriptive qualitative, while the approach uses a qualitative approach with descriptive methods. The First result show that the acceptance of the Pancasila ideology as the sole ideology of the Indonesian nation does not diminish the values of Ekasila that exist in the life of Indonesian society. Second, the existence of elder community leaders in the community encourages people to continue to practice the values of Ekasila in social life. The success of Madukoro Village is of course accompanied by the efforts of each of its residents, either individually or incorporated into village institutions, farmer groups, and other groups as well as the existence of a network of social relations (networks) between residents known as social capital. The study raised in this research is about social capital with the main objective of analyzing the management and role of social capital of the Madukoro Village community in creating food independence. The method used is a qualitative method with a case study approach. Data collection techniques in the form of FGD, in-depth interviews, observation, and documentation. The results showed that the people of Madukoro Village had long managed and used social capital to create food independence, namely since 1983. During the DMP program implementation process, social capital is managed successfully to achieve the objectives of the DMP program. A figure who has influenced the management of social capital and succeeded in embracing the community is Mr. Gun Haji as the executive leader of the DMP program. The condition of the social capital of the Madukuro Village community experienced extreme dynamics (weakened), after the DMP program ended. This is because Mr. Gun Haji declared retirement, and the community does not have a figure who is able to manage social capital to embrace society.
