The study focused on the village fund management model by utilizing existing SID technology, namely the Desa Mitra Application. As well as to explain the extent to which this new model is developing and how it impacts the community. This study uses model qualitative methods, with the premier and secondary data sources, with data collection techniques using questionnaires, interviews, observation, and documentation. This study revealed that the SID-based village fund management model using the village partner application in Wonosobo District was very helpful and useful in managing village funds. Of the four stages of managing existing funds, the application of village partners plays a significant role in helping each process of managing existing funds. as in the stages of planning, corporate governance, implementation, and reporting and accountability. There are several important factors that influence the creation of the existing accountability model, namely the Government Institution in this case the Wonosobo District, the Village Government, and the existing HR. This research uses a qualitative descriptive method with a case study approach to explore the issues and problems that exist around the digitalization of broadcasting in Indonesia. The practice of broadcasting digitalization in Indonesia does not have clear regulations after Ministerial Regulation 22/2011 has been revoked. So that policies and regulations in managing broadcast digitalization are unclear. Simulcast Public Broadcasting Institutions (LPPs) and Private Broadcasting Institutions (LPS) have conducted trials in the field of broadcast digitalization. TVRI as a Public Broadcasting Institution (LPP) already has TVRI Digital Broadcasting Channel -1, TVRI Digital Broadcast -2, TVRI Digital Broadcast -3, TVRI Digital Broadcast -4 and TVRI Digital-HD Broadcasting. Private Broadcasting Institutions (LPS) that conduct trials are Nusantara TV, Inspira TV, Kompas TV, Gramedia TV, Tempo TV, Net TV, CNN TV, Muhammadiyah TV, Merahputih TV, Badar TV, and Persada TV. In the freedom of media, the presence of new media is dynamic in the process of delivering messages and opinions, especially in the realm of democracy. Black issues, polarisation supporters until identity politics also coloring the Indonesian elections in Indonesia in 2019, until finally, the figure @nurhadi_aldo emerged as the presidential candidate version of the Cyber Society. This research discusses text analysis in a discourse, according to Fairclough, the presence of text is a representation of the understanding of the creator, and this is open to interpretation. The purpose of this study describes the use of sexuality and satire language as a form of political expression in Indonesia, especially those that appear on the Nurhadi - Aldo Instagram account (@nurhadi_aldo). There are three stages to analyzing discourse based on Norman Fairclough's critical discourse analysis theory, namely representation, relation, and identity. The research results show that the language of sexuality and satire used by @nurhadi_aldo is a form of honesty expression to criticize the loss of the essence of an election contestation in Indonesia. Mukhlis, Rahmat Pranoto","doi":"10.24269/ars.v8i1.2260","DOIUrl":"https://doi.org/10.24269/ars.v8i1.2260","url":null,"abstract":"One of bureaucracy reformation demands in Indonesia is improvement in procurement of goods/service for government as results of many corruption, collusion, and nepotism cases, and inefficiency in the process of that procurement. Reformation in the procurement is then realized in the electronic procurement (e-procurement) implementation. In the government perspective, e-procurement is conducted as an effort to prevent corruption, collusion, and nepotism. In the context of service acceleration, e-procurement is the manifestation of new public management paradigm; an effort to improve service quality by encouraging entrepreneurship spirit to realize efficiency of state finance use without reducing qualities of /services that are required by government institutions. This research was conducted with qualitative method with an objective to explore the implication of e-procurement for the efficiency of state finance use and improvement of service function in Lampung University. The result showed that there were three aspects of efficiency: time efficiency, cost efficiency, and efficiency of all outcomes had been attained. In the perspective of time, the common auction process if it was conducted manually it would require minimum time of 28 working days, and it would take only 20 working days by e-procurement method. In the cost perspective, the fund demand for transportation cost (registration and submitting offering), communication cost (joining meeting for explanation), duplication cost (duplicating auction documents), and printing cost (offering documents) could be eliminated by replacing them by on-line method. The e-procurement enactment quantitatively in Lampung University in 2013-2014 produced financial efficiency by 22.4% and this indicated efficiency of outcomes. As results of this efficiency derivation, by having status of Common Service Agency (BLU) status, Lampung University possessed discretion to manage this 22.4% fund efficiency for optimizing funding activities for “three pillars of higher education” (tridharma perguruan tinggi) at the same year without waiting budget planning at the next fiscal year. To measure the performance of policy implementation, the authors use two indicators namely first, the policy output indicator consisting of coverage, bias, access, frequency and service delivery as well as the suitability of the program to the needs, second, indicators of policy impact namely initial impact, medium impact and long term impact. The research method used is a qualitative approach with primary data collection techniques and secondary data, the research locus is in Cibeber District, Cilegon City. Based on measurements that the performance of the implementation of public service policies in public sector organizations Cibeber District Cilegon City has been running effectively. This can be seen from the policy output indicators consisting of coverage, bias, access, frequency, service delivery and program suitability with the need to show effective indicators even though the indicators of access to participation in policy/program socialization activities, mechanisms, procedures and procedures of the public get service. The researcher conducted a content analysis on student thesis in universities in Surabaya and Malang City in 2015 until 2019. The samples of this study were 388 theses of the students majoring in the Public Relations study. This study has proven the three hypotheses, namely the theses have applied Public Relations theories, the most widely used of the theory is Excellence theory, and the Qualitative method is the most widely used of the method. This research has also confirmed that the public relations field is not only focused on practice, but also theoretical studies. The existence of community radio is important as a means of various informations and to strengthen brotherhood in the community. Jangkar Kelud  community radio is mass media engaged in broadcasts in the kelud area, namely in Blitar Regency, Malang Regency and Kediri Regency, this radio was formed by a group of people in the Kelud area, the problem is the death threat of the existence of radio station. It is useless when disaster no longer occurs, but the benefits of community radio are not when a disaster occurs but radio as a disaster mitigation media are very important continuously to convey awareness to the community. This type of research is descriptive qualitative, by adopting observations, interviews and documentation.
