In the initial phase, the development was carried out at MTs Salafiyah Syafi'iyah through four stages, namely are needs analysis, Initial product design, Expert validation, and Revision. The advantage of this product development is that provides convenience to students by displaying many addition applicable examples; the updated form of printed textbooks, presentation of material, material content and concept map methods used to develop the textbook of ushul fikih al-Waraqāt. Therefore planning is very necessary and influences the learning process so that it becomes directed and runs in accordance with the expected goals of making students active learning so that learning outcomes can be like. The development of the application of cooperative learning model is produce the Market Share Knowledge (MaSaKo) method, this method as a whole can increase student activity and support the achievement of the learning objectives of Islamic Religious Education. With respect to the research methodology, this study employed a qualitative approach and literature study method. In its implementation, the collected data was then analyzed using a descriptive analysis method. Based on the results of the discussion, in order to rectify the educational paradigm in Indonesia, it should initially change the secularism paradigm that has been fossilized in the world of education into the paradigm of Islam, al-Qur`an, and Tauhid. As a consequence, this paradigm will have implications for the establishment of the conceptualized education system that inevitably also affects the to-be-achieved educational objectives. In order to realize a good education system, there should be integration between the elements of education practitioners which consist of family, mosques/schools/campuses, and society. As a result, those aforementioned objectives will be successfully achieved in the moment when Islamic rules are fully implemented in all aspects of life. There are several factors that affect the quality of education such as the subject of educators, materials and supporting facilities. One of the basic educational institutions that contribute to the quality of education this country is educational institutions in community starting from Kindergarten school. Kindergarten al-Qur'an and early childhood of the Qur'an. The educational institution of the Qur'an today is growing very rapidly but on the other hand has not been directly proportional to the quality produced. This study discusses of Qur'anic educational problems preparing the Qur'anic generation seen from the point of view of management and implementation  education of the Qur'an in institution. Based on the responses and assessments that have been made, it can be concluded that the Islamic Education Module can help and facilitate the teacher in the learning process. During the group discussion activities, there was a tendency that the topic of the issues being discussed expanded so that many did not match the time specified. This study applies the development method of Borg and Gall research. Development design is using the inverted Taba model. The seven steps of the model applied are: first, diagnosing needs; second, formulating goals; third, choose content; fourth, organize content, fifth; choose learning experience, sixth; organize learning experiences, seventh; evaluate.
