A structural theoretical model guides the design of the empirical qualitative study within education, elderly care and water supply in several Swedish municipalities. The comparative analysis shows that, while managers within water supply take control over management and are allowed to do so, managers in education and care are instructed to take personal responsibility when handling goal conflicts and lack of resources. Gendered norms and values inscribed in the type of work seem to be fundamentally integral to management practices, which affect the local manager’s authority and actions. By looking at how planning, organising and execution of elderly care is understood in two Swedish municipalities this paper seeks to contribute to discussions of the ways in which values, preferences and working practices of news media play out in shaping conditions for provision of municipal welfare services. Our findings suggest that we can see the role of media values and preferences as embedded – although in different ways and to varying extent – in three distinct but inter-related processes that influence how actors connected to organisation and provision of municipal welfare services understand and relate to each other. These are: 1) setting the aims, aspirations and priorities in the provision of welfare services (i.e., the what); 2) translating these aims, aspirations and priorities into necessary means, resources and activities (i.e., the how); and 3) explaining and justifying the what and the how to different constituencies (i.e., the why). However, the municipalities are relatively small and increasingly subject to decentralisation of their activities. To compensate for scale disadvantages, a mixture of collaborative activities is pursued in order to build system capacity. Paradoxically, little is known about collaboration among key stakeholders. This article makes a contribution to reducing this knowledge gap by focusing on mid-level managers and municipal departments. This research is empirically underpinned by a cross sectional survey of middle managers in 64 municipalities in Norway (N = 1354) and presents, for the first time, comprehensive data on collaboration across the entire municipal sector. It shows that collaboration does exist among municipalities, but that there is significant variation between sectors and types of collaboration. Furthermore, the classic distinction between locals and cosmopolitans is observed, though also an interesting new group of middle managers - \"glocals\" - who combine local and cosmopolitan orientation. The combination of delegation and entrepreneurial leadership is shown to be particularly important when explaining variation, as delegation creates a greater scope for collaborative management. In the Swedish refugee crisis that began in autumn 2015, numbers became a key analytic tool to comprehend, monitor and communicate the flow of people arriving in the south of the country. This study draws on theory from social studies of quantification, critical accounting and governing practices. It adopts a qualitative approach and investigates calculative practices in three local crisis teams in Malmö, Sweden. These knowledge producing practices are understood as connected to processes of problematisation, with potential implications that are not always considered. In describing and analyzing cases amassed during observations and interviews, the article provides tools to identify, analyze and halt exit spirals. Once a hospital ward finds itself in an exit spiral, employees experience increased workloads, loss of control and discontent. Managers may react with increased rigidity. Instability, discontinuity, and insufficient knowledge transfer are processes sparked by exit spirals. The article suggests that exit spirals can be halted if management recognizes the depth of organizational decline and directs resources to resolve it. The aim is to explore what dimensions of worth exist in pay determination and to analyse the extent to which differences in legitimacy can be explained by organisational position, professional identity and organisational context. Theoretically, the article is influenced by “valuation studies” and the “institutional logics” and “orders of worth” approaches in analysing the existence of multiple dimensions of pay determination. Empirically, the study is based on surveys to employees and managers. The main results are that individual performance is the most legitimate dimension of worth, although job requirements and employee behaviour also have a high level of legitimacy. Formal individual competence and market value have a somewhat lower level of legitimacy, while organisational results is the dimension that has least legitimacy. Thus, the legislation and its implementation must be both sustainable and legitimate in the eyes of the citizenry. We argue that the general elements of legitimate and sustainable online surveillance system can be derived from many international sources, but the crux of the matter is to adjust the general principles into country-specific conditions through well-informed, reasoned and inclusive national legislation preparation and regular follow-up discussions. \u0000We explored how 25 key stakeholders from various fields consider 45 statements on online surveillance at the time of preparation of the intelligence legislation in Finland in 2018. Q-factor analysis arranged the stakeholders in three factors indicating distinctive frames that we named Balancing privacy and security, Protecting human rights and Expanding surveillance powers. With regard to enhancing further public discussion towards the interests of stakeholders, we also detected ambiguous issues, deal-breakers and areas of consensus that can be used for finding common ground in future considerations. Our study contributes particularly to research on online surveillance policy. Falkheimer","doi":"10.58235/sjpa.v26i1.7042","DOIUrl":"https://doi.org/10.58235/sjpa.v26i1.7042","url":null,"abstract":"This article focuses on the importance that municipal schools have, and potentially can have, in counteracting radicalisation in relation to Salafist-Jihadist extremism in Sweden. The purpose of the study is to provide a review of previous research into radicalisation, with a specific focus on the role of schools. In addition to the review, there is a minor qualitative interview study with teachers and experts, which has the aim of creating a dialogue in relation to the research problem. Previous research and the interviews show that there are clear signs of anti-democratic views and values in Swedish schools, especially antisemitism and homophobia. A four-field model illustrates different approaches to radicalisation in schools. Repression is something that is primarily dealt with by law and security agencies, however there is no legal support in Sweden for school management or teachers to identify and report students suspected of radicalisation. In the main, the interviewees supported an active, open and critical dialogue as the right strategy. This is also supported by much of the research on radicalisation. It is important that teachers are well-read and have the courage to raise issues that can be seen as controversial by some students. The choice of perspective influences the way societal phenomena are understood and the solutions to the perceived problems, as well as the perspectives focused on when evaluating these solutions. Framing thus involves power, and framing in relation to evaluation involves the power to influence production of public knowledge and, subsequently, policy decisions informed by this evidence. While the role of framing in policymaking seems to be a topic of increasing academic interest, thus far evaluation literature has not reflected this trend. Evaluation still tends to be perceived as an objective external voice, providing the political–administrative system with neutral evidence. My PhD in Political Science had a specific focus on evaluation. I have worked in a range of evaluation roles including project manager, assessor and head of evaluation departments at authorities such as the Swedish National Agency for Education, the Swedish Higher Education Authority, the Swedish Research Council and the Swedish Agency for Development Evaluation. I have also been part of the European Commission's working groups for planning evaluations and been president and board member of the Swedish Evaluation Society.
